▪ 1:40 pm meeting initiated by Mac McMahon.

▪ Thank you to Mercy Behavioral Health-Wellspring for having us to their site for the meeting!!

▪ Introductions

o Ken Ingold introduced Mac and the HOCC to individuals at the Wellspring Drop-in center.

o Mac gave a brief introduction of the HOCC/Committee base with brief explanation of the committee. Mac encouraged a dialogue with the committee today.

o Introduction of the HOCC members.

▪ Input from individuals at Wellspring:

o Individuals who were at Wellspring raised issues that included: food, MH/Medical/D&A access, general issues and stonewalls, welfare issues, housing for single individual, LOW or NO income issues, Sec 8/County Hsg being closed, McKeesport-must live in McKeesport and many of these building are being razed, Private HUD has large waiting list, disparity in affordable housing, criminal history being housing barrier, issues with health insurance and co-pays.

o Some issues were addressed by the appropriate committee member during this forum.

o General discussions on many issues.

o Issue rose w/ regard to the $12.6 million that comes to Allegheny Co and is to be dedicated to homeless population. Brief explanation given that this money began >10yrs ago and has been divided between >100 agencies. Majority of the money is linked to some form of housing/services for homeless.

o General discussion related to SWES and Emergency Shelter with regard to the time of day you must be out of the shelter. People ask why they must leave for the day so early, often by 6a-7a.

o Questions related to police policy regarding homeless camps. Sgt Miller encourages that people to in to SWES or alternate emergency shelter during adverse weather conditions.

o Sweeps were raised. Mac updates that the City of Pgh has placed permanent placards in the areas where sweeps occur. Individuals discussed that belongings were being thrown away from the sweeps, which is known to HOCC. This is out of the agreement with the city and Mac has been exploring the issue.

o Medical ID bracelet(s)-issue raised by gentleman with diabetes. Was recently stopped by police and was made to destroy his insulin syringes. Cannot afford ID bracelet alerting of the diabetes and other medical problems. This issue was addressed individually with the man.

o Issue rose regarding housing for women and children. General discussion with individuals about emergency shelter, specifically with regard to women and children.

o The group at large discussed self responsibility.

▪ Meeting after the general discussion-

o General consensus of the committee-a better medium for the open discussion would be to have a follow-up panel (or alternate medium) and have agencies/programs available to answer questions, etc. It would be sensible to have committee members from committees such as HOCC and Healthcare committee.

o Ken @ Wellspring will receive questions and pass on to us.

o Agreement that voices need to be heard.

o As a committee-we need to hear the issues and then be able to provide reply and connect individuals to appropriate agency/program.

o It was also encouraged that programs bring participants to discuss their story.

o Rich Venezia encourages contact with the DHS when experiencing county office barriers/beauracratic barriers.

o General discussion:

o Possible to ask to upcoming HOCC mtg-representative from the DPW Communication Dept.

o Forensic issue-Natalie Ross specializes in programs for state max out. Also programs for MH court/D&A/MH/etc.

o SANS Drop-in: 100-125 individuals daily. This will be an upcoming issue when SANS closes.

o With the supportive services cut-there are less people to help folks navigate our systems.

▪ General Info/Updates:

o SWES IS OPEN. The SWES number is 412-779-1329. Messages regarding SWES are updated regularly on the message at this number.
