POSITION DESCRIPTION FOR THE DIRECTOR FOR NATIONAL INTREPID CENTER OF EXCELLENCE (NICoE), WALTER REED NATIONAL MILITARY MEDICAL CENTER (WRNMMC) INTRODUCTIONThis position will be held by a senior medical department officer and is responsible for the overall leadership and direction of the NICoE. The incumbent serves as the guiding force toward achieving the WRNMMC mission, vision and strategic plan. This includes maintaining the highest quality standards of professional services, regulating and ensuring the proper care of patients, ensuring the necessary training of the assigned technicians, corpsmen, nurses and physicians, developing Directorate-wide policies and procedures, developing the annual budget and supporting graduate medical education. MAJOR DUTIES AND RESPONSIBILITIESPROFESSIONAL EXPERTISEAnnual PlanningParticipates in the planning of and fully supports all NCR collaboration initiatives.Collaborates with the members of the WRNMMC Board of Directors to develop, refine and disseminate the WRNMMC Strategic and Annual Plans each year.Provides oversight, guidance and direction to annual planning within the directorate to ensure alignment with the Command’s mission, vision and strategic goals and objectives.Strategically oversees the plans, coordination, implementation, and evaluation of activities related to the delivery of ambulatory care within the designated functions of the directorate.Monitors emerging healthcare delivery advances to anticipate changes required within the Command to maintain, enhance or re-size mission requirements and delivery.Anticipates financial and mission obligations to match resources and services to support the delivery of projected population health needs that are consonant with the Command’s strategic goals and objectives.Establishes performance standards for the functions and programs within the Directorate to support the Command’s mission and vision and employs applicable benchmarks from civilian institutions and other MTF’s. Approves all Directorate business and marketing strategies and plans. Personnel ManagementOversees, promotes and supports approved staffing plans for the entire Directorate in accordance with established performance goals and the annual plan that best meets changing requirements. As a supervisor, the incumbent provides direct oversight to the Deputy Directors, and second line direct supervisory and performance rating for all Department Chiefs including General Schedule, and Military members. The NICoE Deputy Directors for Operations and Administration provide first line direct supervision. MISSION ACCOMPLISHMENT InitiativeSuccessfully supports GME training.Champions outstanding patient and family centered care and establishes the norm for all directorate members to practice outstanding customer service; directs the identification and removal of systems, processes or other barriers that affect the patient experience.Coordinates and integrates services across the directorate and advocates for space and resources that best support identified opportunities for growth, enhancement or right-sizing.Ensures continuous regulatory readiness (The Joint Commission (TJC), Inspector General (IG), American College of Graduate Medical Education (ACGME), Residency Review Committee (RRC), Food and Drug Administration (FDA), CLIP, HIPAA, etc.).Develops clinic policies and procedures essential to achieving objectives and developing/evaluating programs.Directs activities, and holds Directorate accountable, to ensure that all staff meet standards of practice and adhere to established policies, procedures and standards of care.Directs the delivery of optimal healthcare within the framework of established standards, policies and command strategic objectives.Resource ManagementPrioritizes resource requirements in keeping with command mission.Exercises general administrative supervision and control over spaces assigned including the wards, clinics and supporting facilities.Ensures the adequacy, security, maintenance, proper use, economy, and accounting of supplies and equipment.Assists in developing the annual budget as it relates to resource allocation, reprioritization of programs, and annual planning. VI. LEADERSHIPTraining and EducationProvides senior management and responsibility for the coordination and efficient operation of all directorate anizes, directs, supervises, counsels, instructs and appraises the performance of all directorate staff.Develops and implements policies and procedures that guide and support the provision of services.Provides training and mentorship to Directorate leaders to acquire leadership and management competencies.Directs, communicates and adheres to performance standards as determined by the Hospital Board of Directors, Chief of Staff and Director.FACTOR DESCRIPTIONSFactor 1: Knowledge RequiredAn advanced degree (i.e., MD, PhD, PsyD, Master of Science, DDS, etc., as appropriate), with maintenance of credentials to support the sameMaintenance of clinical privileges as credentials supportRegulatory and supervisory guidance in the management of uniformed and civilian personnelFiscal oversight and management of budgetTraining and experience with management models such as high reliability organizations, transitional leadership, etc.Basic training in healthcare managementFactor 2: SupervisionThis position reports to the WRNMMC Chief of Staff and Hospital Director and is responsible for the oversight and supervision of all Directorate personnel.Factor 3: Physical DemandsExcellent physical fitness is required to set the example for all personnel.
