PEND OREILLE COUNTYJOB DESCRIPTIONDEPARTMENT: Community Development TITLE: Community Development Administrative AssistantDATE: April 2019 REPORTS TO: Community Development Director BASIC FUNCTIONS: This position is that of a generalist who performs a wide range of administrative, customer service, project management, program related and management support tasks in the Community Development?Department.?Work is varied, complex, and involves customer service responsibilities as well as professional work such as research, analysis, and report generation.?Work may cover assignments dealing with every facet of the Department's operations.?This position's primary focus is administrative support for the Community Development Department and Planning Commission.?In addition, special projects may be assigned from time to time, and this position may represent the Community Development Director internally and externally as directed.? The position is also expected to represent Community Development Department to the public and with various internal departments, groups and committees. This position is non-exempt and subject to a collective bargaining agreement.QUALIFICATIONS: High school diploma or equivalent required.Valid driver’s license required. This position must be able to work cooperatively and effectively with the general public, applicants, and town employees at every level of the organization.?The ability to develop positive working relationships is required. Work with and maintain various confidential records, correspondence and information, and is responsible for protecting and maintaining the confidentiality of this information.Must project a positive, customer-service oriented outlook and provide accurate, timely customer response under all conditions including difficult situations. Must have 3 years of experience in governmental accounting (BARS System).Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from Elected Officials, Department Heads, employees, and the general public.Must be available on a full-time basis with flexibility to work weekends and overtime to accommodate public meetings and trainings.Excellent verbal and written communication skills and organizational ability is required.Must successfully pass a background check, driving record check and a pre-employment physical.ESSENTIAL JOB FUNCTIONS: Accounting duties for department. Skill in operation and software applications, preferable in Microsoft Office Professional (Word, Excel, Access, and Power Point).Mailing of Public Notices. Responsible for producing a variety of written work products, including letters, memorandums, summaries, presentations and reports.?Entering building permit applications into Permit Tracking System.Issuing building permits, scheduling building inspections, research of historic development.Attend evening meetings as necessary.Acting secretary for Planning Commission and Parks Board.Productivity - Must be able to work on several projects simultaneously and without supervision. Meet deadlines in a timely and accurate manner. Communications Skills - Communicate in a constructive manner and listen well. Written communications must be clear, understandable, conciseProfessional duties will include research, analysis of data and information, and preliminary development of reports, papers and summaries.Customer Service - Deliver responsive, competent and complete service to end users (either internal or external), treating all with respect, empathy and confidence. Personal integrity and the ability to maintain the security and confidentiality of information processed by the department required.Ability to maintain effective, cooperative working relationships with Planning Commission, County employees, and with citizens and external agencies. Ability to work with minimal supervision and with general directions.Knowledge of confidentiality protocol and an ability to maintain confidentiality as required. Hand-eye coordination and fine manipulation skills are necessary to operate computers and various office machines. This position also requires good listening skills and occasional lifting of up to 15 pounds. Because of the nature of this position, duties may require working in and around road traffic. Regular, call-out and punctual attendance is required. Work extended hours and/or overtime with little or no notice. Work on weekends and holidays with little or no notice.
