Speakers

Azryain Borhan

Azryain Borhan is the Director of Corporate Development and Policy Division, Companies Commission of Malaysia (SSM) since joining SSM in April 2007. His portfolio includes law reform, policy, domestic and international networking, economic research, statistics, accounting development, periodical reporting, corporate responsibility, project management and monitoring as well as strategic planning. Prior to joining SSM, Azryain was the Assistant Vice President, Legal and Secretarial, Khazanah Nasional Bhd between May 2006 and April 2007. At Khazanah, he advised on various corporate joint ventures, restructurings, investments as well as internal operations. Azryain has also served on the Securities Commission (SC) as a Senior Prosecuting Officer in the Enforcement Division and later as a Senior Associate in the Securities Issues Division. His portfolio in SC included assessing investigation papers, prosecuting securities offences, rendering legal advice as well as overseeing listing and corporate restructuring exercises. Azryain has served as a Legal Manager in Borcos Shipping Sdn. Bhd and was also seconded for a period of time to Biotech Medical Corporation Sdn Bhd as a Deputy General Manager (Legal). He obtained his Bachelor of Laws from the International Islamic University Malaysia in 1998. Azryain was admitted as an advocate and solicitor of the High Court of Malaya in 1999. He briefly practiced law in the areas of corporate advisory and general litigation.

Wei Yang Cheong

Wei Yang is Singapore’s representative to the APEC Economic Committee. He has been Deputy Director of Industry Division in the Singapore Ministry of Trade & Industry (MTI) since Sep 2007. His unit facilitates the efforts of the Economic Development Board in establishing Singapore as a business location of choice. Prior to MTI, he served as Head of the Fiscal Strategy Unit in the Singapore Ministry of Finance, where he oversaw the long-term sustainability of Singapore's fiscal policy and strategic planning. Wei Yang was a Chemical Engineering and Economics graduate from MIT. He was awarded the Rhodes Scholarship in 1999 and obtained his PhD in Economics from Oxford University.

Justin Hygate

Justin Hygate is the Group Manager for the Companies Office within the Ministry of Economic Development, with responsibility for business registries, including corporate, personal property securities and motor vehicle traders registers. With the Companies Office since 1985 and Group Manager since 1999, Mr. Hygate has been a driving force in the development of the New Zealand Companies Office internet-based registry systems. New Zealand was ranked number one in the Doing Business indicators for Starting a Business in 2009 and 2010 and ranked second in the Ease of Doing Business overall. Mr. Hygate is also the Secretary for the Corporate Registers Forum, an international organisation of business registries, and Vice Chair of the International Relations Section of the International Association of Commercial Administrators, a North American-based registry organisation. Mr. Hygate holds a bachelor’s degree in commerce and a master’s degree in public administration.

Nicholas S. Klissas

Nicholas S. Klissas is Senior Commercial Legal Reform Advisor in USAID's Bureau for Economic Growth Agriculture & Trade, where he specializes in World Trade Organization accession assistance and commercial law projects. A lawyer, Mr. Klissas has over 12 years of federal government experience, including the Soviet & European Affairs Directorate of the National Security Council (1985-87), the Democracy and Human Rights Bureau of the State Department (1992-95), and the Commercial Law Development Program of the Commerce Department (1995-97). Between 1989 and 1992, Mr. Klissas also worked with Brown & Wood, a Wall Street law firm, where he specialized in municipal finance. Mr. Klissas has a BSFS degree from Georgetown University, an MIA from Columbia University, and a JD from the University of Virginia. Mr. Klissas was selected to become a Presidential Management Intern in 1983. In 2002, Mr. Klissas ran as a candidate for New York State Assembly.

Thu Hien Le

Thu Hien Le is the technical Program Manager for USAID’s Vietnam Competitiveness Initiative where she has been managing the highly successful and widely disseminated Provincial Competitiveness Index (PCI). The PCI measures and benchmarks provincial economic governance based on its regulatory environment for private sector development. Ms. Le has managed the design and implementation of the annual PCI survey covering 10,000 domestic private firms. In addition, she is collaborating with the Vietnam Chamber of Commerce and Industry (VCCI) to present and discuss the customized PCI results with top provincial leaders in more than 50 regional and provincial workshops in Vietnam. She is the key relationship manager with the long-term partner, VCCI, and has extensive experience working on development projects funded by major donors such as the World Bank, GTZ, DANIDA, ILO, ADB and UNDP. Ms. Le holds a master’s degree in development economics funded by the Institute of Social Study of the Netherlands.

Stephen Payton

Stephen Payton currently serves as New Zealand’s APEC Senior Official and Head of the APEC Unit within the Ministry of Foreign Affairs and Trade. Mr. Payton has led a distinguished foreign service career serving in various capacities with New Zealand’s Ministry of Foreign Affairs and Trade throughout the Asia-Pacific region. His experience has included Deputy Head of Mission in Brussels, Deputy Director of the Australia Division, Consul General in Osaka, Private Secretary to the NZ Minister of Foreign Affairs, Senior Policy Officer at the North Asia Division and member of the NZ delegation to the United Nations General Assembly in New York. Mr. Payton holds an M.A. in Political Studies from University of Auckland and a Masters in Public Administration from the Kennedy School of Government, Harvard University.

Yara Salem

Yara Salem joined the Doing Business team in October 2007 and leads the Starting a Business indicator. Prior to joining the World Bank, she established and managed a consultancy office, worked for the Palestinian Foreign Ministry, and for the Ministry of Trade and Economy as the director responsible for private sector project development. Ms. Salem has extensive field experience working with the World Bank and UNDP on private sector development issues in fragile states and post-conflict countries including Sudan and Somalia. A U.S. Presidential scholar, she holds master’s degrees in commercial diplomacy from the Monterey Institute of International Studies and international relations and development economics from Birzeit University.

James Steele

James Steele has been an economic officer in the Foreign Service of the United States since 1986. During assignments in U.S. Embassies and at the State Department in Washington, he has focused on trade and energy policy and financial sectors. Since September 2009 he has been the Director of the State Department’s Office of Economic Policy for the Bureau of East Asia and Pacific Affairs, where he holds responsibility for coordinating U.S. Government participation in APEC. Mr. Steele is not new to the world of APEC: he represented the United States at CTI from 2001-2003. Overseas, he has served in Jamaica, Laos, Thailand (twice), France, and Canada.

Leo J. Susilo

Leo Susilo is Vice Chairman of the Permanent Committee on Business Ethics for the Indonesian Chamber of Commerce and Industry (KADIN), Director of PT Bhineka Karya Manunggal, Integrated Textile Manufacturers, and a senior partner with management consulting firm Wimconsult. He was previously Chief Corporate HR of PT United Tractors Tbk., a heavy industry company. Mr. Susilo was also Deputy Chief of Astra Consulting Service and Managing Director of EDS Manufacturing Indonesia, an automotive wiring harness manufacturer and exporter. Earlier in his career, he served as Director of PT Denso Indonesia, an automotive components manufacturer.

 

Yukako Uchinaga

Yukako Uchinaga is currently the Director and Executive Vice President of Benesse Holdings Inc. and the Chairman, CEO and Vice President of Belritz International, Inc. After graduating from the University of Tokyo, Ms. Uchinaga joined IBM Japan as a systems engineer in 1971, holding several management positions in development and marketing before being elected to the board of directors in 1995. Ms. Uchinaga has been deeply involved in diversity-related activities throughout her career. As the first woman board member of IBM Japan, she helped start the IBM Japan Women’s Council in 1998 and also took an active role in the IBM Asia Pacific Women’s Council. In 2007, Ms. Uchinaga founded Japan Women’s Innovative Network(J-Win), an incorporated non-profit organization to help promote diversity in the workplace.
