Job Title: Financial Opportunity Center Program Manager

Position Level: 5, full time, salaried, exempt

Supervision Received: Executive Director

Supervision Exercised: Hud Certified Housing Counselor/Lead Financial Coach, Financial Coaches, and Employment Coaches. Applicable Interns & Volunteers.

Job Summary:

This position includes responsibility for achieving housing counseling and financial opportunity center (Next Step), results through existing activities and programs, including applicable grant preparation and monitoring, and setting of program outcome goals. Other responsibilities include the implementation of coaching programs and services, development and maintenance of existing public and private resources for service delivery. Working with the Executive Director and other staff, this position is responsible for expanding services and programs and identifying projects that will achieve the results that meet criteria set by outside organizations such as NeighborWorks America (NWA), Local Initiatives Support Corporation (LISC), and Housing and Urban Development (HUD).

Duties Performed:

• Responsible for implementation of housing counseling, financial opportunity center model coaching (housing counseling, financial coaching, and employment coaching)

• Provide orientation, training, and ongoing support to applicable staff including evaluations

• Oversee agency program strategies: Next Step, Housing Counseling, NeighborWorks Initiatives, and special projects that may be assigned

• Responsible for serving as a liaison for developing and sustaining effective partnerships with community resources, human services agencies, churches, civic groups, corporations, financial institutions, realtors

• Must be able to communicate effectively with staff, customers, key stakeholders, and the community at large

• Responsible for Standard Operating Procedures (SOPs), Scoreboard outcomes, and fund sources for applicable programs

• Responsible for timely and accurate customer, agency, and program reports as required by funding sources for applicable programs

• Responsible for implementing applicable agency’s goals and objectives, as well as special projects as assigned

• Responsible for developing and/or maintaining existing public and private resources for local match requirements of federal grants

• Responsible for planning of staffing patterns and department needs with supervisor and staff

• Responsible for providing leadership and direction to staff on a daily basis while maintaining a team of staff willing and able to ensure quality service delivery to all customers

• Responsible for additional corporate/administrative responsibilities as assigned

• Ensure applications for funding are prepared as appropriate

• Prepare budgets for applicable projects/programs in consultation with staff/partners

• Ensure housing program information is current and available

• Properly maintain all applicable program files by conducting quality control checks

• Meet legislative and advocacy requirements of the various housing organizations to which the agency belongs

• Meet requirements of the NeighborWorks® America Charter and its grant compliance

• Attend and participate in local coalition and social services/community meetings

• Oversee integrated bundled services

• Attends conferences, workshops, and trainings as required and approved

• Meet the applicable goals of the agency as defined in its Strategic Plan

• Any other duties assigned and deemed necessary for the effective and efficient operation of the agency

Job Specifications:

Physical Requirements: Ability to perform required tasks

Educational: Bachelor’s degree in related field required, preferred knowledge of financial coaching, bundled services and motivational interviewing.

Prior experience: Minimum of 5 years related experience and at least 3 years in a supervisory capacity

• Knowledge of and experience in housing counseling, financial and employment coaching desired

• Experience in staff management

• Experience in dealing with clients, attorneys, realtors, and lenders is an asset

Specific Skills: Previous knowledge of social services programs, knowledge of federal and state funded programs and grants is a plus.

• Sound judgment; problem solving and communication skills; ability to respond effectively in a crisis situation

• Ability to work independently and in a team environment

• Demonstrated creativity and innovative approaches

• Ability to remain organized and effective under sometimes heavy pressure of detail, deadlines, and human relations issues is essential

• The necessary skills to write, edit, assemble grant applications

• Facilitate and participate in collaborative efforts

• Ability to instill a positive, productive work environment

• Ability to travel occasionally, work nights and weekends occasionally
