STANDARD NONQUALIFYING ANNOUNCEMENT & SANCTION PROCESS

U.S. Figure Skating is pleased to provide a standard nonqualifying (NQ) competition announcement template for all Local Organizing Committees (LOC) to utilize for any sanctioned and/or approved competition. The standardized template provides the best experience for all members, clarifying the competitive pipeline, rules and eligibility. We require each LOC to start fresh with the template, filling-in-the-blanks versus updating a past announcement (i.e. last year’s document).

After completing this template, a sanction application must be submitted via the Event Management System (EMS). The Competitions Committee representative will review this document and most importantly, your competition dates via the sanction review process. The committee balances nonqualifying competitions to ensure that events are spread throughout the calendar in a region.

Keep in mind, the announcement is not only the marketing for your competition but also the playbook for your attendees.

COMPETITIONS DURING COVID-19

U.S. Figure Skating REQUIRES member clubs to create a plan for Event Operations and Safety that must be submitted via the Risk Assessment Form (45 days prior to the start of your competition), in addition to including KEY information within this announcement. The sanction approver is responsible for reviewing the sanction application, in addition to these supplements to identify the competition’s feasibility during this climate.

The NAME OF COMPETITION will be conducted in accordance with the rules and regulations of U.S. Figure Skating, as set forth in the current rulebook, as well as any pertinent updates that have been posted on the U.S. Figure Skating website.

This competition is open to all eligible, restricted, reinstated or readmitted persons as defined by the Eligibility Rules, and who are currently registered member of a U.S. Figure Skating member club, a collegiate club or who is an individual member in accordance with the current rulebook. Please refer to the current rulebook for non-U.S. citizens.

COVID-19 INFORMATION:

- All attendees are always required to properly wear face coverings over their nose and mouth and secured under their chin while in a facility (exception: IF approved by facility, skaters may remove when on the ice). This is not only for your protection, but for the protection of others and is applied to all attendees.

- Social distancing must be maintained at all times. The CDC recommends a distance of 6 feet and separate pathways will be established within the venue (minimizing crossover and contamination).

- Chaperones/Spectators: If you are not allowing spectators, U.S. Figure Skating requires that all athletes 17 and under be permitted ONE chaperone. We recommend allowing at least ONE chaperone per athlete regardless of age but understand there may be local/state restrictions.

o Consider if you will need to limit the number of coaches per athlete as well!

- U.S. Figure Skating Waivers are a requirement for ALL athletes. The online waivers must be completed via Members Only prior to the competition, instruction here.

- Establish pre-event communication plans for ALL attendees so they are aware of YOUR competition environment will look like and what to expect. We recommend scheduling a call (i.e. zoom) for all athletes, coaches, officials and volunteers. If possible, include the date/time HERE for attendees to add to their calendars.

SERIES INFORMATION: If this competition is applying to be and/or is approved by U.S. Figure Skating as part of a series (National Qualifying Series, solo dance, excel, adult etc.), use this space to insert that information.

ELIGIBILITY/TEST LEVEL:

Suggested language (modify as appropriate):

Test Level: Competition level is the highest test passed as of the entry deadline in the discipline the skater is entering. For the 2020-2021 competition season, athletes may skate up two levels above that for which they qualify but they are not eligible for IJS Test Credit. Note, athletes may not skate down in any event.

Age restrictions/requirements: Singles free skate events (well-balanced program) have the following requirements:

Juvenile: Girls – 12 years or younger; Boys – 13 years or younger

Open Juvenile: Girls – 13 years or older; Boys – 14 years or older

Intermediate must be under the age of 18

Adults must be 21 years or older

Skaters entering pre-juvenile and lower events will be divided as closely as possible by age should the number of entries warrant more than one group.

IF OFFERING ADULT EVENTS:

Age classes for all free skate, dramatic entertainment and light entertainment events:

• Young Adult: 18 years through 20 years

• Class I: 21 years through 35 years

• Class II: 36 years through 45 years

• Class III: 46 years through 55 years

• Class IV: 56 years through 65 years

• Class V: 66 years and older

Age classes for all solo free dance and solo pattern dance events:

• Young Adult/Class I/II: 18 years through 45 years

• Class III/IV/V: 46 years and older

All age classes may be divided or combined depending on the number of entries and at the discretion of the chief referee and/or the competition committee. Men and ladies will be combined in Adult 1 through adult bronze free skate events (based on the Adult Competition Series rules), and all levels of compulsory moves, solo dance, solo free dance, jumps, spins and dramatic/light entertainment events. Men and ladies will not be combined in adult silver and higher free skate events. Athletes in adult silver and higher free skate events with no competitor of the same gender in another age class will be offered the opportunity to skate an exhibition for first place, skate up to the next higher level (if this provides a competitor) or be issued a refund. The chief referee reserves the right to request proof of age.

All registration and practice ice fees are transferred to the LOC by U.S. Figure Skating through direct deposit 24 hours after the funds settle. Through EMS, the LOC will have access to reconciliation reports and a budget tool. ACH information must be submitted to U.S. Figure Skating prior to registration opening for your competition.

FOREIGN SKATERS:

Non-U.S. skaters intending to register for this competition must set up a non-member account prior to registering for the competition (click here for HOW TO). This can be done by choosing the “Create Account (Non-Member)” option on the Members Only login page.

IF OFFERING – PAIRS/DANCE/DUETS/SHADOW DANCE:

PARTNERED EVENTS:

Only one partner will complete registration for the team. During the registration process, you will be asked to identify your partner and verify their test information. The registered partner will be responsible for managing all aspects of the competition for the team including music/PPC upload, practice ice sales, etc.

Mandatory Athletes:

Athletes age 18+ as of the competition start date who will be competing on a team (i.e. synchro, dance, pairs, shadow dance, theatre, etc.) with at least one minor athlete must complete SafeSport training. *

Minor Athletes who turn 18 mid-season are encouraged to seek parental consent to take the online SafeSport training early to avoid any disruptions in their ability to participate as the training is required upon turning 18. The athlete will not be SafeSport compliant until they have completed the training and their Members Only portal reflects completion. Please email safesport@ for instructions or questions regarding parental consent.

REFUND POLICY: Suggested language, modify as appropriate: Entry fees will not be refunded after entry deadline unless no competition exists or the event is canceled. There will be no refunds for medical withdrawals.

SCHEDULE: Competitors may be scheduled on any day or time during the announced dates of the competition. The competition and practice ice schedule will be available after the close of entries. All participants will be notified via email once available.

EMS ADMIN: The competition and practice ice schedule can be loaded into EMS through a manual pathway or upload by the LOC and/or chief referee. The EMS schedule function is like an email (i.e. outlook) calendar and each skater/entry is associated with their respective events, official practice ice and/or pre-event warm-ups if available.

FACILITIES: The competition will be held at enter name of rink, address, telephone number and website if applicable. Enter size of rink and any other pertinent information such as number of locker rooms, temperature of rink (especially if very cold), snack bars/restaurants, etc.

EMS MUSIC UPLOAD:

DEADLINE: DATE *INCLUDE LATE FEE IF APPLICABLE

Competitors participating in events with music are required to upload their music to EMS no later than DATE TIME ET. After this date, skaters will be locked out of this feature and subject to a $XX late fee. The late fee will automatically be added to each skater's cart who doesn't meet this requirement by the deadline. Late fees will not be removed under any circumstances and must be paid prior to receiving the skater credential onsite.

All music must meet the following criteria. If you have questions about what format you have, please contact your coach and get a new version of your music that meets the criteria listed below.

MUSIC CRITERIA:

• File Format: MP3

• Bit Rate: 192 kbps or higher and Sample Rate: 44,100 kHz

o This will be verified by the music chair and they may request you upload a corrected file.

• Leaders and trailers (the silence or "dead space" before and after the actual start and end of the program music) may not exceed two (2) seconds. We prefer that there be NO leaders or trailers at all. Excessive leaders and trailers may disrupt the playing of the music during competition.

Competitors must also bring a copy of their competition music on CD or digital copy (if you are accepting digital back up such as on a phone or memory stick) as a backup in case of technical difficulties and must be available rink side during the competition. Only CDs (standard CD-R format only) will be accepted for backups and must be clearly marked with the competitor’s name, event, and running time.

MUSIC SUBMISSION:

It is strongly recommended that all clubs utilize an online upload for music submission and if applicable, planned program content. Do not accept hard copies onsite to avoid contamination!

LIABILITY: U.S. Figure Skating, (host club) and (name of arena) accept no responsibility for injury or damage sustained by any participant in this competition. This is in accordance with Rule 1600 of the official U.S. Figure Skating Rulebook.

Include details on what the check-in process will look like at your event (consider how this is different from past events). Will attendees be required to use designated doors based on role (i.e. athletes/coaches vs. chaperones)? Will volunteers conduct a health screening (checklist here) and/or temperature check?

IF OFFERING LOCKER ROOMS AND CHANGING AREAS:

Locker rooms and changing areas at U.S. Figure Skating competitive events are for athletes only, will be labeled with regard to specific use and where identified will be gender specific. An exception can be made for athletes 11 years old and younger that will allow for one parent of the same sex to assist their child immediately prior to and after their skating event(s). Please review the Locker Room and Changing Area Policy and the SafeSport Handbook (both found on the U.S. Figure Skating SafeSport page).

IF NOT OFFERING LOCKER ROOMS:

Suggested verbiage: Locker rooms and changing areas will not be available this competition. All athletes are expected to arrive to the arena ready (costumes, hair, make-up etc.). Athletes will be provided with an area to put skaters on but will not be permitted to change in public restrooms.

PRACTICE ICE: Outline practice ice sales plan – will you sell in advance (i.e. pre-purchase), include timelines and pricing for all practice ice types. For additional information regarding practice ice offerings, visit your competition website.

Practice Ice Recommendations from the Competition’s Committee during COVID-19:

• Singles Sessions: no more than 12 athletes

PHOTO/VIDEO: If these services will be offered, please describe it here AND consider whether these vendors will be able to sell onsite or if all orders must be managed online (due to building flow and social distancing needs). If limiting access to the competition, can you offer a live-stream? Discuss with your videographer (and arena contact due to internet needs) and include details here if you can proceed.

Note, per U.S. Figure Skating policy, photographing and/or recording of any one other than your own skater is strictly prohibited.

AWARDS: List award types here and how awards will be distributed onsite (i.e. pick-up at registration vs. traditional ceremony).

OFFICIAL NOTICES: An official bulletin board will be maintained at enter location. Recommended language: It is the responsibility of each competitor, parent and coach to check the bulletin board frequently for any schedule changes and/or additional information. Skaters are requested to arrive 45 minutes prior to the scheduled time of their event. A tentative schedule of events will be posted prior to the competition.

TEST CREDIT: IF offering Test Credit at your competition, review the IJS Protocol for Test Credit document and consult with your Chief Accountant on process (advance applications/providing results etc.) and timeline. An online form, in advance of the competition, is recommended (sample HERE) vs. paper at the competition. Additionally, IF athletes are skating up TWO levels, they are not eligible to receive test credit.

IMPORTANT NOTICE FOR ALL COACHES:

To be a credentialed coach at a sanctioned nonqualifying competition, coaches must meet the compliance requirements listed below and verified by the U.S. Figure Skating. If limited number of coach credentials per athlete, include here (i.e. ONE coach credential per registered athlete).

With EMS, a coach must be included within a skater’s registration or updated through their EMS Skater Portal via “My Coaches.” All coaches declared at the time of registration will be included on the skater’s registration confirmation email. Note, there is no registration approval process within EMS as the data (membership and test level) is tied to the U.S. Figure Skating database. Non-compliant coaches will receive automated email reminders through the start of the competition.

EMS ADMIN: The compliance tab within EMS lists ALL individuals who were declared by skaters at the time of registration or through their EMS Skater Portals (also allows access to skater schedule, music/PPC preview etc.). The compliance requirements are tied to the U.S. Figure Skating database and are updated daily removing the need for the LOC to manually update their list of attending coaches. Further, if a coach is non-compliant, they will receive system generated emails through the start of the competition. Click here for additional information

Coach/Choreographer (domestic/non-foreign):

✓ Must be a current full member of U.S. Figure Skating either through a member club or as an individual member.

✓ If 18 years or older, must submit information for, proper payment of $30 and successfully pass a background check. *

o The background check will be valid for two seasons, the one in which it was completed plus one additional.

✓ If 18 years or older, must complete annual SafeSport Training. *

o The training will be valid for 365 days from date of completion and there is no cost for the training/certification.

✓ Must complete the Professional Coach/Choreographer Coaching Education Requirement (CER) through the Professional Skaters Association (PSA).

✓ Must submit proof of general liability insurance with limits of $1 million per occurrence/ $5 million aggregate.

✓ Must agree to the U.S. Figure Skating Code of Ethics. *

✓ Must complete three waivers: 1) Assumption of Risk, Waiver and Release and Indemnification Agreement, 2) Medical Consent and 3) Name and Likeness Release and Consent Agreement. *

✓ If attending a qualifying competition or traveling as a part of Team USA and/or International Selection Pool (ISP), must be a full member of the Professional Skaters Association (PSA).

Learn to Skate USA Coach:

✓ Must be a current full member of U.S. Figure Skating either through a member club or as an individual member OR Learn to Skate USA instructor membership

✓ If 18 years or older, must submit information for, proper payment of $30 and successfully pass a background check. *

If possible and as a best practice, the Program Innovation Subcommittee has requested male events to be grouped together around a similar timeframe in a competition schedule to foster a community of males in figure skating. We appreciate your consideration of this request.
