CORPORATE INFORMATION

1. Position Level: US0406 2. Salary Range: $49,813 - $62,919 3. Duty Station: Land Use Unit- Ministry of Lands & Mineral Resources 4. Reporting Responsibilities:

a) Reports To: Permanent Secretary for Lands & Mineral Resources. b) Liaises with: Director Lands, Surveyor General, Chief Valuer, Assistant

Director Lands, Director Geospatial & Director Corporate Services. c) Subordinates: Principal Land Use Unit, Senior Technical Officers /

Technical Officers & Assistants and Project Officers under the Land Use Division.

POSITION PURPOSE

Responsible to the Permanent Secretary for all administration and technical issues of the Land Use Division. Oversees the Divisional functions at all levels to ensure that the Ministry's objectives are achieved within the timeframe aligned to the Ministry's Annual Corporate Plan.

The primary purpose of this position is to lead and manage a multi-technical disciplinary team responsible for enhancing the operations of the Land Use Division which is constantly seeking to improve the way it works. Key priorities include delivering measurable results, promoting openness and transparency in development, improving access to development through utilisation of native land in the manner that is in the best interest of the Native Landowners and to utilise designated state land to achieve optimal return to both the landowners and the State. The role requires extensive public contact with Landowning Unit, coordination with other government Departments, boards, and commissions, foreign and local investors. Extensive judgement and initiatives are required. Considerable tact and courtesy must be exercised.

KEY DUTIES

The position will achieve its purpose through the following key duties:

Manage and motivate the staff of the Division to ensure that key deadlines

are met;

2. Prepare and execute the detailed operational plan for the Division;

3. Develop relationships and ensure effective coordination with MLMR

Directors and divisional staff in order to ensure that all human and physical

resources are available to undertake the planned Divisional operations;

4. Ensure effective consultation with land owning unit, coordination with other

Government Departments, Boards and Commissions, foreign and local

investors;

5. To manage financial expenditure at divisional level;

6. Develop and promote a culture of innovation, effectiveness, efficiency and

integrity in the delivery of services required by the Division;

7. To direct and supervise the preparation of monthly, quarterly and annual status of admin report updates to Management and the responsible Ministries;

8. Act as a spokesperson from the Ministry of Lands on behalf of the Director Lands and Permanent for Lands in its dealings with the landowners, investors, lessees and the general public;

9. Develop a detailed report on Divisional operations including lessons learned for use in subsequent relevant operations.

KEY PERFORMANCE INDICATORS Performance will be measured through the following indicators: 1. All activities within the operational plans completed and delivered as planned; 2. All work activities is coordinated and in accordance with the relevant Act and

procedures; 3. Communication is maintained with stakeholders to ensure a coordinated

approach to the land administration and operations.

PERSON SPECIFICATION In addition to a relevant University first degree, the following Knowledge, Experience, Skills, and Abilities are required to successfully under take this role:

Knowledge and Experience 1. Experience in Land Administration and Land Management as a Divisional or

Estate Land Manager with more than five years' experience; 2. Demonstrated experience in interpreting, administering and compliance of the

Landuse Decree 2010 and its relations to relevant land administration legislations; 3. Wide and proven experience in all aspects of land management and administration with a very good knowledge of Surveying/ Valuation. Preferably to be a registered in either of the technical field but not necessary; 4. Practical, working knowledge of all aspects of Land Administration; 5. Proven experience in policy paper write-ups; 6. Understanding of Constitution, Relevant Act, Policies/ Guidelines and Standard Operating Procedures; 7. Understanding of teams and how to build and maintain high performing teams in geographically spread locations;

Under graduate qualifications in Land Management disciplines including, Real Estate, Land Use Planning, Geospatial & Surveying] is essential. Relevant Masters or Post graduate qualifications on one of these areas would be highly regarded.

Skills and Abilities 1. Demonstrated ability to manage and motivate staff at different level; 2. Ability to compile and analyse reports; 3. Demonstrated ability to analyse and solve complex problems and to provide

assistance to a wide range of staff, in a resource constrained environment; 4. Demonstrated ability to report writing, presentation, networking skills; 5. Demonstrated ability to meet tight and immovable deadlines; 6. Demonstrated ability to maintain confidentiality and neutrality, in a sensitive

CORPORATE INFORMATION

1. Position Level: LB01 2. Salary Range: $40,310 - $51,638 3. Duty Station: DLOW- Ministry of Lands & Mineral Resources, Lautoka. 4. Reporting Responsibilities:

a) Reports To: Permanent Secretary for Lands & Mineral Resources through Director Lands.

b) Liaises with: Surveyor General, Chief Valuer, Assistant Director Lands, Director Geospatial, Director Corporate Services.

c) Subordinates: Senior Technical Officers / Technical Officers & Assistants.

Suva. 4. Reporting Responsibilities:

a) Reports To: Permanent Secretary for Lands & Mineral Resources through Surveyor General.

b) Liaises with: Technical Directors/ Divisional Managers. c) Subordinates: Senior Surveyors/ Surveyors/ Technical Officers & Assistants.

POSITION PURPOSE The position is responsible for the examination of all survey plans in accordance with the Notices to Surveyor and relevant acts and legislations..

KEY DUTIES The position will achieve its purpose through the following key duties:

1. Interpret the Notice to Surveyors regarding Plan Examination and the required standard;

2. Provide sound advice on all plan examination matters to the surveyor general; 3. Examine all survey plan lodge to Plan Assessment Unit; 4. Assist the Surveyors Board with training and examination of Cadastral Survey

Project for candidates; 5. Implement approaches to training and staff development on all survey plan

examination aspects; 6. Undertake all required activities to ensure that staff are managed, supported to

enable them to carry out their responsibilities as designated; 7. Supervise, develop and train officer on procedures of plan examination.

KEY PERFORMANCE INDICATORS Performance will be measured through the following indicators:

1. All survey plans are examined within the time frame; 2. All Survey Plan examination carried out in compliance to the Acts,

Regulation, Standard Operation Manual and relevant legislation.

PERSON SPECIFICATION In addition to relevant University qualification and being a Registered Surveyor in Fiji, the following Knowledge, Experience, Skills, and Abilities are required to successfully under take this role:

Knowledge and Experience 1. At least 6 years' experience at a senior level with industrial knowledge; 2. Wide and proven experience in all aspects of plan examination with a very

good knowledge of Notices to Surveyor. 3. Practical, working knowledge of all aspects of Survey Plan Examination 4. Understanding of Surveying Act, Surveyors Regulation, Notices to Surveyor and
