Administration-Peer Review Program. Part of a committee (Peer Review Committee) that reviews grant proposals for funding for vocational rehabilitation services initiatives These proposals were sent to the Department of Education for funding.

The Ohio State University, College of Education/Department of Physical Activity and Educational Services (Rehabilitation Counseling and Services), September 1992 – June 2003. As a Teaching Assistant, assisted the Associate Professor with teaching graduate students in various subjects including; vocational rehabilitation counseling, vocational rehabilitation services administration, counseling theory.

Project Manager – Ohio Bureau of Worker’s Compensation (from July 2004 – July 2006). Acted as the Program Manager for the project, which was piloted in the Springfield Services Office, entitled New Business Model. This responsibility involved the re-design of major caseloads, processes, tools, and territory, equipment, staffing and job titles. I was the lead on all discussions that involved expenditures (budget) for the project, project design, change management, evaluation of employees to learn the new process, etc. The Administrative personnel out of Columbus basically gave me total responsibility for inputs and outcomes and each week a presentation was given to the CEO on our strengths and weaknesses and a detail report on how they would be corrected.

Association Member of the National Rehabilitation Association and Ohio

Rehabilitation Association since 2007. This membership provides leadership and the ability to accrue continuing education credits

during conferences in Oho and at the National level.

Board Member: ORA: A board member since 2016 and renewed

for a second term, provides direction at the state level for the

membership. Assist in annual conferences for membership to

earn CEU’s for licensure and certifications. In addition, serve as

the chair for the Constitution and Bylaws Committee.

Experience:  Assistant Professor of Graduate Rehabilitation Counseling Program/Wilberforce University, 1055 North Bickett Road, Wilberforce, Ohio (January 2010 – Present). Teach several courses in the graduate program leading to the Master’s degree in rehabilitation Counseling. Provide guidance and advising to students in the program and assist the student in completing the course requirements. Serve on university committees and serve as the Liaison to the accreditation body.

Adjunct Professor of Vocational Rehabilitation Counseling/Ohio University, Chillicothe, Ohio Branch of OU (January 2008 – Present) Supervisor: Dr. Mona Robinson (740-288-3142). Teach graduate students who are working on their masters in vocational rehabilitation counseling or community counseling. Available to teach any of the core classes in vocational rehabilitation counseling when needed.

Instructor, Social Science Department/Wilberforce University, 1055 N. Bickett Road, Wilberforce, Ohio (January 2001 – May 2002). Supervisor: Dr. Sharon Brown (no longer there). Under the direction of the Social Science Department, I taught undergraduate students vocational rehabilitation services in the area of Job Placement/Job Development and Rehabilitation Resources and other courses as assigned. The rehab resources were designed to implement work situation with employers that are involved in the provisions of vocational rehab services. These work sites could be used for internships and practicum for the student attempting to meet his/her academic requirements.

Field Service Office Manager/Ohio Bureau of Workers’ Compensation, Injury Management Division, 1 South Limestone Street, Springfield, Ohio 45501 (June 2004 – July 2007). Supervisor: Joyce Moore (513-646-9014; may contact. Under direction from the Chief of Field Operations, supervise and direct the activities of the Springfield Local Service office for claims, risk, safety, and vocational rehab. Ensure that injured workers who file claims at the local level, obtain medical services, receive appropriate vocational rehab services and receive the right compensation once the claim is allowed. Work with the local Industrial Commission office on claims adjudication and provide safety services to local employer base.

Manager, Rehab Regulatory Unit/Ohio Bureau of Workers Compensation, Medical Management Cost Containment Division,

                                    Under the general direction of the Chief of Medical Management Cost Containment Division, manage the activities of a staff of vocational rehab case managers to carry out MCO site visits for the purpose of conducting rehabilitation case management audits.  Audits involved the MCO selected vocational case managers compliance to Ohio BWC policies, procedures and guidelines.

                                    Manager, Rehab Field Operations/Ohio Bureau of Workers’ Compensation, 30 W. Spring St., Columbus, Ohio. (July 1997-August 1998). Supervisor John Finch (no longer there). Under the direction of the Chief of Field Operations provides oversight direction and indirect supervision to all Industrial Rehabilitation Specialists located in 21 Service offices around the State.  Provided training, quality rehabilitation reviews and direction on rehabilitation cases.  Produced management reports for field case managers.  Directed the Self-Insured review section in the oversight of plan approval for private rehabilitation providers.

 

                                    Manager, Rehab Support Service/OBWC-Columbus, Ohio. (Nov 95-July 1997) Supervisor: John Finch (no longer there). Under the direction of Operations Manager provided support to the Field Vocational Rehab Specialists in the delivery of vocational case management services.  In this time of transition to a Health partnership Program for Ohio BWC, we assisted with the transition of vocational rehab specialists to privatization and to the Customer Service Team Consultant.  Trained vocational rehab specialist in their new roles, developed marketing strategies through a new committee, established their separate identity (Preferred Rehab Network) and promoted their services internally and externally.

                                    Manager, Field Operations/OBWC-Columbus, Oh. (July 95 – November 95). Supervisor: Yvonne Luchs (no longer there). Under direction of the Chief of Medical Management, provided overall supervision to Rehab Field Supervisors and their vocational Rehab Specialists located in the various service offices. Assisted in the restructuring of the organization and the transition of Rehab Supervisors to team Leaders, Rehab Case Managers to Customer Service teams and the merging of Rehab offices with Claims offices.

                                    Director, Rehabilitation Division/OBWC-Columbus, Oh.  (August 1994-July 95). Suprevisor: Dr. Bruce Growick (no longer there).  Under direction of the CEO/Administrator of the Ohio Bureau of Workers’ Compensation, Supervised Rehab Supervisors located in 16 rehab offices around the state. Created Rules & Regulations for the provisions of rehabilitation services.  Directed a Self-Insured section, Ombuds (appeals) section and Program Evaluation unit.  Ensured referrals were made through the rehabilitation process and referrals to the J. Leonard Camera Center (the State ran Industrial Rehabilitation Center).

                                    During my tenure in this position as Director, the IC/Rehabilitation Division was transferred to the Bureau of Workers’ Compensation due to legislative reforms.  During this time the Rehabilitation offices merged with BWC offices around the state including equipment and staff.  The Rehab staff became a part of the Customer Service Teams, and Rehabilitation Supervisors became Team Leaders. 

                                    Manager, Rehab Field Operations/OBWC-Columbus, Ohio.  (February 1993- August 1994) Supervisor: Joseph Havranek (no longer there).  Under the direction of the Director of the Rehabilitation Division, responsible for the day-to-day activities of all Rehabilitation field offices regarding policies, procedures and productivity.  Evaluate the effectiveness of case management by staff and the outcomes of returning injured workers to work.  Recruit, hire and train new staff in coordination with Personnel/Training departments.  Acts as a hearing officer on appeals to the Rehabilitation Division.

                                    South Area Rehabilitation Supervisor/ Industrial Commission of Ohio, Rehab Division, Columbus, Ohio (January 1990-February 1993). Supervisor: John Kilcher (no longer there). Under the direction of the Director of Rehabilitation Division, worked in conjunction with the North Area Supervisor managing Rehabilitation offices for the Southern Region.  Implement policies and procedures for field nurses and rehabilitation case managers.  Acted as Hearing Officer for injured workers appeals on rehabilitation related issues.  Promoted the use of the J. Leonard Camera Center, Columbus and the W.O. Walker Center in Cleveland.

                                    Industrial Rehabilitation Supervisor/Industrial Commission of Ohio, 2207 Olympic Street, Springfield, Ohio (July 1981-January 1990). Supervisor: Jerry Olsheski (no longer there).  Responsible for the day-to-day operations of the Springfield District office of the Rehabilitation Division.  One of 16 district offices, provided rehabilitation services to injured workers in Clark, Green, and Champaign, Darke, Preble and part of Montgomery counties.  Ensure that program objectives are being met.  Foster community relations in the district in the course of daily personal contacts with industry, organized labor, government officials, injured workers and their families and the general public.

                                    Social Program Developer/Industrial Commission of Ohio, Rehabilitation Division, 2207 Olympic Street, Springfield, Ohio.  (May 1980-September 1992).  Interviewed injured workers to assess their handicap imposed by the industrial injury or disease, translating the disability into ability to work.  Arrange and supervise employability assessments.  Evaluates and establishes socio-economic, academic, environmental and industrial factors.  Develops, instructs, and coordinate job search technique programs.  Schedule work assignments/appointments prepare comprehensive reports and research projects.  Writes and makes presentation to medical groups, industry, etc.

                                    Medical Supply Specialist/Unit Supply Sergeant/100th/Det 2 Training Brigade, Columbus, Ohio.  (September 1984-December 2006).  U.S. Army Reserves (E7; last promoted 4/2002).  Responsible for maintaining and distribution of medical supplies, unit supplies, including clothing and personal equipment to soldiers within the unit.  Maintain overage of supplies within the unit and order supplies as needed.  Acts as supply depot when active duty for training in support of the unit. Received training as a Medical Supply Specialist from Health Services, San Antonio, Texas. Received training as a Unit Supply Specialist from the Quartermaster school in Ft. Lee, Virginia. Retired on 12/2006 from Unit Supply.

                                    Psychiatric Attendant/ Mental Health Services for Clark County, 1345 N. Fountain Blvd., Springfield, Ohio. (Part-time Aug 1977-Dec 1982).  Assisted nursing services by performing a variety of duties in the care of the emotionally and mentally ill patients.  Assisted staff in socialization and recreational activities for clients’ groups.  Made scheduled rounds of the inpatient unit to check clients’ conditions.  Counseled clients as needed.

 

                                    Management Trainee/International Harvester Company, 2069 Lagonda Ave, Springfield, and Ohio.  (June 1977-Feb 1978).  Trained in the area of Quality Control to learn phases of inspection of truck assemblies and the final approval of the manufactured/assembled trucks.  Also learned areas of production through the supervision of a Repair Department of production workers for 20-30 hourly employees (full-time).

                                    Management of Production/International Harvester-Farmall Works, 500 42nd St., Rock Island, IL. (Jan 1975-Dec 1975) Managed a group of hourly workers in the assembly of farm equipment at this Farmall works plant.  Supervised the operations of 15-20 workers.  Recorded employees’ hours, maintained discipline records, assigned overtime hours along with union representation.  Also supervised the newly designed transmission line as a special project (full-time).

                                    Management Development Trainee/Chevrolet V8 Engine  Plant, G3248 Van Slyke Road, Flint, Michigan.  (September 1971-March 1973) Cooperative Education Student. Trained in various areas and departments during this co-op program.  Was able to gain experience in departments such as Production, Planning, Safety, Suggestion, Master Mechanics, Industrial Engineering, Timekeeping, Employment and Labor Relations.  Also supervised some hourly workers in the assembly operations.
