Much of this situation is unprecedented and updates are frequent, your patience is appreciated.We are currently exploring options for a possible extension of the renewal date for officers scheduled to expire June 30, 2020 as well as alternatives for medical exams, psychological exams, etc. We are working to determine what legal or administrative steps need to be taken to make changes as well as what IT modifications may be required.However, aside from asking for your patience, we ask that you:Use the Online system as much as possible for renewal and all of your POST related business.If your officers have enough credits, please renew them as you normally would as opposed to waiting for any possible extension of the renewal date.Encourage your officers to use their online accounts as well, for renewal if your agency does not pay for them, or just for seeing how much CE they have, etc.Verify that your rosters are correct and submit changes as needed. Following guidance from Governor Walz and the Minnesota Department of Health, we are taking aggressive steps to prevent the spread of COVID-19, including through social distancing strategies.We have transitioned some staff to working remotely to accomplish peace officer licensing tasks. Please allow for extra time to process non-licensing business and other requests.If you have questions relating to certain areas of POST responsibilities, please refer to our website contacts page or use this link to reach out to the correct staff member: license renewal and compliance with annual training mandates:Generally:POST license renewal will continue as scheduled with a deadline for license renewal of June 30, 2020;Licensees are still required to have 48 hours of continuing education (CE) credits in the POST system to renew their license.Agencies must be in compliance with annual mandated training (Use of Force, firearms) for the years of 2017, 2018 and 2019 of this renewal cycle, as those years are unaffected by the COVID-19 emergency.REMINDER: The 16 credits of mandated training in crisis intervention, conflict management and cultural awareness/implicit bias is NOT required until June 30, 2021 when licensees in that three year cycle renew.COVID-19 adjustments. POST recognizes that many courses have been cancelled and/or it is not advisable for agencies to conduct some training such as use of force during this emergency. The only mandatory training that may be affected by this issue is EVOC. There may be officers who were scheduled to attend EVOC training this spring to comply with June 30, 2020 renewal who cannot take the class.Therefore, if requirements for mandated EVOC training, cannot be met for this renewal cycle, the agency should:Notify POST of which officer(s) were not able to receive the required training, and;Develop a plan to expeditiously return to compliance once the COVID-19 situation has subsided, and;Maintain documentation of that plan and the eventual completion of the requirements for review during the regular POST compliance reviews.2020 annual mandates (Officers renewing in 2021). POST will be monitoring the COVID-19 emergency and getting feedback from agencies and training providers as 2020 progresses. While the board hopes that the emergency will eventually subside, the board is prepared to consider other options regarding 2020 training requirements.Licensing of new officers and lateral transfers:This is a primary business process for the POST Board and will continue uninterrupted during the COVID-19 emergency. This applies to:License-eligible candidates that have already met all licensing requirements and are being hired by a law enforcement agency.Already licensed Officers who are being hired by another law enforcement agency.Requests for licenses, personnel notification and termination forms can be submitted and will be processed normally.Current Professional Peace Officer Education (PPOE) Students:Students in the academic portion of the PPOE:POST is in communication with PPOE schools and is allowing flexibility in terms of alternate methods of instruction delivery such as online arrangements with PPOE instructors.Within the parameters of an alternative delivery system, POST is relying on the inherent creativity and resources of the PPOE providers to meet the required objectives for PPOE certification.Students in the “skills” portion of the PPOE:POST has been in communication with PPOE skills providers to provide guidance on how to proceed during the COVID-19 emergency.POST has been monitoring how state POST Boards nation-wide are addressing the issue with their law enforcement academies. While Minnesota does not have an academy system per se, many of the same concerns and actions apply. Nation-wide, responses have ranged from complete closure, 8 week delays, holding students on site and everything in between.Because skills is administered by different regional schools with different constraints, e.g. number of students, the decisions noted above will be left to the PPOE schools themselves.The POST Board IS NOT waiving any training requirements for the skills portion of PPOE. POST recognizes that this may delay the ability of students to become license eligible and consequently the ability of agencies to hire new officers, however the board believes this is necessary to ensure the safety of the public and future peace officers.Peace Officer licensing examination:Pearson Vue, POST’s vendor for administering the licensing exam, has temporarily closed operations at Pearson Professional Centers (PPCs) starting March 16, 2020 until April 16, 2020. Candidates who have scheduled exams during these dates will be notified of their exam cancellation and receive instructions for re-scheduling their exam on or after April 16, 2020. The POST Board will continue to accept and process applications to take the exam however candidates will not be able to schedule the exam until the PPCs reopen. ................
