Portsmouth and Winchester Diocesan Academies Trust

JOB DESCRIPTION

Job Title

Interim Chief Executive of the Portsmouth and Winchester Diocesan Academies Trust (PWDAT)

Primary Purpose

To work with and support the PWDAT Board and uphold the Trust’s values and to provide visible leadership across the organisation for the good of every child in the Trust, their education and growth.

Working with the Board and the two Dioceses, to be responsible for the review of the strategic plan and development of an associated Business Plan.

Accountability

The Chair of the PWDAT Board for all governance matters concerning the Trust and its academies;

The Diocesan Director of Education, for matters concerning the overarching education policies of the two Dioceses and their Board of Education and for the post’s employment within the Portsmouth Diocesan Board of Finance.

4. Strategic educational leadership

a. Ensure that there are clear quality assurance systems embedded across the Trust to ensure that the highest standard of teaching and learning is delivered to the children across the Trust.

b. To ensure that performance management and wider administrative governance arrangements are in place, and that they are appropriately applied.

c. To provide strong and effective leadership, clearly articulate the vision for educational excellence and strategic direction to the Trust’s staff, to achieve the highest levels of performance and ensure a culture of continuous improvement.

d. To be the Trust’s Accounting Officer.

e. Working with the Diocesan Director of Education, promote the Church of England’s vision for education and play a key part in the delivery of the Dioceses’ strategy for education across the Dioceses of Portsmouth and Winchester.

f. To be responsible to the Board for the development and delivery of the Trust’s strategic plan and associated business and work plan.

g. Working with the Diocesan Director of Education, promote the Dioceses’ commitment to deploying the DBE responsibilities for preserving and developing Christian distinctiveness and the Christian ethos of our schools and academies.

h. To promote the values of the Trust and ensure they are adopted throughout the academies within the Trust, the central team and Directors.

5. Financial accountability

a. To be accountable to the Board for the financial wellbeing of the Trust. To ensure that appropriate systems are in place so that the funds available to the Trust are used properly, efficiently and effectively. Work closely with the Academies Finance Manager, academy Business Managers and Dioceses’ Director of Finance to ensure timely financial reporting to the Board.

6. Operations

a. Manage the Trust’s strategic operations and the delivery of key objectives.

b. Enable the Board to ensure robust risk mitigation and management for the Trust and that the risk strategy is aligned to local academy risk strategies.

c. Take overall responsibility for the implementation, and delivery against the requirements of the business and work plan once agreed.

d. Provide leadership and management oversight to the Trust’s central staff.

7. Board management and stakeholder relations

a. Working with the Board to review and develop the strategy, ensuring that all decisions made by the Board are recorded and implemented.

b. Ensure the Trust’s management and organisational structures are fit for purpose and facilitate continuous improvement.

c. Work effectively across the full range of external stakeholders, government, funding and regulatory bodies.

d. Together with the Diocesan Director Education, represent the Trust at appropriate local, regional and national meetings as necessary.

8. Communication

a. Ensure an effective internal and external communications strategy is in place.

b. Represent the Trust effectively to key external partners and working with the Dioceses’ communications team to the media and wider public when necessary.

9. Confidentiality and Compliance

a. Ensure that confidentiality is maintained in line with agreed policies and protocols.

b. Ensure that the Trust meets all legislative and statutory requirements.

10. Safeguarding

a. Comply with the Trust and wider diocesan and statutory policies and procedures on all aspects of safeguarding, safer recruitment and child protection.

b. Work closely with the Designated Safeguarding Lead for the Trust.

11. Equality and Equity

a. To uphold the Trust’s strong Christian ethos, and to ensure that the Trust becomes a vibrant and inclusive organisation which actively values and promotes inclusivity, diversity, unity and community cohesion.

Person Specification

Education

1. Educated to degree level or equivalent with evidence of continued professional development.

2. A postgraduate qualification and/or experience in a relevant area including business, finance and education

Experience and Training

3. Successful experience of operating as a senior leader, preferably in education. Experience of working effectively with a Board/Governing body to create/develop a vision and form the direction of an organisation.

4. Proven track record of leading and delivering substantial pieces of work through others who may well have specialised expertise or professional standing that you do not.

5. Detailed understanding of education processes, legislation and best practice including academies. Experience of working across a number of schools is desirable.

6. Proven experience of strategic financial management, including budget formation, medium term financial planning, monitoring and control and strong business acumen.

7. An excellent working knowledge of quality standard processes. Experience of identifying and managing risk registers to include diverse areas such as finance, reputation and safeguarding.

8. Sound experience of building effective partnerships and links, with, for instance, central government, schools, local authorities, to maximise networks and opportunities.

Skills and abilities and personal qualities

9. Ability to understand people and their motivations, build good relationships with them and achieve results through the efforts of others as well as your own. Ability to build rapport and maintain long term relationships.

10. A strategic thinker who can work with leaders, Board and others to develop a compelling vision for the organisation, underpinned by a strong moral purpose. Exceptional problem solving skills and a track record of delivering success in challenging situations.

11. Committed to the highest standards in all areas of school life, including behaviour, academic and enrichment.

12. Committed to maintaining the unique ethos of the Trust with empathy and understanding of maintaining academy ethos,

13. Well-developed presentation skills and comfortable with public speaking; the ability to communicate effectively with a variety of audiences acting as an effective ambassador for the Trust.

14. Effective leader who can build a positive organisational culture, encourage reflection, delegate responsibility, build teams, strive for continuous improvement and inspire staff to achieve full potential. Committed to and able to manage capability and performance appropriately.
