MEMORANDUM OF UNDERSTANDING

BETWEEN

THE GOVERNMENT OF THE REPUBLIC OF BULGARIA

AND THE GOVERNMENT OF THE STATE OF KUWAIT

ON COOPERATION IN THE FIELD OF HEALTH CARE

AND MEDICAL SCIENCE

The Government the Republic of Bulgaria represented by the Ministry of Health and the Government of the State of Kuwait represented by the Ministry of Health, hereinafter referred to as “the Parties”,

Wishing to strengthen their bilateral cooperation in the field of health care and medical sciences,

Have reached the following understanding:

Article 1

The Parties shall encourage and develop cooperation in the field of health care and medical science on the basis of reciprocity and mutual benefit and in accordance with the national legislation of each country.

Article 2

The Parties shall develop cooperation in the following areas of mutual interest:

a) Primary health care;

b) Emergency medical care;

c) Preventive medicine and prevention of diseases;

d) Health promotion;

e) Physical medicine and rehabilitation;

f) Research and development and industrialization of biotechnology;

g) Other areas of mutual interest that may be jointly decided upon by the Parties.

Article 3

The Parties shall cooperate through:

a) Exchange of information;

b) Exchange of delegations and experts;

c) Exchange of experience on priority issues for both countries;

d) Participation in congresses and other events;

e) Joint projects and personnel training in the fields of health care and medical science;

f) Other forms of cooperation that may be agreed upon by the Parties.

Article 4

The Parties shall exchange, upon request, legislation regulating activities in the field of health care as well as information and experience in the fields of medical science, new technological developments and new medical equipment.

Article 5

The Parties shall make efforts to promote direct cooperation between the Higher medical schools, National centers for public health matters and health establishments of the two countries in areas of mutual interest.

Article 6

1. The Parties shall exchange experts and medical specialists in order to exchange knowledge and experience and improve their qualifications, as well as to carry out joint activities in the priority areas of the two countries.

2. All expenses arising from the exchange of specialists, including transportation, living costs, accommodation and medical insurance will be borne by dispatching party or as agreed upon in a timely manner by the Parties.

3. The cost of other cooperative activities under this Memorandum of Understanding will be borne in a manner to be jointly decided upon by the Parties.

Article 7

The Parties shall authorize the Ministry of Health of the Republic of Bulgaria and the Ministry of Health of the State of Kuwait to be competent bodies for coordination of the activities under this Memorandum of Understanding.

Article 8

1) This Memorandum of Understanding shall enter into force from the date of last notification whereby one of the Parties informs the other in writing through diplomatic channels that it has satisfied the constitutional procedures required for its entry into force.

2) This Memorandum of Understanding can be amended with the consent of both Parties and each amendment will be effective according to the procedures mentioned in the paragraph (1) of this article.

3) This Memorandum of Understanding shall remain in force for a period of three years, and automatically renewed for same periods, unless either Party notifies the other in writing about its intention to terminate this Memorandum of Understanding within six months from the termination of the initial period or any extended period.

Done in ……………….. on …….……….. 201... in two original copies in Bulgarian, Arabic and English languages, all texts being equally authentic. In case of any divergence of interpretation, the English text will be used.
