OPERATING MILLAGE RENEWAL

On Tuesday, November 4, 2014, voters will be asked to vote on the renewal of the Operating Millage for Bangor Public Schools. Below are a few questions and answers that should help voters understand the issue.

What is an Operating Millage?

The State of Michigan expects each school district in the state to levy a tax of 18 mills on each property that is considered non-homestead. The revenue from this tax is necessary for the school district to receive its full foundation allowance of $7,126.00______ per pupil. The remaining portion is received from the state in state school aid.

Is this a new tax?

No. Bangor Public Schools has been levying this non-homestead tax since Proposal A was approved by the voters in 1994. This is a renewal of what is already being collected.

Why is Bangor Public Schools asking voters to approve 18.5388 mills if they can only levy 18 mills?

The remaining mills of .5388 is only available if be levied to restore millage lost as a result of a “Headlee Rollback”. A Headlee Rollback occurs when property taxable values increase at a higher percentage rate than inflation. The millage is then “rolled” back or reduced to adjust for this. The State of Michigan still expects districts to levy 18 mills no matter if there is a rollback or not in order to receive the full foundation allowance per pupil.

What is Non-Homestead Property?

Non-homestead properties are business, non-qualified agricultural property and non- primary residences such as second homes or rental properties. It does NOT include a family’s primary residence.

Is Agricultural Property Subject to This Tax?

No. Most farmland is exempt from this tax if it is "qualified agricultural property". To determine if agricultural property is exempt, property owners should contact their township assessor or treasurer or visit treasury for the State Tax Commission's qualified agricultural property exemption guidelines.

The only property I own is my home, will I have to pay this tax?

No, only properties that are not primary residences and not qualified agricultural will pay this tax.

How much tax is at risk for Bangor Public Schools?

The school district's portion of its 18 mills tax equals $1.3 million dollars that the state of Michigan does not contribute to the foundation allowance.
