Job Description

TITLE: Recreation Director

REPORTS TO: Township Manager

OVERSIGHT: Receives oversight from the Township Manager, Township Board of Trustees and Community Recreation Commission (CRC). Policy and budgets are set by the Township Board, Township Manager, and CRC.

SUPERVISES: Recreation Department Staff including, Recreation Enrichment Coordinator, Water’s Edge Maintenance, Recreation Support Staff, part time and seasonal personnel including volunteers.

NATURE OF WORK: Work involves the management and direction of the daily operations of the Township’s Recreation Department and Facilities. Plan and develop quality recreational opportunities to meet the needs of the community, directs the business operations of the department. Plans long range improvements for Township recreational facilities and recreational programming. This full-time management position involves the operation of Recreation facilities which include a marina, golf course, swimming pool, restaurant, historic farm, waterfront park, recreation fields, includes the supervision of employees, the implementation of various recreation programs and involvement with Volunteer Community Groups. The employee delegates day-to-day activities to staff. Employee reports to the Township Manager for review of work and evaluation of performance.

RESPONSIBILITIES AND DUTIES:

1. Plan and develop quality recreational opportunities to meet the needs of the community, direct the business operations of the department along with recreational facilities.

2. Plans long range improvements for the Township facilities and recreational programming.

3. Assess community needs and preferences for recreational programming. Organizes, schedules, markets and implements recreation programs. Evaluates program effectiveness and interest in current and proposed programming.

4. Responsible for the development of the 5 Year Master Plan and implementation of plan.

5. Development and management of the budget for the Recreation Dept. and the CRC.

6. Prepares and documents budget requests; administers adopted budget in assigned area of responsibility.

7. Acts as business manager for the recreational facility rentals and reservations. Rental facilities include Marina, Centennial Farm and Airport Recreation fields.

8. Acts as business manager for golf course facility.

9. Maintains Recreation software registration system with updates and troubleshooting.

10. Manage online registration site.

11. Writes grants, devises corporate sponsorship programs and engages in fundraising activities to offset the costs of various community events and projects.

12. Supervises employees, evaluates performance, and oversees training and professional development. Enforces disciplinary action according to established procedures. Supervise seasonal employees which include up to an additional twenty five staff members and volunteers per summer.

13. Provides all Human Resource information for all staff members to Township Manager. Maintains departmental records according to established requirements. Responsible for preparation of bi-weekly payroll.

14. Coordinates the recruitment and hiring of departmental personnel, including contract instructors for all programs. Assess the need for private contract services for community events, provides supervision and quality control.

15. Acts as liaison, establishing and maintaining effective relationships with residents, community groups, vendors and other interests. Coordinate with the Grosse Ile School District to ensure continued use of their facilities for our classes and sport needs.

16. Develops and produces the Township’s newsletter, “Channels” twice a year as well as selling advertising space to businesses. Serves as the coordinator between all Township Departments to produce above. Serves as the department’s informational source for all outside media.

17. Plan and implement all special events for the Township such as: Tree Lighting, Breakfast with Santa, the Easter Egg Hunt, Islandfest, Riverfront Concert Series, Harvestfest etc…

18. Supervises the maintenance of approximately 125 acres of Township Recreation property. Develops a maintenance schedule, improvement plan and repair list for all Recreation property.

19. Supervises the maintenance of Playscape

20. Prepares bid packets.

21. Conducts research, compiles information, and makes presentations when requested.

22. Determines work procedures.

23. Issues written and oral instruction.

24. Assign duties and examines work for exactness, neatness, and conformance to policies and procedures.

25. Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operating.

26. Maintains harmony among workers and resolves grievances.

27. Plans, organizes, coordinates, supervises and evaluates programs, plans, services, staffing, and equipment of the Recreation Department.

28. Oversees the development or update of the Recreation Department Capital Improvement Program or other programs involving the Recreation Department.

29. Oversees project management, through the Township’s consultants, for construction of Recreation facilities and oversees assigned projects to ensure contractor compliance with time and budget parameters for the project.

30. Responds to public or other inquiries relative to department policies and procedures.

31. Maintains regular contact with consulting engineers, construction project engineers, Township, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services.

32. Monitors inter-governmental actions affecting Recreation services.

33. Performs Orientation and continual employee training for all Recreation employees and Volunteers.

34. Attends regular meetings of the Township Board, CRC, subcommittee meetings, engineering meetings, and management meetings as required.

35. Performs related work as required.

KNOWLEDGE, SKILLS, ABILITIES, AND MINIMUM QUALIFICATIONS

1. A bachelor’s degree in Recreation, Public Administration or related field or equivalent combination of education and experience in the field of Recreation.

2. Five years of related experience required. Two or more years of supervisory or management experience in Recreation preferred.

3. A valid Michigan driver’s license.

4. Thorough knowledge of the principles, practices, laws and regulations governing the operation of a Recreation Department.

5. Knowledge of personnel management, public administration, planning and budgeting, and contract administration.

6. Ability to communicate effectively and present ideas orally and in writing.

7. Ability to work outside normal business hours.

8. Knowledge of OSHA safety requirements.

SALARY

Salary Range: $55,000 - $70,000
