SPECIAL CONDITIONS:
Addendum to Land Use Permit Application # ______________ for Permittee Name

This permit allows the permittee (with disabilities) to use an Off Road Vehicle (ORV) on trails closed to the general public for the purpose of the active pursuit of
game while legally hunting on the state land.
Motorized wheeled vehicles that meet the definition of ORVs under the ORV law may be used. Three or four-wheeled ORVs less than 50 inches in width may be used. ATV
means a 3 or 4-wheeled vehicle designed for off-road use that has low-pressure tires, has a seat designed to be straddled by the rider, and is powered by a 50cc to
500cc gasoline engine or an engine of comparable size using other fuels. ORV is a bit broader and includes golf carts and other off-road vehicles with bench seats.
When the ground is covered with snow, tracked vehicles may be used.
Any vehicle designed for legal road use, including conventional automobiles, pickup trucks, and motorcycles of any kind will not be permitted.
The definition of trails will include both maintained trails and trails that are not regularly maintained but used by the DNR personnel in a motorized vehicle for
access to food plots, dikes, and dams.
The local manager makes the determination of which trails will be available for access.
The ORV shall be used on mowed/maintained trails (closed to vehicle use by the general public) where available.
Refer to attached maps for trails that are approved for ORV access via this permit.
Off-trail travel must be minimized as much as possible, and will be allowed only for the two (2) conditions noted below:
To retrieve big game that is dead or “down and immobile,”
To maneuver around mud holes and/or deadfalls; in this case, off-trail detours will be limited to no more than 20 feet from the trail.
Only the permittee may operate the ORV used to access the area specified in the Land Use Permit Application; however,
If the ORV is designed for passenger use, privileges may extend to one (1) companion serving as the operator or passenger assisting the person with disabilities
(permittee).
The permit holder will not be permitted to transport other people into or out of the area on the ORV.
The ORV shall not be operated above the minimum speed necessary to maintain forward motion.
Permittee will access state land by gate access. A gate key that will be provided by the Waterloo Wildlife Office for access points described in this permit.
Refer to attached maps for trails that are approved for ORV access via this permit.
The keys for these gates must be returned to the Waterloo Wildlife Office no later than seven (7) business days after the permit expiration date.
These gates can be very heavy and do not always swing easily. Some guardrail gates require lifting to close. Use caution and common sense; the permittee may need
assistance operating gates.
Gates must not be blocked by a vehicle and must be immediately closed behind the permittee.
The signed Land Use Permit Application will serve as the permit and must be carried by the permittee at all times while using ORV on state lands.
This permit for hunting accessibility is valid only for the active pursuit of game during the specified hunting season/permit period for the specified game
species/group of species.
Activities such as scouting hunting locations, determining activity patterns of game, and establishing hunting locations, blinds, and stands are not valid uses of the
permit.
Permits for state game and wildlife area access will not supersede other land use rules that apply to the area. Such rules include time of occupancy, shooting from
dikes, etc. All other equipment, license, and operation requirements and restrictions apply.
Unless the permit holder possesses a separate permit to shoot from a standing vehicle, the permit holder is not allowed to shoot from an ORV or carry a loaded firearm
on it (any firearm on the ORV must be unloaded and in a case).
Violation of the conditions of this permit will result in its revocation for the remainder of the permit period.
Depending on severity of violation, future permits may also be in jeopardy.
The permittee accepts liability release language in the Land Use Permit Application (located on page 3, #29 in Permit Conditions and Requirements section).
The permittee recognizes that the Department does not maintain these game area trails for the purposes of providing public access and users must accept the conditions
as they find them or as weather changes them during the hunt.
The permittee is responsible for maintaining his/her own safety. The permittee should maintain radio or visual contact with someone who can come to the permit holder’s
aid and establish a check-in/check-out system with family and/or friends.
The WD will not provide check-in/check-out service, although the Report All Poaching (RAP) hotline, at 1-800-292-7800, serves as a resource for hunters that fail to
check in after hunting.
Hunting is a strenuous activity and weather can change environmental conditions quickly. The permittee must accept the risk that they may be unable to get out by
themselves due to challenging terrain, trail conditions, or rapidly changing environmental conditions.
