Presentatie van de conclusies door de verschillende gerechtelijke instanties.

Tijdens de conferentie zullen LegalTechs de gelegenheid krijgen om aan de deelnemers hun oplossingen voor te stellen.

Durant toute la dur?e de la conf?rence, des LegalTechs tiendront des stands exposant leurs solutions aux participants.

JUSTITIE: DIGITALE BIG BANG?

Welkom op de Conferentie "Justitie: Digitale Big Bang" georganiseerd door het Instituut voor Gerechtelijke Opleiding, het College van de hoven en rechtbanken en het College van het Openbaar Ministerie.

Justitie wordt geconfronteerd met een groot aantal uitdagingen: budgettaire beperking, wijziging van de structuren naar autonoom beheer, recruteringsmoeilijkheden, werkoverlast, toenemende informatisering, enz.

Ten aanzien van die uitdagingen kan de digitale revolutie worden ervaren als een bedreiging of als een opportuniteit.

Het is in eerste instantie de bedoeling van deze conferentie om te informeren en te sensibiliseren.

? Zich informeren over de processen, het beheer ervan en de oplossingen die worden ge?mplementeerd in de ons omringende landen.

? De realiteit begrijpen van de uitdagingen van artifici?le intelligentie, de nieuwe tools ontdekken die worden gebruikt door het Benelux-Bureau voor de Intellectuele Eigendom, de verzekeringsgroepen en andere grote organisaties.

? En ten slotte nadenken over de manier waarop die uitdagingen de werkingswijze van Justitie kunnen veranderen.

Elke verandering zal als een bedreiging worden ervaren als de visie niet duidelijk gedefinieerd is.

Tijdens de lunchpauze zal u de gelegenheid krijgen om naar "pitches" te luisteren van een vijftiental LegalTechs, start-ups die technologie gebruiken om diensten aan de rechtzoekenden aan te bieden. Zij zullen u in staat stellen om de dynamiek en de creativiteit van de sector te ontdekken. Het zijn niet noodzakelijk oplossingen die door Justitie zullen kunnen worden gebruikt, maar zij zullen u wel doen dromen.

De dag zal worden afgesloten met de conclusies van de verschillende Colleges. Hopelijk worden uw aanwezigheid en uw deelname omgezet in positieve energie, zodat u een hoofdrolspeler en een ambassadeur van de verandering wordt.

L'objectif de cette conf?rence est d'abord d'informer et de sensibiliser.

? S'informer sur les processus, la gouvernance et les solutions mises en place dans les pays qui nous entourent.

? Comprendre la r?alit? des enjeux de l'intelligence artificielle, d?couvrir les nouveaux outils qui sont utilis?s par l'Office Benelux de la Propri?t? Intellectuelle, les groupes d'assurances et d'autres grandes organisations.

? Et enfin r?fl?chir ? la mani?re dont ces d?fis peuvent modifier le mode de fonctionnement de la Justice.

Tout changement sera v?cu comme une menace si la vision n'est pas clairement d?finie.

Pendant la pause lunch, vous aurez l'occasion d'?couter des ? pitchs ? d'une quinzaine de LegalTech, ces startups qui utilisent la technologie pour offrir des services aux justiciables, qui vous permettront de d?couvrir la dynamique et la cr?ativit? du secteur. Ce ne sont pas n?cessairement des solutions qui sont transposables ? la Justice mais elles vous feront r?ver.

Raf Van Ransbeeck

Raf Van Ransbeeck is Master in de rechten (1991-1994 UAntwerpen) en Doctor in de Rechtsgeleerdheid (2005 KUBrussel). Hij is momenteel deeltijds docent aan de KU Leuven Campus Brussel (2010 tot heden). Hij was tussen 2006 en 2012 rechter in de Rechtbank van koophandel te Brussel en werd vervolgens raadsheer in het Hof van beroep te Brussel. Sinds eind 2015 is hij directeur van het IGO.

Kristine H?nsch

Kristine H?nsch is vrede- en politierechter in Brussel en sinds 2012 lid van de advies- en onderzoekscommissie bij de Hoge Raad voor de Justitie. Zij is onder meer actief in de werkgroep "Digital Justice Forum" van het European Network of Councils for the Judiciary (ENCJ).

Stanislas van Wassenhove, avocat au barreau de Bruxelles depuis 1984 est sp?cialis? en droit social et capital humain. Karel Tobback is reeds sedert 1987 betrokken bij de digitalisering van de juridische wereld. Ondertussen legde hij een lang traject af: founding Father van het e-notariaat, Voorzitter van het Europees Notariaat en initiator van verschillende Europese ICT-projecten, betrokken bij de lancering van de Europese E-Justice portaal site en expert bij de Raad van Ministers van de EU, adviseur ICT bij Minister Declerck en thans bij Minister Koen Geens. In al deze functies tracht hij de brug te maken tussen de digitale wereld en de juridische wereld. Een noodzaak om te slagen in de digitalisering van Justitie.

Pierre Berlioz est Directeur de l'Ecole de Formation professionnelle des Barreaux de la cour d'appel de Paris, professeur de droit ? l'Universit? Paris Descartes. Il est ancien conseiller du Garde des Sceaux. ? ce titre, il a notamment suivi les travaux parlementaires sur la loi pour une R?publique Num?rique et la loi de modernisation de la justice du 21e si?cle, ainsi que les diff?rentes r?formes et projets de r?forme des professions juridiques et judiciaires, notamment la profession d'avocat. Il a ?t? ?galement directeur pendant 6 ans du centre de recherches en droit priv? de l'Universit? de Reims.

Tom Lenaerts is Professor at the Universit? Libre de Bruxelles (ULB) where he is co-heading the Machine Learning group in the Department of Computer Science. He is currently the ULB director of the Interuniversity Institute of Bioinformatics in Brussels (IB2) and President of the ULB Computer Science Department. He holds also a partial affiliation as Research Professor with the Artificial intelligence lab (AI-lab) of the Vrije Universiteit Brussel (VUB). His research encompasses interdisciplinary topics ranging from AI, machine learning and behavioural informatics (evolution, network and group formation, emotions, anticipation, ...) to computational biology and medicine (metastasis dynamics, molecular communication, oligogenic diseases, ...).

Educated as a physicist at ETH Zurich, Vital Meyer has been working in the IT industry for almost 20 years. After an MBA in Innovation and Transformation Management, he led the department of Start-up Promotion of the Federal Government for 4 years. Since December 2017, he works for the Swiss Cantons leading the initiative "Justitia 4.0". ()

Dieter Kesper

Dieter Kesper retired in September 2018 as Senior Public Prosecutor and department head. He obtained a law degree from the university of Bonn, and was public prosecutor (from 1980) with the Public Prosecutor's offices in Cologne and Bonn and with the Prosecutor General's office in Cologne. Since 1987, he is involved in the electronic data process at the prosecutor's work desk, especially regarding the processing of major / high volume cases at the departments for economic crimes. He was a member of the working group at the Ministry of Justice of North Rhine-Westphalia to implement the electronic case file system, a member of the management board of the German Association for Computing in the Judiciary and a member of the supervisory board of the European Academy of eJustice.

Jane Challoner

Jane Challoner leads on researching, developing and implementing the CMS innovation strategy. In particular, the Developers on Demand aspect of CMS By Design. This service offers legal tech consultancy to clients. Her goals are to provide insight into a confusing legal tech landscape, increase the pace of adoption in the firm and to build on the extensive tech expertise at CMS to develop or integrate new technologies. Jane qualified and practised as a Banking lawyer before moving into law firm knowledge management.

Marc Schiltz

Marc Schiltz est magistrat au Grand-Duch? de Luxembourg depuis 2003 et occupe actuellement la fonction d'avocat g?n?ral au Parquet g?n?ral du Grand-Duch? de Luxembourg. Erwin Dernicourt is voormalig adjunct-directeur van de beleidscel van de minister van Justitie en thans, sedert midden 2016, procureur-generaal bij het hof van beroep te Gent. Binnen het College van procureurs-generaal, bevoegd voor het strafrechtelijk beleid, is hij portefeuillehouder voor de materies "internationale samenwerking", "georganiseerde criminaliteit", "leefmilieu", "voedselveiligheid" en "federaal parket"; binnen het College van het Openbaar Ministerie, bevoegd voor alle aspecten van het verzelfstandigd beheer, is hij ??n van de portefeuillehouders ICT. Met de medewerking van de steundienst van het Openbaar Ministerie streeft hij naar een coherent beheer van de ICT.

Didier RINSKOPF est actuellement le Directeur du Service d'Appui du Coll?ge des Cours et tribunaux, il est licenci? en droit de l'Universit? Libre de Bruxelles. La premi?re moiti? de sa carri?re s'est faite aupr?s des services de l'Etat o? il a, tour ? tour, rempli des fonctions manag?riales et fait partie de diff?rents cabinets minist?riels. Ensuite, il a poursuivi dans le secteur priv? en tant que Responsable du P?le Clients d'un entreprise belge active dans le domaine de la sant? ce qui l'a amen? ? conduire le d?veloppements de diff?rents projets informatiques et organisationnels.

Michel Oosterlinck

Michel Oosterlinck is raadsheer in het hof van beroep te Gent. Hij behandelt er vooral dossiers met betrekking tot insolventie, oneerlijke marktpraktijken en vennootschapsgeschillen. Voorheen was hij voorzitter van de toenmalige rechtbank van koophandel te Gent. Recent behaalde hij een getuigschrift "Big Data" bij UGent.

Erwin Francis

Erwin Francis is raadsheer in het Hof van Cassatie sinds juni 2012. Hij zetelt er in de tweede kamer, die de zaken behandelt van strafrecht en strafvordering. Voordien was hij achtereenvolgens advocaat, parketmagistraat en raadsheer in het hof van beroep te Antwerpen, waar hij zetelde in de kamer van inbeschuldigingstelling en in een correctionele kamer.

Pol Van Iseghem

Na 15 jaar Balie werd Pol Van Iseghem in 2000 magistraat benoemd bij de Rechtbank van Koophandel Kortrijk-Brugge. In 2009 werd hij voorgedragen als voorzitter van de rechtbank van koophandel IeperVeurne. Hij was ondertussen verantwoordelijk voor de ontwikkeling van de eerste website voor Hoven en Rechtbanken. Ook aan het grafisch charter voor de zetel werkte hij mee. Hij werd in 2014 voorzitter van de rechtbank van Koophandel Gent, de huidige Ondernemingsrechtbank Gent, die de provincies Oost- en WestVlaanderen omvat. Daarnaast is hij sedert het ontstaan, ook lid van het College van Hoven en Rechtbanken, waarvan hij sedert oktober 2018 voorzitter geworden is.
