They wanted to encourage and promote a better understanding of early American black powder firearms, the historical aspects these firearms played in settling our country and their artistic contributions to our society.During the first weekend of August 1977, the first WV State Offhand Championship shoot was held in Keyser, WV. At this shoot a meeting was held to formally organize a state organization of muzzleloader shooters, builders, hunters and history enthusiasts. Officers were elected and the WVMLA was created.Two decisions were made at this first meeting on the direction the Association should take. The first was the sponsorship and promotion of a yearly State Offhand Championship Shoot to be held at different locations throughout the state. The second was to work with whomever to create a muzzleloading deer hunting season. With much hard work and persistence both goal have been met. The WVMLA is very active in legislative matters and the Department of Natural Resources policy matters. The officers and members of the Association work to improve conditions for the sportsmen and women of West Virginia and will continue to do so in the future.One of the main goals of the West Virginia Muzzleloaders Association now is to promote the safe use of muzzleloading firearms. Seminars and clinics are held by local clubs throughout the state to educate the shooters about these firearms. Each region is assigned a representative who will be an extension of the WVMLA. To encourage, promote, and educate the members of the Association and citizens of all ages of the public for a better understanding of early American black powder muzzleloading firearms, the historical aspects they played in settling our country and their artistic contribution to our society. Section 2. To promote hunting in the State of West Virginia with muzzle-loading firearms enabling us to help preserve some of our early American heritage. Section 3. To sponsor an annual West Virginia state offhand championship shooting match for muzzleloading firearms. Section 4. To assist new muzzleloading clubs forming in the state. Section 5. To support and help schedule club matches. Section 6. To provide a calendar of muzzleloading shooting match dates for clubs, organizations, etc. Section 7. To promote all types of shooting matches for muzzleloading firearms. Section 8. To promote and encourage SAFE handling of muzzleloading firearms, their accouterments and all other types of firearms. Section 9. Not to interfere with local clubs or organizations or their activities, but to help all organizations and members when needed. Section 10. To promote and encourage the skill of accuracy of offhand shooting with muzzleloading firearms. Section 11. To educate the public of the Constitutional Right of all American citizens of their inalienable Right to Keep and Bear Arms. ARTICLE IIThe name of this organization shall be the West Virginia Muzzleloaders Assoc.Section 1. The name of our organization may be changed at an annual meetingSection 2. The annual meeting of the members of the Association shall be held the first non-holiday Saturday of the year at 6:00 pm following the 5:00pm dinner. Section 3. At all meetings of the Association, five members shall constitute a quorum for the transaction of business, provided each member present be from separate member clubs, organizations, etc. Section 4. The Secretary-Treasurer shall keep a full and complete list of all members of the Association and it shall be open to the Inspection of the members at reasonable times. Section 5. There will be no drinking of alcoholic beverages during a business meeting, 3/87 Section 6. By-laws can be changed in the following manner: a. A motion to change be made and passed. b. The change will appear in the next newsletter. c. The change will occur at the next meeting after another motion is made and passed to do soSection 7. The Secretary/Treasurer shall keep a record of all monies received and paid out; and of all vouchers and receipts given therefore; receive all monies of the Association; and deposit the same to the credit of the Association in some bank to be designated by the Association; have general charge of all books and vouchers and papers pertaining to this office, except such as being under special control of the Corresponding Secretary; sign all checks, drafts, and notes for and on behalf of the Association, as such Secretary/Treasurer; and perform such other duties as are required by the association. The Secretary / Treasurer shall pass the hat at Association business meeting to collect monies to help defray costs. 5/88 Section 8. Any officer of the Association may be removed from office for cause at any meeting of the Association by a two-thirds vote of the members present, a quorum being present, fifteen day’s notice being given of the motion for such cause and removal. Any elected officer missing three consecutive meetings (membership and board) can be removed by the Board of Directors and be replaced by the Board of Directors at the next Board Meeting. A valid reason for missing a meeting will be excused by the Board of Directors. This appointment will be valid up to the next Annual Meeting. The membership would then elect someone to fill the remainder of the term. 3/89 ARTICLE III The order of business at the annual meeting of the members shall be as follows: Section 1. The outgoing President will be chairman of the meeting and hold office until after the close of the annual meeting. Section 2. The outgoing Secretary-Treasurer will continue his or her duties until after the close of the annual meeting. Section 3. Appoint a committee to determine if a quorum is present and report. Section 4. The report of the Board of Directors. Section 5. The adoption of by-laws or amendments to the by-laws Section 6. General business. 8/88 Section 7. The election of officers. 8/88 Section 8. AdjournmentARTICLE V Section 1. Members of the Association shall comply with all of the provisions of the by-laws, and shall assist in carrying out the objects and purposes of the Association without profit to such member, and shall promptly pay the annual dues as fixed by the Association. Section 2. The annual dues for membership shall be due and payable by each member of the Association to the Secretary/Treasurer, in advance, on the anniversary of their membership. Section 3. The Secretary/Treasurer shall collect and receive the annual dues from the members and shall keep a membership record containing the names and addresses of all members; the annual dues paid by each member, the date of payment thereof; and the annual dues due and unpaid from each member in arrears. The Secretary/Treasurer, upon receiving the annual dues from a member, shall issue and deliver a membership card containing the name of the Association, the name of the member, the year for which said dues are paid, and the name of said members sponsor or officer issuing the membership card. Section 4. A separate interest-bearing account to put life membership monies into will be kept under the control of the Secretary/Treasurer. The interest will be removed and deposited in the Association general checking account. 3/89 ARTICLE VI Any member of the Association may be expelled from membership for violation of any of the rules, regulations, or provisions of the by-laws of the Association. Said expulsion shall be upon proper charges in writing, which may be presented at any annual or general meeting, a copy of which said charges shall be presented to the accused member at least two weeks prior to said meeting. Any member against who said charges have been proffered shall be given an opportunity to make, answer to, and defend said charges if he so desires, and a hearing shall be held at the said meeting. Upon said hearing, all members present shall be entitled to vote to sustain or reject such charges. Said charges must be sustained or rejected by a two-thirds majority vote of members present and a quorum being present. ARTICLE IV The officers of the Association shall be elected on the following years:President / First Vice President / Corresponding Secretary....................odd years Second Vice President / Secretary/Treasurer........................................even years The above terms will be for two years. 8/88 Section 1. The officers are to be elected at the annual meeting and continue in office until the close of the annual meeting.Section 2. Members holding office must be residents of the State of WVSection 3. The President shall preside at all meeting of the Association and shall be the general executive officer and perform such duties as may be required by the Association. Section 4. The First Vice President shall perform all the duties of the President in his or her absence. Section 5. The Second Vice President shall perform all the duties of the President in the absence of the President and the First Vice President. The Second Vice President shall also be in charge of putting on the Glenville ShootSection 6. The Secretary/Treasurer shall keep and be the custodian of all books, papers, and accounts of the Association; take and preserve a record of all meetings of the Association; keep and preserve a record of the names and addresses of all members of the Association and of each member’s dues.
