Title: Cities Readiness Initiative (CRI) Analyst Name:VacantSupervisor: Public Health Emergency Preparedness (PHEP) Manager, Mary MacqueenCoordinator of Program Activities: Southeast Michigan Cities Readiness Initiative Purpose: The CRI Analyst will assist the Michigan Department of Health and Human Services (MDHHS) Bureau of EMS, Trauma, and Preparedness (BETP) by providing guidance and technical oversight to CRI designated local health departments (LHD) for their individual medical countermeasure (MCM) programs. This will include working with local Emergency Preparedness Coordinators and Healthcare Coalitions in the CRI jurisdictions, as well as other individuals and agencies associated with Medical Counter Measures (MCM) planning and emergency preparedness activities.Duties and Responsibilities:Contribute to the overall strategic plan for forward movement of MCM activities related to the CRI initiative.Provide technical assistance to the CRI Jurisdictions for activities related to the MCM Operational Readiness Review (ORR) tool.Maintain contact with local public health and healthcare preparedness partners in person or via phone/email.Lead local health departments in developing an annual regional exercise that incorporates MCM functions (including dispensing site activation) while also addressing gaps identified from previous exercises.Support development and updating of operational local MCM plans.Assist in updating state plans to receive and distribute MCM, utilizing the existing emergency management infrastructure in coordination with the MCM Coordinator.Review improvement plans from previous after action reports to address corrective actions with jurisdiction members.At least bi-annually attend regional healthcare coalition meetings to support CRI initiatives and planning activities within southeast Michigan, provide assistance in linking CRI LHD planning initiatives with the HCCs in the CRI jurisdiction. Participate in MCM Team meetings and PHEP Section Meetings.Maintain a positive, strong, credible, professional and interpersonal relationship with all parties relevant to MDHHS and MPHI projects, and represent the interest of MDHHS and MPHI at all times. Coordinate with CRI jurisdictions for the development, review and evaluation of quarterly MCM action plans. Participate on monthly Action Plan and MCM calls with Region V and CDC Project Officer.Participate in annual review of LHD plan submissions and associated deliverables.Participate internally on LHD work plan development.Lead Receive Stage and Store (RSS) activities as RSS Manager for response to a public health emergency.Identification of personnel to sign off for receipt and responsibility of pharmaceuticals following MDHHS and EMHSD protocolsCoordination with LHD in developing the process for distribution of pharmaceuticals and supplies within local jurisdictions, regions and the state. Provide advisory assistance in identification of mass prophylaxis sites within each jurisdiction and identifying medical oversight responsibilities for the MCM at those sites. Coordinate as required RSS exercises, training and site visits, reviews and return of CDC materials as required after a response to exercise or real event.Facilitate annual MOU and other agreements for utilization of current RSS locations.Other duties as assigned.Qualifications/Requirements:Education: A Bachelor’s degree in a health related field preferred.? Experience:? A minimum of one year of work experience in public health and emergency preparedness. Other:? Recommended FEMA ICS Courses ICS 100, ICS 200, ICS 300, ICS 400, ICS 700 and ICS 800. Logistics experience and exercise planning and implementation a plus.Important Skills and Characteristics:Excellent oral and written communications.Strategic planning and critical thinking skillsAble to work well in a group setting Self-motivated, able to complete work in timely manner, and handle multiple tasks at one time with minimal supervision.Proficiency in Microsoft office applications and familiar with email/internet browser software.Proficiency in utilizing web base systems, such as IMATS (Inventory Management Systems) or other web based services. Demonstrated proficiency in e-mail use for widespread communication and web-based design.Work Environment and Physical Requirements:?Involves viewing a CRT or VDT computer screen 25% to 75% of the time.Valid vehicle operator’s license will be needed to perform duties of the position.Ability to work in the Michigan Department of Health and Human Services (MDHHS) Community Health Emergency Coordination Center (CHECC) for extended periods of time (12 hours or more) in an emergency, or for training/exercise purposes. 24/7 availability to respond to an emergency.
