o Rare, Threatened and Endangered Species Habitat Assessment and Presence/Absence surveys at the Naval Research Laboratories Chesapeake Bay Detachment, Maryland. The surveys were conducted based on recommendations in the facility’s Integrated Natural Resource Management Plan (INRMP)

o Wetland delineation and NJDEP Letter of Interpretation for a new proposed Dispatch Center at Naval Weapons Station Earle, Monmouth County, NJ

o Wetland delineation, NJDEP Letter of Interpretation, NJDEP Freshwater Wetlands Permit and conceptual wetland mitigation plan for the proposed project areas at Naval Weapons Station Earle, Monmouth County, NJ;

▪ US Fish and Wildlife Service – Habitat Management Plan and NEPA Environmental Assessment for Great Swamp National Wildlife Refuge, Morris County, NJ. Developed a Comprehensive Conservation Plan;

The surveys were conducted to evaluate the current status of bog turtles on the reservation in accordance with the INRMP for the facility;

▪ National Park Service – Wetland Delineation and impacts assessment for the Natchez Trace Parkway in Mississippi and Tennessee under a 3 year task order contract and 2006 and 2008 awards through GSA;

▪ US EPA – GEMS Landfill Superfund site Swamp Pink Survey and impacts evaluation in Gloucester County, NJ;

▪ US EPA – Bog Turtle and Swamp Pink surveys for the Zscheigner Refining Company Superfund site in Monmouth County, NJ;

▪ US EPA – Wetland Delineation and Ecological Risk Assessment for the Manville Creosote Superfund Site in Somerset County, NJ;

The Service Contract Act (SCA) is applicable to this contract and it includes SCA applicable labor categories. The prices for the indicated SCA labor categories are based on the US Department of Labor Wage Determination Number(s) identified in the SCA matrix. The prices awarded are in line with the geographic scope of the contract (i.e. nationwide).

Minimum Qualifications for Personnel:

Principal. The Principal is responsible for preparation of cost and technical proposals. The Principal oversees performance of the Project Director and Project Managers on Projects; assign project staff and resources; monitor the overall performance of the project; communicate with clients and agencies; attend office and field meetings as required to report on project status and discuss project issues; and review staff project assignments. The Principal monitors regulatory requirements and informs the staff of pertinent changes to laws and regulations. The Principal is also responsible for charting the market direction of the firm, following the growth of technical aspects of the field and opportunities for performance of new projects. The Principal sets company policy and makes all personnel decisions, such as hiring, termination, layoffs, salary, benefits, etc. The Principal works with the Project Managers to monitor the status of permits received and to notify clients of their pending expiration. The Principal has a Bachelors, Masters, or Doctoral degree in Ecology, Environmental Science, Biology, Forestry, Marine Science, Natural Resource Management, Botany, Zoology and Environmental Resource Management and an advanced degree in these fields or equivalent professional experience. A minimum of 20 years of environmental project performance is required.

Project Director. Responsibilities include overall technical direction for project performance. With the oversight of the Principal, the Director prepares and establishes project procedures. The Project Director assists the Principal in oversight of project management, employee training, developing new procedures to improve efficiency and quality, and in performance and monitoring of project budgets. The Project Director, in consultation with the Principal, serves as the company’s representative for the quality policy. The Project Director has a Bachelors, Masters, or Doctoral degree in Environmental Science, Ecology, Biology, Forestry, Marine Science, Natural Resource Management, Botany, Zoology and Environmental Resource Management and an advanced degree in these fields or equivalent professional experience. A minimum of 15 years of environmental project performance is required.

Senior Project Manager. The Senior Project Manager is the primary point of contact for projects assigned to them. The Senior Project Manager is assigned complex and large scope projects. The Senior Project Manager is responsible for regularly reviewing the scope of the project and the project budget to assure adherence to the contract. The Senior Project Manager is responsible for completing or overseeing completion of the scope of work for the project, monitoring consistency with the project schedule and budget, and preparing monthly progress reports. Has expertise in performance of wetland delineations; ecological surveys; endangered and threatened species; environmental impact statements; design of wetland mitigation and restoration and habitat management plans; design of soil erosion control plans; and preparation of wetlands and other environmental permit applications. Ensures that the most current regulatory information is followed for completion of the project. Reviews work performed by staff assisting on the project and is responsible for ensuring their compliance with the project-specific quality assurance plan. The Senior Project Manager shall have at minimum 10 years in-field professional experience and an undergraduate degree in an Environmental Field which may include: Environmental Science, Ecology, Biology, Forestry, Marine Science, Natural Resource Management, Forestry, Zoology, Botany, Biological Oceanography, Environmental Education or Environmental Resource Management, as well as a post graduate degree in the field. Equivalent professional experience may substitute for advanced degrees.

GIS Manager. The GIS Manager obtains natural resources and other environmental data, prepares maps for analysis and inclusion in reports and permit applications, prepares design plans for wetlands mitigation, shoreline stabilization, riparian corridor enhancement and habitat management. Prepares environmentally sensitive area mapping. The GIS manager has expertise in GIS/GPS and AutoCAD software and between 5 and 20 years of in-field experience. An undergraduate degree in Geography or Natural Resources is required for the GIS Manager.

Project Manager. The Project Manager is the primary point of contact for the client and any sub-consultants on assigned projects. The Project Manager is responsible for regularly reviewing the scope

The Senior Environmental Scientist is responsible for field data collection including wetland delineation, endangered and threatened species surveys, vegetation and wildlife surveys; preparation of environmental impact statements; design of wetland mitigation and habitat management plans; design of soil erosion control plans; and preparation of wetlands and other environmental permit applications. Senior Environmental Scientists have 5 years or more in-field experience. The qualified individual shall have at minimum an undergraduate degree in Environmental Science, Biology, Forestry, Marine Science, Zoology, Botany, Natural Resource Management and Environmental Resource Management. Experience in the field may be substituted for a bachelor’s degree.

Environmental Scientist. Assist Project Managers and Senior Environmental Scientists in performance of project tasks, including field work, research, report preparation and permit application preparation. Tasks performed include wetland delineation, endangered and threatened species surveys, vegetation and wildlife surveys; preparation of environmental impact statements; design of wetland mitigation and habitat management plans; design of soil erosion control plans; and preparation of wetlands and other environmental permit applications. The qualified individual shall have at minimum an undergraduate degree in Environmental Science, Biology, Forestry, Marine Science, Zoology, Botany, Natural Resource Management and Environmental Resource Management. Experience in the field may be substituted for a bachelor’s degree.

GIS Specialist. The GIS Specialist obtains natural resources and other environmental data, prepare maps for analysis and inclusion in reports and permit applications, prepare design plans for wetlands mitigation, shoreline stabilization, riparian corridor enhancement and habitat management. Prepares environmentally sensitive area mapping. GIS managers have expertise in GIS/GPS and AutoCAD software and up to 5 years of in-field experience.

Off-Site Restoration Specialist. The Off-Site Restoration Specialist is responsible for construction monitoring and post-construction site monitoring of wetland mitigation projects and Stormwater Management Facilities (Best Management Practice, BMP) including constructed wetlands and ponds and steam corridor restoration. An Off-Site Restoration Specialist has experience in design and implementation of streambank stabilization/restoration and stream corridor construction/creation utilizing bioengineering techniques in freshwater and tidal systems. Duties also include oversight of implementation of approved erosion control plan, daily monitoring of the in-place erosion control measures, daily inspection/monitoring of the contractor’s work activity to ensure compliance with the applicable State wetland permits and monitoring all phases of wetland BMP construction and restoration. The Off-Site Restoration Specialist is also responsible for inspecting the constructed wetlands and BMP(s) when completed and generating a list of deficient/outstanding items. The Off-Site Restoration Specialist is also responsible for collecting data for as-built plans that reflects the approximate locations of the trees, shrubs and herbaceous plant zones as an overlay to a topographical survey provided by the general contractor. The qualified individual shall have an undergraduate degree in Natural Resource Management, environmental studies or related field with 3 years of in-field experience. Experience in the field may be substituted for a bachelor’s degree.

Technical Typist / Administrative. Administrative staff is responsible for supporting technical staff. Administrative staff prepare proposals, are responsible for production of reports and assist with project management tasks including staff scheduling, budget tracking and project file management. Administrative staff also maintain databases for the tracking of permit applications, including their submission, approval and pending expiration. Administrative staff have Bachelor’s degrees in English and Environmental Science or equivalent professional experience. Administrative staff have between 1 and 25 years of experience.
