ADMINISTRATIVE POLICY 5.2
MOTOR VEHICLE TITLE APPLICATIONS
If application for relief (transfer of title to motor vehicle upon proper showing of inability to obtain title) is made pursuant to Minn. Stat. 168A.25, the Court Administrator shall open a civil file and send a computer-generated “notice of hearing form to such individuals or entities as the District Judge shall direct, usually including the transferor and any secured parties. Immediately prior to the hearing, the plaintiff shall obtain from local law enforcement, and shall file with the Court, an officer’s affidavit attaching and incorporating current computer-generated information regarding any stolen vehicle reports and current registration information as to the vehicle, and the officer’s report of inspection and confirmation that the vehicle’s VIN (vehicle identification number) is as stated in the complaint [form provided in district form book]. A filing fee shall be paid by the applicant, unless the applicant applies for and is granted in forma pauperis status, or unless the Judge waives the filing fee for other good cause.
