Introduction

This manual describes the message that should be used by customs agents or companies acting in its own name for confirming the arrival of the goods for exit by air. This message will also be used by the ship's agents / terminal operators to inform the customs authority of the office of exit the arrival of conventional goods (permit) in relation with Sea freight.

This message is intended to link the declaration number (MRN) that accompanied the goods to the Master airway bill for Air freight and to the unique permit for Sea freight.

This message is part of the export process. And is the basic action that is necessary for the continuation of the automated process.

6 Functional specifications

1. Functional Rules

R1 = A cancellation message is only allowed on the condition that the goods are still at the EU territory or no confirmation message from the handling company is received. One exception: when the handling company has sent the consignment back to the broker.

R2 = The EORI of the customs broker or ship’s agent or terminal operator must be known by ECS (EORI DB).

R3 = The location must be known by ECS and must be linked to the office of exit.

R4 = Maximum 999 MRN per MAWB, Permit, Containernumber or VIN in case of BE-MRN.

It is recommended that in case of a foreign MRN, maximum 1 MRN per MAWB, Permit, Containernumber or VIN is involved.

R5 = The document code XTT (= Transit decl. – Transit) will only be used to link the declaration to the MAWB, Permit, Containernumber or VIN and may not be considered as an arrival message. The system will treated this document code as a manual document code but the MRN must be known within NCTS.

R6 = In case that the reference code is equal to ABT or EXS or XTT the reference number must be known by the customs system.

R7 = The arrival time should not be in the future and must not be less than the date of acceptance of the declaration if it concerns an electronic declaration.

R8 = IF ‘Package type’ indicates ‘BULK’ (UNECE rec 21 : ‘VQ’, ‘VG’, ‘VL’,‘VY’,’VR’, ‘VS’ or ‘VO’)

R9 = The MAWB or Permit must be unique within 1 year and all goods of the MAWB or Permit have to be exported.

R10= The VIN number must be unique

R12= IF ‘Reference Type’ () indicates ‘3’ (CN) ,or ‘5’(VIN) or 6 (BookingsID + UnitID)

3. Business Rules

- The package type, quantity and gross mass mentioned on MAWB or Permit level is taken into account for the rest of the export process.

- The package type, quantity and gross mass mentioned on MRN level is taken into account only for the document types ABT and EXS for the control results of these MRN.

Message “Customs response”

On all received messages ‘Arrival of goods’ the customs system will send a reply to the customs broker via the message ‘Customs response’.
