| 14. General Summary of Function/Purpose of Position |

|This position performs a full range of activities designed to provide accounting support, such as operating and maintaining manual/automated accounting |

|systems; implementing and updating such systems; maintaining and reconciling financial records; reviewing financial statements; and processing refunds to |

|employers. This position is responsible for servicing approximately 210,000 employers who are required, by law, to pay quarterly unemployment insurance taxes.|

|The Tax Office determines liability of employers, computes tax rates, establishes and maintains employer financial records, collections quarterly taxes, and |

|posts audit adjustments. This position uses mainframe applications, PC’s and imaging/retrieval software in performance of duties. |

|General Summary of Duty 1 % of Time 35 |

|Responds to correspondence, resolve items in Error Suspense, and certify to the Internal Revenue Service the amount and timeliness of state unemployment taxes |

|Timely responds, either verbally or in writing, to inquiries from employers or their representatives (CPAs, attorneys, etc.) regarding account concerns. |

|As a resource person, investigates these concerns and takes appropriate action. |

|Research reports and payments in Error Suspense to determine if they are duplicates or whether they should be posted to another account. |

|Release reports and payments from Error Suspense to the correct account. |

|Contact employers or their representatives to resolve items in Error Suspense if necessary. |

|Prepares forms 940B and 940C, Employer Account Abstract, for employers |

|Advise employers of missing reports or unpaid state taxes, which may have caused them to be, assessed a Federal Unemployment Tax Act (FUTA) penalty by the IRS.|

|Determines validity of tax refunds to employers. |

|Researches and analyzes requests for tax refunds to ensure the requests are from the employer or an authorized representative. |

|Determines that all quarterly tax reports have been filed and taxes have been paid. |

|Ascertains refund amounts are correct prior to issuance. |

|Prepares refund forms and secures approval from supervisor. |

|If refund is found invalid, contacts employer to provide an explanation and takes further action, if warranted. |

|If refund is valid, removes credit from computer account records. |

|Orders affidavits for employers |

|Duty 3 |

|Resolves routine tax rate protests as assigned. |

|Individual tasks related to the duty. |

|Contacts employers to obtain additional information regarding financial reports, status and other technical information. |

|Exercises a thorough knowledge and ability to interpret the law to all employers, regardless of the employer’s level of understanding of the laws that apply. |

|Identifies and resolves problems that have occurred because of incorrect information received from employers due to their misunderstanding of forms and/or tax |

|laws. |

|Processes corrections to tax rates accordingly. |

|Analyzes financial records for missing quarterly tax reports and recomputes tax rate if missing quarters are found to have been received in a timely manner. |

|If not submitted timely, determines and issues narrative redetermination or denial to employer. |

|Performs experience-rating account transfers as assigned. |

|Mails letters and transfer forms to employers for completion to obtain needed information for determining the percentage of rating account transfer from one |

|employer to another. |

|Determines amounts of monies, payroll, contributions, benefit charges, etc., to be transferred. |

|Answers inquiries by phone or mail to explain the technical aspects of partial transfers to employers and/or their representatives. |

|Combines tax rating account data when an existing business acquired another existing business, or a newly liable employer acquires an existing business. |

|Duty 5 |

|Process tax appeals and serves as Agency’s expert witness in hearings before administrative law judges. |

|Individual tasks related to the duty. |

|Reviews protests and re-determinations to verify that an appeal is appropriate and timely. |

|Compiles media for transmittal to the Attorney General’s Office/Michigan Administrative Hearing System/Michigan Compensation Appellant Commission. |

|Attends administrative law judge hearings as an expert witness on behalf of Unemployment Insurance for routine tax issues. |

|Duty 6 |

|Maintains employer accounts and makes financial adjustments as necessary and special assignments from the Tax Office management to complete as assigned. |

|Performs routine maintenance on employer accounts, such as tax rate re-computations and report corrections due to keypunch errors. |

|Retrieves financial data from employer tax documents and enters into computerized tax records. |

|Annual review and analyze over 20 accounts for rate testing and submission. |

|Independent judgment is used to determine whether Tax Maintenance should reconsider an issue or if it should be handled through the appeal process, and whether|

|good cause exists for the late filing of tax reports. |

|Preparing a manual rate for 10 or more predecessors and refund request. When clarification is needed regarding the interpretation of law, policy or procedure.|

|When confronted with a new situation and guidelines are not available and the situation is beyond the scope of independent judgment. |

|Must be able to work under stress as the very nature of tax work often results in irate or abusive behavior from employers directed at staff. During the |

|annual issuance of tax rates, the workload per employee could increase by 500 to 1,000 cases during the 30-day protest period. This position required |

|prolonged sitting and using the personal computer (80% sitting, 10% walking, 10% standing). |

|Tax Maintenance provides all direct unemployment insurance tax services to assigned employers. Those services provided, or functions performed, include but |

|are not limited to: issuing decisions relative to the employer’s tax liability, computing and determining tax rates, maintaining employer tax records, |

|processing financial adjustments, issuing refunds, certifying taxes paid for IRS purposes, posting audit adjustments, collections delinquent taxes, and |

|resolving correspondence. |

|Two years of experience involving posting to ledger accounts, reconciling accounts, executing adjustments, and preparing financial statements, including |

|one-year equivalent to an Accounting Technician 7 or an Accounting Assistant 8. |

|Three years of experience involving posting to ledger accounts, reconciling accounts, executing adjustments, and preparing financial statements, including |

|one-year equivalent to an Accounting Technician 8, two years equivalent to an Accounting Technician 7, or one-year equivalent to an Office Supervisor with a |
