We work directly with communities and we work with the powerful to enable the most marginalized to improve their lives and livelihoods and have a say in every decisions that affect them.The Programme:The Fair Finance Asia (FFA) programme is built on the Theory of Change that financial institutions – such as banks and insurers – can play a huge role in enforcing social and environmental change. They can drive capital towards companies that are creating long-term value for societies, and away from projects which pose excessive social or environmental risks.By stimulating more transparency and accountability in the financial sector, and by encouraging integration of more human rights standards and environmental, social and governance (ESG) criteria in financial actors’ policies, the FFA programme seeks to reduce the negative impact of national and cross-border bank investments on human rights, the environment and climate change, and increase of adequate financial services for pro-poor, inclusive economic development.The goal of the FFA programme is to have a sustainable, inclusive financial sector in Asia with financial sector institutions, operating at national and regional level, being more transparent and accountable and adhering to HR and ESG criteria.In order to achieve this, the programme works towards two long-term outcomes:Improved regulations by national governments and other financial sector regulators are in place, along with improved policies and practices by national banks.Regional multi-stakeholder dialogue, including CSOs and allies, is started and results in a joint multi-stakeholder roadmap, and conditions for a Multi Stakeholder Initiative are in place. An explanation of the key terms in these outcome statements – such as regulation and policy – and what is meant with these terms within the framework of the FFA programme, is included as Annex 1 to this Terms of Reference.The FFA programme builds on the Fair Finance Guide International (FFGI) programme experience and methodology.The FFA programme is a regional programme which includes the following countries: Cambodia, India, Indonesia Japan, Thailand and the Philippines. Vietnam might be added to the list of countries.In each country, there is a lead partner who is responsible for programme implementation in their respective country. The lead partners in the countries are either Oxfam affiliates, Oxfam Country Offices or local CSOs. The lead partners are leading the FFG/CSO coalition in that particular country. In addition, there are several regional partners and service providers, who bring particular expertise to the programme. The implementation of the entire programme – national level and regional level – is overseen by a Programme Management Unit (PMU) based in Cambodia. The PMU is also responsible for the implementation of certain regional activities.The various countries and partners involved in the programme are at different stages in terms of their work with the financial sector. Some have already been working on the Fair Finance Guide International, in collaboration with a number of European countries (Japan and Indonesia). Others have already started building Fair Finance Guide coalition in their countries (Thailand and India). While some have not worked (much) with the financial sector yet (Cambodia and the Philippines). Also, in terms of context there is a large difference between the various countries in terms of their enabling environment for sustainable finance.The FFA programme’s inception phase is from 1 January – 30 June 2018. The Monitoring, Evaluation, Accountability and Learning (MEAL) Framework including indicators for each of the outputs and outcomes of the programme was developed in May 2018.Timeline, Scope of the Work, Approach, Methods and Deliverables:TimelineActivityResults & DeliverablesNotesJuly 2019 Briefing and induction on Fair Finance Asia programme. Review of baseline reports for all countries and regional level. Better understanding of baseline report as well as national and regional level stakeholders and policies.Use baseline data to update FFA MEAL framework and targets, and as basis for developing smart indicators for outputs, outcomes, goals of the programme subject to the end-line evaluation. FFA baseline study which includes reports for all countries included in the FFA programme and baseline study for the regional level.Review of overall FFA progress from January 2018 to current (Results Framework FFA – targets vs achieved) for all countries included in the FFA programme plus 1 progress report for the regional level.Better understanding of work in progress especially achievements vs targets set based on the detailed workplans at the country and regional levels. Review targets and indicators set for each output, outcome, and goal at national and regional level which is fundamental for a complete MEAL framework with SMART indicators for the programme lifespan. Since FFA’s influencing strategy is also in development, the MEAL Consultant will be expected to coordinate with Influencing Consultant to ensure the MEAL framework and FFA strategy are consistent and effectively in sync. August 2019Bilateral interviews & discussions with FFA partners on their existing MEAL framework, M&E plan which is very well aligned with the FFA programme framework or planned national outputs, outcomes and goals. Clear understanding of FFA country partners’ MEAL framework, as well as the detailed workplan breakdown to ensure successful delivery; additional discussions with the PMU team and OI Platform, etc, to be conducted. Discussions with partners should also cover national workplan review, baseline survey, and clarifying targets set and indicators around national and regional MEAL framework.September 2019Support the drafting of FFA MEAL framework for each country and the Regional PMU. Based on information gathered and discussions held with FFA partners, update FFA MEAL framework and M&E plan which then becomes the basis for developing the complete framework with approach, methodology, and tools for programme monitoring and evaluation. There will be an FFA general assembly with all partners in Hanoi, Vietnam in September. The final draft of MEAL framework should be presented at the meeting.October 2019Deadline for round of comments on the final draft MEAL framework at national and regional level.All FFA partners and relevant stakeholders to provide comments on the final draft MEAL Framework.Two weeks are likely enough to get all relevant comments in, and then finalize framework.Incorporate relevant inputs and comments received, pull out key learnings for sharing, and finalize the MEAL framework for all countries and PMU.Finalize MEAL framework as well as clear plan, breakdown targets and indicators, and identify clear method for monitoring and evaluation the results vs targets set. November 2019Finalize MEAL framework for all countries and plete FFA MEAL framework and finalize strategy document. ?December 2019On a need basis, conduct bilateral discussions and establish necessary support mechanisms for FFA partners + PMU to operationalize the M&E. Deliverables:Update of FFA MEAL framework by incorporating results of baseline study, reviewing and updating targets at country and regional levels, and subsequently developing/updating relevant smart indicators by outputs, outcomes, goals of the programme which is subject to the end-line evaluation.Finalized MEAL framework for tailored for countries and PMU, linked with clear operational planning, breakdown of targets, indicators, and identified method for monitoring and evaluation of the results vs targets methodology.Capacity building plan for FFA partners and PMU related to MEAL of the programme. Consolidation of FFA results framework – targets vs achieved for all countries included in the FFA programme plus 1 progress report for the regional level covering January 2018 to current. Facilitation of a session in annual impact reflection workshop with all partners to provide reporting guidelines and procedure for annual reporting of achievements against the MEAL framework, and outcome harvesting in alignment with the systems and requirements of Oxfam Novib and the Swedish Embassy in Bangkok.
