The Lyman County Commissioners met in regular session in the Conference Room in the Courthouse at Kennebec, South Dakota, November 5, 2020, at 9:00 a.m. with the following members present: Chairman Bill Lengkeek, Leslie Reuer, Ryan Huffman, Jared Schelske, Zane Reis and Auditor Deb Halverson.

CALL TO ORDER:

Chairman Lengkeek called the meeting to order with the pledge to the flag.

ADOPT AGENDA:

Motion by Huffman, seconded by Reuer to adopt the agenda. All voting aye.

APPROVE MINUTES:

Motion by Reis, seconded by Schelske to approve the minutes of October 20, 2020. All voting aye.

HWY/WEED DEPT:

Supt. Nagel met with the commissioners to discuss excess iron and tires that the County can sell. Consensus is to put them up for sale on a Big Iron Auction in the Spring. Motion by Huffman, second by Reuer to remove the Chester Bridge (Structure 43-040-127) from the National Bridge Inventory since it has been replaced with a box culvert. All voting aye. Other items discussed included mowing being done in the county and the road in the new wetland area on County 17 that the State should be resolving.

Nagel and Reis left the meeting.

LEGISLATIVE AUDIT:

Toby Qualm of SD Legislative Audit met with the commissioners to discuss audit findings from the 2018-2019 calendar years. No material findings were addressed. Four immaterial findings were discussed. Qualm stated the audit went very well and he commended the county and auditor’s office for good reporting. Motion by Reuer, second by Schelske to approve Chairman Lengkeek signing a letter from the county to Legislative Audit regarding the biennial audit. All voting aye. Qualm left the meeting.

OTHER ITEMS:

Commissioners Schelske discussed a citizen requesting moving a personal driveway. The board does not build personal driveways and the citizen will be instructed as such.

ADJOURNMENT:

Motion by Schelske, seconded by Reuer to adjourn until November 17, 2020 at 9:00 a.m. All voting aye.
