Book of Reports – Request for submission of reports – last reminder !

To the occasion of the ISPRM Board Meetings, we always have the book of reports ready with reports submitted by the members of the President’s Cabinet, the Executive Committee, the Chairmen of the different Committees and the Liaison Officers.

The absolute last deadline for receipt of reports is May 25th as the book of reports needs to be made ready for advance mailing to the board members so that they can read and comment it before the board meeting takes place.

Herman Flax 90th birthday

Herman J. Flax, M.D. recently celebrated his 90th birthday in Washington, DC on March 31, 2007.

Doctor Martin Grabois, Professor and Chairman of Physical Medicine and Rehabilitation served as the Master of Ceremonies and presented a few remarks on Doctor Flax’s accomplishments and contributions to the field. Doctor John Melvin, Professor and Chairman, Physical Medicine and Rehabilitation at Jefferson Medical College also was in attendance and helped reminense with friends and relatives.

The following remarks were abstracted from Martin Grabois’s speech:

I really first connected with Herman in 1982, when he called me and asked me to assume the position of secretary of IRMA (International Rehabilitation Medicine Association). Of course, I knew of him since I entered the field in 1969, as Professor of Physical Medicine and Rehabilitation at the University of Puerto Rico, Chief of Physical Medicine and Rehabilitation Service at the VAMC in San Juan, President of the American Congress of Rehabilitation Medicine and his involvement with IRMA, an organization of which he later became president

Herman Flax has been a mentor to many students, including me, in the field of PM&R. He called upon me in 1982, to become secretary of IRMA opened the international rehabilitation movement to me and your mentoring of me and many others like me are a testament to your great gift of giving. Herman and I have travelled the world together working on improving rehab in developing countries, learning from developing countries, and having adventures and good times.

As you know, Herman was born March 31, 1917 in Richmond, Virginia. He graduated from the Medical College of Virginia and started PM&R in Puerto Rico in the early 40’s after additional training at the University of Pennsylvania. Herman served as Chief of PM&R at the VA in Puerto Rico for nearly 40 years where he trained many residents and provided excellent care for our veterans. After moving to Washington, DC he continued helping veterans at the DC veteran’s hospital as a consultant physiatrist. He was Professor PM&R at the University of Puerto Rico and now is Emeritus Professor at the Medical College of Virginia. Herman was President of the Puerto Rico Medical Society, ACRM and IRMA. He has received many honors and to just name a few:

• Gold Key Award of the ACRM – highest award recognizing his contributions to the field and ACRM.

• Distinguished Clinician Award of the AAPMR – recognizing his outstanding clinical skills in PM&R

• Lifetime Achievement Award of IRMA – which has been renamed the Herman J. Flax, M.D. Lifetime Achievement Award of the ISPRM (International Society of Physical and Rehabilitation Medicine).

• And finally, the Society of Education and Rehabilitation of Puerto Rico honored Herman by naming their future structure the Herman J. Flax, M.D. Rehabilitation Medical Center.

He has published over 100 scientific articles, written “Life to Years,” (which holds today) which presents his life, his values and history of the field. He has also published 3 books of poetry that speaks to his character, his depth and his diversity.

I spoke of Herman’s mentorship, his accomplishments, now let me mention his family –

Herman married Josefina and had 3 children. Unfortunately, Josefina, Judith and Jenifer are gone, and may they rest in peace. In 1986, he married Melanie, his love, his companion, his support.

In Herman’s words from his book, “Life to Years,” he describes the move to Washington as a success because of his continued ability to practice PM&R, the great culture of the city, and of course, being with Melanie.

Finally, before I turn the program over to family and friends, I would like to paraphrase John Basmajian comments on Herman: “In the world population of health professional devoted to caring for people with impairments, chronic conditions and disabilities, no one is more beloved than Herman Flax. He epitomizes the caring physician in medical rehabilitation, and his life’s work in Puerto Rico has become a network of golden threads that enrich the living fabric of its people and medical services.

Dr. Flax chose (almost by chance) to practice his healing art and science in what was once a desperately inadequate locale with completely inadequate facilities and tools. In his professional lifetime he had to transform all Puerto Rico into one of the world’s most advanced rehabilitation service communities that now shine out like a beacon to all who despair. Herman has a love of his fellow human beings, especially those who need medical rehabilitation; love of family, friends, students, and assistants; and love of Puerto Rico, which may even transcend the devotion of those born on that beautiful gem of an island.

The Physical and Rehabilitation Medicine Section and the Board of the European Union of the Medical Specialists (UEMS), had elections for new Executive Committee members, in Athens on September ’06, which were completed in Rennes on March ’07. Most of the new executives are members of the ISPRM as well. New president of the Section is Pr. Alain Delarque from France (Marseille), new president of the Board is Pr. Xanthi Michail from Greece, new vice president of the Board is Pr. Franco Franchignoni from Italy, new secretary general of both the Section & the Board is Dr. Nicolas Christodoulou from Cyprus, deputy secretary – webmaster of the Section is Dr. George de Korvin from France and deputy treasurer of the Section & Board is Fernando Parada Pereira from Portugal. Past president of the Section is Dr. Anthony Ward from Britain and past president of the Board is Pr. Guy Vanderstraeten (Belgium). Within the Section there are also two committees: the Committee of Clinical Affairs with chairman Pr. Bengt Sjolund (Sweden) and the Committee of Professional Practice with chairman Pr. Christoph Gutenbrunner (Germany).

Top leadership 'guru' forms task force on sustainable rehabilitation business in developing regions.

Associate Professor Physical Medicine and Rehabilitation and Orthopedic Surgery, The University of Michigan

Noel Tichy, Ph.D., cited by the magazine Business Week as one of the two top business consultants in the world, and his team at the University of Michigan have funded a team of experts to determine the best sustainable business model for rehabilitation medicine in rural and developing world regions. Lead by Andrew J. Haig, M.D., and mentored by a major international investor, a core team of experts in rehabilitation, education, communication, and business will participate in high level leadership development exercises while interacting with executive teams from major U.S. health care corporations in the exclusive Global Leadership in Healthcare Program . The team will convene for one week in Atlanta, Georgia (USA), followed by two subsequent meeting over the next 6 months, to develop strategies to propagate rehabilitation through market forces. The plan is likely to incorporate processes for training physiatrists and allied health providers in their home regions, sustainable business models for local manufacture of rehabilitation equipment, modular rehabilitation unit design, and marketing strategies to promote rehabilitation medicine where it is not fully appreciated.

The University of Michigan's International Leadership in Medical Rehabilitation Program has partnered with the University of Ghana School of Allied Health to seek out successful models for rehabilitation in that country. This summer the program, lead by Drs. Suehun Ho, Anthony Chiodo, and Andrew Haig, will bring 14 Michigan undergraduate students to Ghana for 3 weeks, where they will partner with University of Ghana students to explore barriers and opportunities to building a national

rehabilitation program in Ghana.

PHYSICAL MEDICINE AND REHABILITATION IN IRAN; PAST, PRESENT & FUTURE

Physical medicine and rehabilitation as an independent medical specialty, was introduced to Iran medical fields about late 1960s and early 1970s, when a number of western trained Iranian physiatrists came back. Many were involved in private practice and some in academic activities. They established the 1st rehabilitation hospital in the region (SHAFA YAHYAEIAN REHABILITATION HOSPITAL). Academic activities were limited to teaching of medical students and physical, occupational therapists.

After victory of the Islamic revolution and beginning of imposed war against Iran with subsequent load of war victims, need for physiatrists increased thus the 1st residency training program was established in Shiraz medical university(1982). Later on the number of residency programs increased (army medical university 1992, Tabriz medical university 1995, Shaheed Beheshti medical university 1996) and 3 residency programs are in progress. There is about 160 board certified physiatrists and 40 in training residents. All of the cities with more than 20/000 inhabitants have primary rehabilitation facilities. Physiatric facilities including electrodiagnosis, pain management, and rehabilitation team approach are provided in all main cities.

The main physiatric topics practiced in decreasing order of frequency are: Electrodiagnosis & pain management, rehabilitation measures, manipulation, sports medicine and CAM. National organizations related to physical medicine& Rehabilitation are: Iranian Society of Physical Medicine & Rehabilitation (ISPMR ispmr.ir) Iranian board of physical medicine and rehabilitation and newly established (2006) National strategic planning committee for rehabilitation medicine. The present report has been prepared with their cooperation. ISPMR organized 9 annual congresses and also 10 related sessions, ISPMR is also an active member of ISPRM.

Physical Medicine and Rehabilitation is currently offered in four universities of Iran as a specialty academic course to those physicians who are willing to study in this attractive area of medicine. The residents should pass 3 years studying and the educational topics include Functional Anatomy, Kinesiology, Electro diagnosis, and all the topics related to rehabilitation in various diseases. Now, in most specialty hospitals and especially in university hospitals of Iran, there are well equipped physical medicine departments which run under a physiatrist management. Our future plans are: increasing depth and coverage of rehabilitation facilities, increasing number of residency programs, establishing firm ties with regional national societies and ISPRM, Strategic planning for rehabilitation programs, publishing Iranian journal of physical medicine and rehabilitation.

Now with only a couple of weeks left till Congress starts, I am very excited that the 4th World Congress of the ISPRM will be held from June 10 to 14 in Seoul, the Republic of Korea, the first nation in Asia to hold the ISPRM World Congress.

Owing to active promotional activities and support from the committee members and member countries, the 4th World Congress of the ISPRM was able to score a record of 2,000 registrants from 74 countries so far, receiving more than 1,150 abstracts. Featuring the most prominent speakers in the field of physical medicine and rehabilitation, I assure you that the Congress will provide you with the kind of stimulating and interesting programs, including 190 state-of-the-art lectures by world renowned invited speakers, Pre-congress Meetings, Plenary Session, Parallel Sessions, Workshops, Meet the Editor Session, Oral Paper and Poster Sessions, Hospital Tour, and as well as Exhibition and a variety of social programs including the Talent Show and the Gala Dinner.

I assure you that you will experience one of the best scientific meetings that will support research in all aspects of physical medicine and rehabilitation while generating efforts on developing collaborative projects and promoting intellectual and renewal of friendships. The 4th World Congress of the ISPRM will encourage health professionals in PM&R to carry out high quality research to better serve our patients and direct the meeting into further heights. I am sure that this important Congress will be the road map to contributing to the advancement of basic and clinical research in physical medicine and rehabilitation, realizing this Congress’s theme, “West Meets East in Rehabilitation Medicine; New Challenge for Better World”.

In addition to the scientific programs, it will be an invaluable opportunity to step into wonderful Korea in the month of June boasting optimal weather for any outdoor activities.
