The following questions were submitted to ITS and are being presented as they were submitted, except to remove any reference to a specific vendor. This information should assist you in formulating your response.

Question 1 - Does MSDH, BCH, WIC have a contract currently in place for these services?

Response 1 – Yes.

Question 1A - If yes, who has the contract? They may have an advantage for the new contract.

Response 1A – Prism Pointe Technologies and Advanced Systems Design, Inc. currently have incumbents in these positions.

Question 3 - Why the ten (10) years of experience for Systems Network Engineering experience and Microsoft Windows? The number of years is not a good indicator of the capabilities of the individual. A better requirement would be the ability to perform certain tasks that the job requires.

Response 3 – The tenure requirements in this LOC are to identify established and capable professionals whose work experience has the breadth of project experience and depth of skill sets that will allow them to perform all of the functions required by MDSH.

Question 4 - It seems that all that ITS is doing is using vendors to do all of the leg work in find[ing] qualified candidates. Why does ITS want to interview the candidates if the vendor has approved the candidate?

Response 4 – The interview process is for ITS and MSDH to verify that the candidate is qualified against the standards set in the LOC and to get a better understanding of their experience. Additionally, the interview allows ITS and MSDH to evaluate the candidates communications skills.

Question 5 - What questions are going to asked during the "phone interview" and the onsite interview?

Response 5 – Interview questions are yet to be determined.

Question 6 - Section 1.14 states that the individual may be required to work outside the normal hours. Is that considered overtime? How will overtime be handled?

Response 6 – Vendors are to propose a fully loaded, fixed rate for the individuals they are proposing, taking into consideration the work load / schedule outlined in the LOC.

Question 7 - Will the systems Network Engineer be managing a team of people?

Response 7 – No.

Question 8 - Who will the Systems Network Engineer, Network Support person and Help Desk Consultant be answering to?

Response 8 – Keith Junkin, Infrastructure Support Manager, MSDH or Marcia Williams, Application Development & Support Manager, MSDH.

Question 9 - What project(s) will they be participating in?

Response 9 - The projects will be reflective of the job function described in the LOC. The projects listed are not all-inclusive but will include network monitoring and support, hardware deployment, OS level reconfiguration(s), software configuration and management, among others.

Question 10 - Has there been someone (Contractor or FTE) already performing these duties in the past?

Response 10 – Yes.

Question 10A - If so, do you know if the incumbent performing the work is up for consideration on the new LOC?

Response 10A – Vendors are not prohibited from proposing the incumbents for these positions.

Question 11 – [Our company] has an existing help desk in Cincinnati, can this help desk be used for this RFP?

Response 11 – This Help Desk Services request is not for outsourcing the MSDH Help Desk, rather it is to supplement the existing help desk and perform higher tier support requests.

Please remember that LOC responses are due July 28, 2004July 28, 2004.
