The University of Virginia (University or UVA) invites highly qualified architectural consulting firms to submit a letter of interest and associated supporting materials for consideration in the selection of a consultant team to provide architectural and engineering design services for the University of Virginia’s Fontaine Garage (Project), in accordance with the provisions of the University of Virginia Higher Education Capital Outlay Manual (HECOM). The first phase of the project will be a feasibility and conceptual design study. Upon successful completion of the first phase, the University may, in its sole discretion, elect to retain the selected firm for design services for any or all phases of the future project including Bridging Documents.Purpose and Program Background:In 2017, the University began the Fontaine Master Plan, which was approved by the Board of Visitors in September of 2018. The plan’s goals and objectives include:Enhancing access to care and improving the patient experience around evolving population health principles.Creating a translational research campus that facilitates learning, creativity, discovery, and patient care.Dramatically improving the sense of place and stewardship of resources.Developing strong connectivity within Fontaine and to Grounds.Developing a flexible plan that balances responsible capacity of the land with programmatic drivers and other initiatives.Creating a vibrant community of innovation and collaboration that attracts and retains top talent.The Master Plan outlines a near and long-term plan. Key components of the near-term plan are:Development of a parking structure along Fontaine Avenue and transportation connections as initial enabling projects.Demolition of 545 Ray C. Hunt [Medical Office Building (MOB) 2] - the building will be largely vacated by current project underway at Ivy Mountain.Creation of the central green street and improved Ray C. Hunt entry drive and intersection to enhance wayfinding, pedestrian, vehicular and transit circulation, and amenities.Development of up to approximately 500,000 GSF for clinical and research space.The scope of the feasibility/ concept study will include site and garage conceptual planning and design sufficient to confirm master plan level costs, parking space capacity and circulation, determine amount of master plan road and pedestrian infrastructure to be included, understand University Transit bus service/ accommodation, determine need for and define interim circulation conditions, outline an initial project schedule, determine necessary updates to the current traffic study and obtain any requisite data, and explore innovative construction methods that will result in a cost effective project.This feasibility/ concept study will build on the Fontaine Master Plan, refer to the Parking and Transportation Master Plan and Landscape Framework Plan, and coordinate as necessary with the County’s US 29 to Fontaine project.Project Drivers:The University’s 2019 Parking and Transportation Master Plan determined that in the next 10 years, the University’s most urgent transportation challenge is meeting the parking demands of its faculty, staff, students, patients, and visitors. Modeling shows that the University will face a parking shortfall as early as 2020 if no action is taken to address the issue. The Plan’s recommendations center around a “hybrid” approach to transportation that combines traditional strategies (building parking capacity) with more progressive approaches (alternative transportation incentives). The Plan outlined short, mid, and long-term strategies. In both the short and mid-term, building parking supply was identified as a key strategy, along with enhancing accessibility to Grounds via alternative modes such as cycling, shuttles, and carpool. In addition to the anticipated overall parking shortage on grounds, the future parking needs of Fontaine are also considered a driver as research and clinical space expand per the Master Plan, which includes an anticipated 500 GSF research/ clinical facility in Fontaine in the near-term.Criteria in Support of the University’s Strategic Plan:This project supports the University’s Strategic Plan by initiating an enabling project as a first step to implementing the Fontaine Master Plan and in support of the Parking and Transportation Master Plan near and mid-term strategies.Project Status:This initiative was approved as a new major capital project and added to the University’s capital improvement program in June 2019. The feasibility/ concept design study is expected to start in spring of 2020 and be completed by the end of 2020.Qualifications:Firms must demonstrate significant experience planning, programming, designing, documenting and providing construction administration for similar projects in an academic setting; experience in obtaining LEED certification; and familiarity with HECOM will be required. Double-sided printing is strongly encouraged.?Interested firms must submit ten (10) hard copies and one (1) digital copy of each of the following. The digital copy should be one pdf file of the entire submission contained on a thumb drive:?
