I. Call to Order

Chairman Glenn Lochrie called the meeting to order at 9:03 am.

II. Introduction of Council, Staff and Guests

Mr. Lochrie asked the Florida Council on Arts and Culture and department staff to introduce themselves. Guests included Judy Deits, Ginger Peterson, Jeanne Hurst, Stephanie Salkin, Michael Jernigan, Dave Watkins, Nancy Preis, Cynthia Palmieri, and Ken Nezbet.

III. Adoption of Agenda

Ms. Dickenson moved to adopt the agenda with Ms. Satterlee seconding. The motion passed.

IV. Director’s Update

Ms. Shaughnessy welcomed new Council member Jamie Bristow, and new staff member Kristie Adams. The March meeting date will be moved to March 12 to coincide with Tourism Day on March 11, 2015.

Citizens for Florida Arts, Inc. will be hosting the Convening Culture Conference February 8-9, 2015 at the new Dr. Phillips Center for the Performing arts. The theme for this year is “Arts and Healthy Communities.”

The Division is currently is in the process of designating Strategic Plan Action Teams, which will be meeting in March.

IV. Business Items

A. Approval of Minutes from October 9, 2014 – Ms. Townsend moved to approve the minutes from the Florida Council on Arts and Culture meeting held in Tallahassee on October 9, 2014 with Ms. Bristow seconding. The motion passed.

B. Fast Track Grant Panel Report – Sarah Stage reported that The Fast Track Grants Panel Meeting was held via teleconference on November 12, 2014. Thirty-three (33) eligible applications were reviewed and thirty (30) achieved the minimum score of 80 points. Funding recommendations for this program are based on priority level and average score. Eight (8) organizations were recommended for funding: Eight (8) organizations were recommended for funding: Florida Storytelling Association, The Arts at St. Johns, Gateway Center for the Arts, Melbourne Municipal Band Association, Miami Dance Futures, Okeechobee Main Street, St. Augustine Initiative For Compassion, and Hope at Hand. Mr. Judd moved to forward the list to the Secretary of State for review and approval with Ms. Townsend seconding. The motion passed.

C. Cultural Endowment CSO Designation – Ms. Rogers reported that The Cultural Council of Greater Jacksonville and the Morean Art Center of St. Petersburg have submitted applications for CSO Designation. Cultural Sponsoring Organization (CSO) Designation is an eligibility criterion for the receipt of a $240,000 State Matching Share (SMS). Organizations often use CSO Designation as a tool in the fund raising efforts. When the State Matching Share is awarded and added to the local match of $360,000, a $600,000 endowment principal is created. Interest from the invested principal may be used for the organization's general programming. The Florida Council on Arts and Culture recommends designation only. The Department of State approves the State Matching Share. The next application deadline for a State Matching Share is June 1, 2014.

Dr. Orth moved to approve The Cultural Council of Greater Jacksonville and The Morean Art Center of St. Petersburg as Cultural Sponsoring Organizations with Ms. Townsend seconding. Motion passed.

V. Other Business

A. 2014 Florida Artists Hall of Fame Awards – Rachelle Ashmore gave a brief overview of the voting procedure. Following discussion of the 14 nominees, there were three rounds of voting. Dr. Orth moved that Carlisle Floyd be recommended to the Secretary of State for induction in the Florida Artists Hall of Fame. Ms. Townsend seconded the motion. The motion carried.

B. Voting for 2015 Officers – the following individuals were selected and voted on by the board as officers for 2015:

Glenn Lochrie – Chairman

Lois Benson – Vice Chairman

Kathryn Townsend – Secretary

Mr. Judd moved that these individuals be elected as the 2015 Florida Council on Arts and Culture officers with Ms. Satterlee seconding. The motion carried.

VI. Open Council Discussion

None.

VII. Public Comment

Michael Jernigan thanked the Council for their work recognizing artists in Florida.

IX. Adjourn

With no further public comment, the meeting concluded at 10:30 am.
