TORCH LAKE TOWNSHIPANTRIM COUNTY, MICHIGANJob PostingEmergency Medical Services (EMS) DirectorOVERVIEW The Torch Lake Township EMS Director’s position is a full-time salaried position performed under the specific supervision of the Torch Lake Township Supervisor and the general supervision of the township board. The EMS Director is responsible for efficiently planning and administering budgetary and operational excellence of the Emergency Medical Services Department for Torch Lake Township at the level of Advanced Life Support (ALS). Accountabilities include the coordination and assurance of EMS personnel qualifications and certifications, assuring compliance with the Northwest Regional Medical Control Authority located at Munson Hospital in Traverse City as well State of Michigan laws, regulations, and policies of governing emergency medical services and care. KNOWLEDGE and EXPERIENCEA High School Diploma, Valid Michigan Driver’s License, and State of Michigan Paramedic-Emergency Medical Technician (P-EMT) License are required. The ideal candidate should be experienced as an Advanced Life Support EMT and will maintain an ALS Level of Function for the Torch Lake Township Ambulance Authority. This would be supplemented with a minimum of 5 years of progressively responsible supervisory / management experience in emergency medical care. Experience or have graduated from an accredited college with major course work and/or work experience in public / business administration or a field related to emergency medical care would be an added benefit. They should have a thorough knowledge of the laws, regulations, and policies of governing emergency medical services and care. They should be able to demonstrate knowledge of advanced emergency care practices, procedures and protocols. Persons with equivalent experience and education that demonstrates the required knowledge, skills and abilities, may be considered. JOB REQUIREMENTS INCLUDE Plan, organize, and administer the EMS program according to established policies and procedures at the ALS level. Ensures daily 24/7 EMS coverage for the Township. The director will fill in as a P-EMT on the EMS schedule when there is an opening in the schedule that cannot be filled by the current staff. Develop and manage an annual operational and capital expenditure budget for the EMS Department. Forecast revenues and expenditures. Assists in preparing documentation and responses for financial audits. Prepare and present the EMS monthly activity, training, and equipment maintenance and budget status reports at all regularly scheduled township board meetings. Demonstrate verbal and written communications that support effective interaction in all working relationships. Demonstrates sensitivity, in all communications, to effectively protect sensitive information specific to privacy and security of individuals (patients and employees). Meets weekly with the township supervisor related to on-going EMS operations.Manage EMS personnel in alignment with Township policies. Ensure professional development and training for employees are consistent with performance expectations and in compliance with applicable local, state, and federal regulations, as well as Munson Medical Control Protocols. Maintain training and recertification records for emergency medical services personnel. See that all new EMS personnel have completed a department orientation process including regular ambulance driving tours of the community. Encourage development of a high performing workforce, ensuring timely employee performance reviews are conducted and opportunities for growth outlined. ?Recruit employee candidates to maintain required staff resourcing. Responsible for conducting new hire background checks and periodic background and substance checks of current personnel per the township Drug and Alcohol Use Policy. Organize and maintain relevant, accurate, and consistent data related to all operational functions of the EMS Department. (Examples: level of function, medical records, ambulance runs, billing, expenditures, personnel records, regulatory reports, correspondence, etc.) Uphold EMS Department’s data management processes to ensure data accuracy and completeness. Establish reporting and analysis procedures in response to all laws, regulations and policies. Prepare accurate, clear, concise and timely reports as required and / or requested by the Township Board. Read, analyze, and interpret complex documents related to any aspect of an ambulance service. Interpret an extensive variety of technical instructions, abstract and concrete variables as are made available by the Munson Medical Control Authority and the State of Michigan. Coordinate emergency medical services with local medical, fire protection, law enforcement, rescue agencies and ambulance services. Plan and coordinate the maintenance of EMS facilities and equipment to ensure continuous readiness for immediate activation. Represent Torch Lake Township EMS with regional and/or local Medical Control Authorities, Central Dispatch, and other Emergency service related organizations. Serve as a conduit between EMS personnel and the township board and keep EMS personnel apprised of board policies and actions. Present and maintain community service(s) related to health and wellness programs, such as, Cardiopulmonary Resuscitation (CPR) training, blood pressure checks and reports and updates to the public about current health programs for local citizens. May be asked by the board or township supervisor to help with other duties that relate to the township offices, emergency facilities and/or communication with the public. Establish a time line for the acquisition of permanent ALS certification for the Torch Lake Township Ambulance Service as allowed under the State of Michigan Bennet Bill.OTHER REQUIREMENTS This job description is not an all- inclusive list of every task required of this position but is a fair representation of the primary expectations. Every effort will be made in advance to inform the EMS Director of any additionally requested / required additional assignment. PHYSICAL REQUIREMENTS Tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 lbs.) items. In emergency situations as an EMT, assistance lifting and moving patients may be required. WORKING CONDITIONS The majority of tasks that are performed in a controlled office environment. There are, however, exposures to adverse conditions during emergency activities, such as inclement weather, wreckage and destruction, fire, ill and injured persons which require special medical skills. PERFORMANCE EVALUATIONSReviews will evaluate success in the goals set and approved by the township board, including planning, organizing, and directing of the EMS department. Effectiveness evaluations will include reviews of select data points sourced from EMS records, reports, board meetings, and the overall consideration of the Township residents regarding the effectiveness of the Emergency Medical Services Program. From time to time the board may have an audit of the EMS Department by an outside agency as a means of insuring to the public department compliance with current state and local PENSATIONThe EMS Director is a salary position and in addition will be scheduled as an EMT 48 hours per week. The position will include two weeks of paid vacation, full- family health insurance, a pension program, a health savings program and credit for cell phone costs.
