Non-secure communication/information exchange is extremely vulnerable to hostile exploitation through monitoring. Do not attempt to "talk around" a classified or sensitive subject. Accumulated bits of seemingly "unimportant" information collected through continued monitoring when analyzed can provide Hostile Intelligence Services with vital national Defense Information (AR 380-5 and AR 530-2).

CONTROL OF TELEPHONE USAGE Unofficial use of Defense Switching Network (DSN) or any other DoD funded telephone system is prohibited. Personnel found fraudulently using DoD telephone systems are subject to discipline to the maximum extent possible. Individuals found placing unofficial toll calls will pay for incurred charges. Third-party monitoring of telephone conversation is prohibited unless all parties give consent. This also applies to use of hands-free speaker telephones, when more than one person is present at the hands-free location. In other words, when you are using hands-free you must announce that you are using a speaker telephone and who is present. It is a misdemeanor for anyone to use the telephones as a means of conveying obscene or indecent language or to make anonymous or repeated calls to annoy, abuse, embarrass, or harass. Do not discuss classified information on non-secure telephones. Official DoD telephones are subject to monitoring for communication security purposes at all times. DoD telephones are provided for the transmission of official government information only and are subject to communications security telephone monitoring in accordance with DoD Directive 4640.6. Official calls are defined as those telephone communications directly related to the conduct of DOD business or having an indirect impact on DOD's ability to conduct its mission. Official business calls may include emergency calls and calls which the agency determines are necessary in the interest of the government. No other calls may be placed, except in the circumstances identified below. Calls which reasonably could not be made at another time may be made over government commercial local/long distance lines if: (1) It does to adversely affect the performance of official duties by the employee or the employee's organization. (2) It is of reasonable duration and frequency. (3) It is not used for activities related to the operation of a personal business enterprise. (4) In the case of toll/long distance calls (except to the local commuting area as defined above), the call is to be charged to the employee's home telephone, a other non-government number, the called party (collect call), a 1- 800 number, or a personal credit card. (5) The following are examples of authorized calls made on official phones, even if a toll charge is incurred and it is consistent with the above criteria: (a) Calls to notify family, doctor, etc., when an employee or

immediate family member is injured or seriously ill; (b) An employee who is required to work overtime or otherwise has a change in schedule may call to notify family, make transportation arrangements, or make child care arrangements if within the local commuting area; (c) An employee makes a brief call (a personal call should be about five minutes in duration and should never exceed 10 minutes without exceptional justification) within the local commuting area to ascertain the health of their spouse or minor children.

Cellular phone users should be aware of rules and guidelines associated with Government-issued cellular phones: (1) Portable, mobile, and cellular telephones will not be used in lieu of established "wired" telephone service. If an official government land line is available, the caller may not use a government-issued cellular phone. (2) These devices are to be used for official and authorized use only. Official use of these phones will be limited to requirements that cannot be satisfied by other available telecommunications methods. (3) Personal use of cellular phones is authorized to a limited degree, provided that the personal communications are of reasonable duration (normally five minutes or less) and frequency. An example of such authorized use is a brief call made by a DOD employee while traveling on Government business to notify family members of transportation or schedule changes. Authorized use of cellular phones does not include morale calls, which must be made from a Defense network telephone. (4) Organizations must require PIN numbers for user log-in to cellular phones to prevent unauthorized use. (5) Don't delay reporting stolen or missing cellular phones to the DOIM office so that service can be cancelled or suspended to prevent illegal use/charges. (6) Practices to avoid while using a cellular phone:

(a) Don't automatically forward office and residence phone calls to government cellular phone numbers. (b) Don't automatically forward cellular phone calls to office or residence phone numbers. (c) Don't use a cell phone while operating a vehicle on a military installation unless a hands-free device is used (exceptions include emergency responders). (d) Don't use non-secure cellular telephones while discussing classified or sensitive subjects. Tactical units in a deployed environment will use the Army's encrypted secure cellular systems for discussing classified or sensitive subjects. (e) Don't use cellular phones in geographic areas outside of the area of service coverage and where usage incurs roaming charges. If in doubt, check with the local DOIM before making any phone calls.
