March 3, 2020 Presidential Primary and Special Referendum Election Post-Election Activities UpdatePrepared by the Office of the Secretary of State – March, 2020This mailing contains official documentation which requires your immediate attention. Listed below are the items enclosed in this mailing. Please review the checklist and be sure you have received all the items listed. Voter Participation History (VPH) Instructions and RemindersThis memo provides instructions and reminders relating to completion of VPH in CVR and the paper Statement of Completion. Please carefully read this document to ensure that you are following proper procedures. For assistance with assigning VPH and resolving discrepancies, please contact the CVR Helpdesk._____ 2. Notice of UOCAVA Voters and Adjusted Total Ballots Cast (TBC)If your municipality had any UOCAVA voters whose state ballots were accepted, a form listing the voters and your adjusted TBC is included in this mailing. If your municipality did not have UOCAVA voters with accepted state ballots, you have not received a form._____ 3. VPH Statement of Completion-1143001082040VPH Deadline and COVID-19Although we realize that some municipal offices have closed because of COVID-19, and some Clerks/Registrars are self-quarantining, we are not granting extensions for completing VPH at this time. None of us knows what is going to happen, but we are hopeful that this will run its course in time for everyone to still make the May 6th deadline.? If your office is open and/or you return to work by the first week in April, you will still have 30 days to complete VPH. Your final TBC, which is your target figure for VPH reconciliation, is based on reported TBC for the Referendum Election and any adjustments for UOCAVA voters. It is prefilled for you on the Statement of Completion.Please follow all instructions for this form and remember to attach the last page of your final VPH Report to this Statement. _____ 4. Municipal Election CertificationsElectronic certification in CVR that all post-election activities have been completed is required by statute. Some municipalities encounter problems with the checkboxes – a one-page notice is enclosed providing instructions for making sure that the checkboxes are staying checked.
