The Ministry of Finance is inviting applications from suitably qualified persons to fill the following contract positions for a period of two (2) years in the Legal Division.

LEGAL OFFICER III

Job Summary

The Legal Officer III provides legal advice, interpretation and opinions to the Ministry of Finance.

Duties and Responsibilities: ? Conducts, researches and reviews existing legislation

and recommends appropriate amendments. ? Provides advice on the legal impact of

fiscal and tax policies of the Government. ? Researches and prepares legal opinions for the Ministry. ? Prepares Notes for Cabinet. ? Prepares and vets legal documents including

Contracts and financial documents. ? Supervises and provides guidance to junior legal staff. ? Liaises with and provides briefs to other Ministries with regard

to the conduct of legal matters affecting the Ministry. ? Represents the Ministry at Meetings, Conferences or Workshops. ? Represent the Ministry in Courts of Law or

Tribunals where necessary. ? Provides technical support to the Minister of Finance in Parliament.

Knowledge, Skills and Responsibilities: ? Negotiation, mediation and arbitration skills. ? Excellent interpersonal and communication skills. ? Ability to write clearly, concisely and in an organized manner with

conclusions fully supported by appropriate facts and analysis. ? Ability to effectively utilize the principles, methods, materials,

practices and references in legal research. ? Sound understanding of Public Service operations, rules and

regulations. ? Considerable knowledge of the laws of the Republic of Trinidad and

Tobago and in particular laws governing financial management in the Public Sector. ? Sound Knowledge of the Court procedures and practices of Trinidad and Tobago. ? Ability to exercise initiative and independent judgement.

Minimum Experience and Training: ? Qualified to practice as an Attorney-at-Law in the jurisdiction of Trinidad and Tobago as evidenced by the professional certification

required by law. ? At least eight (8) years experience in the practice of law. ? 2-3 years Supervisory experience.

L` EGAL OFFICER II

Main Duties and Responsibilities: ? Conducts and monitors legal matters under the purview of the

Ministry. ? Researches and reviews existing legislation and recommends

appropriate amendments. ? Provides legal opinions, briefs and advice. ? Develops and maintains a Legal Information Database. ? Advises on the application of the disciplinary regulations/the instituting

of disciplinary proceedings or otherwise against public officers.

Knowledge, Skills and Abilities ? Negotiation, mediation and arbitration skills. ? Ability to write clearly, concisely and in an organized manner with

conclusions fully supported by appropriate facts and analysis. ? Knowledge of industrial relations policies, principles and practices. ? Sound knowledge of Public Service operations, rules and

regulations. ? Knowledge of financial and other legislation which come under the

purview of the Ministry. ? Knowledge of the Court Procedures of Trinidad and Tobago.

Experience and Training: ? Qualified to practice as an Attorney-at-Law in the jurisdiction of Trinidad and

Tobago as evidenced by the professional certification required by law. ? At least two (2) to four (4) years experience in the practice of law.

? Knowledge of the fundamentals of legal drafting and interpretation.

? Supervisory experience in a similar related environment.

LEGAL OFFICER I

Main Duties and Responsibilities: ? Researches legal issues and legislation relating to areas of law and policy

which come under the purview of the Ministry. ? Provides research support for the review of existing legislation and makes

recommendations for amendment. ? Prepares briefs pertaining to the Ministry's portfolio. ? Advises on the application of the disciplinary regulations/the instituting of

disciplinary proceedings or otherwise against public officers.

Knowledge, Skills, and Abilities ? Negotiation, mediation and arbitration skills. ? Excellent oral, written and analytical skills. ? Knowledge of research skills and techniques. ? Knowledge of Public Service operations, rules

and regulations. ? Knowledge of financial and other legislation which come

under the purview of the Ministry. ? Knowledge of the Court Procedures of Trinidad and Tobago.

Experience and Training:

Two (2) years experience in the practice of law as an Attorney-at-Law in the jurisdiction of Trinidad and Tobago as evidenced by the professional certification required by law.
