Overview

Pursuant to Section 9 of the City Income Tax Act (PA 284 of 1964), the City of Detroit entered into an agreement with the Michigan Department of Treasury for processing City Income Tax returns.

The City Tax Administration Section will be responsible for: ? City Tax Return Processing ? City Tax Customer Service

Phase 1 ? Beginning January 2016 - Individual Income Tax Phase 2 ? Beginning January 2017 - Corporate, Employer

Withholding, Partnership, Trust and Estate Tax

Phase 1: Individual Income Tax

?2015 Tax Year City of Detroit Individual Income Tax returns

? State processing started January 2016

? 296,274 returns received as of September 30, 2016

? 76% of returns filed electronically

? Since go-live we have received 28,220 Customer service calls with an average speed of answer under 5 minutes.

Phase 2

Corporate, Partnership, Employer Withholding, Trust and Estate

Beginning January 2017, the Michigan Department of Treasury will be responsible for processing:

? Tax year 2016 Corporate, Partnership and Fiduciary annual returns ? Tax year 2017 and subsequent Corporate, Partnership and Fiduciary

estimated payments and annual returns ? Tax year 2017 and subsequent Employer Withholding payments and annual

reconciliation The City of Detroit will remain responsible for processing:

? Tax year 2015 and prior Corporate, Partnership, and Fiduciary Estimated payments and annual returns.

? Tax year 2016 Corporate, Partnership and Fiduciary Estimated payments ? Tax year 2016 and prior Employer Withholding payments and annual

reconciliation

Forms

Beginning January 2017, electronic filing with the State will be available for:

? 2016 City of Detroit Corporate Income Tax ? 2017 City of Detroit Withholding Tax

TY 2016 Partnership, Trust and Estate forms for Detroit City Tax must be paper filed with the state.
