GENERAL:

The Michigan Department of Corrections (MDOC) issued a Request for Proposal (RFP) for prison-based substance abuse treatment throughout the State of Michigan. The contract period is three-years with two one-year options.

BIDDERS:

The RFP was posted on Bid4Michigan on May 15, 2012, and 12 vendor responded by the due date of 3:00 p.m. (EST) on June 8, 2012.

The vendor agreed to provide a primary therapist and will abide by the group maximums, including using spreadsheets, schedules, start/end dates, and entrance of new members. The vendor stated it maintains a State of Michigan license, as well as accreditation with JCAHO. The vendor provided a project plan, including treatment plans, open door policy, monthly staff meetings, communication, and fiscal oversight.

Weaknesses:

• Although the vendor agreed with the requirements of the Request for Proposal (RFP), it did not provide any detail in the scope, either in general or specific. The vendor did not provide detail about a process for assessment and discharge. The vendor did not provide detail about case notes, progress notes, or a relapse prevention plan. The vendor did not discuss the supervisor’s log or professional development plan. The vendor did not provide detail about billings and reports.

• Although the vendor responded to the requirements and agreed to comply, it provided very little detail and in some instances repeated the RFP language as its answer in the scope, both general and specific, the Reintegration Module, Advanced Substance Abuse Treatment Module, gender-specific programming, offender procedures, and contractor supervisor responsibilities.

The vendor requested an exception to having a primary therapist. This will not be allowed and a primary therapist is required. The vendor did not provide a project plan.
