This handbook has been prepared to acquaint you and your parents with information that will affect a great deal of your school life. All students and parents should familiarize themselves with the material in this handbook. Be sure to keep the handbook for future reference. Certainly not all situations that will arise during the school term can be covered in this book, but “common sense” should guide your behavior and conduct at all times. All students are encouraged to take advantage of the many academic and extra-curricular activities available.It is the school district’s and school employee's responsibility to provide the best possible education for all students. It is the responsibility of each student to do the best he/she can with the training, knowledge, and other opportunities that are made available to you. Please talk with your teacher, principal, superintendent, or counselor any time you have a problem or think that you have something to contribute to improve the school environment. All of these people are here to help in any way possible. If you have any suggestions that you think would improve this handbook, please contact the school principal.Elastic ClauseA rulebook is a guide. If a student commits an act not covered in this guide that threatens the safety or health of other students and staff, then the principal reserves the right to act accordingly. While the school’s responsibility is the education of the child, this can best be successfully accomplished with the assistance of parents, both in a supportive role and in an independent role. The suggestions are that -suggestions - and are not intended to impose upon parents. 1.Each child is unique. Accept the child’s weaknesses and build upon the strengths. 2.Criticism breaks down the individual while praise builds up the individual. 3.Take an active part in the education of your child by becoming familiar with the curriculum of the school4.Sleep is important. SCHOOL AGEThe Elgin/New Leipzig Elementary School system is equally free, open and accessible to all children at all times. Children who are not 5 years old by midnight August 1st will not start kindergarten until the following year unless they pass the early entrance examination administered by the Southwest Special Education Unit. This includes the sports of girls' basketball, boys' basketball, and volleyball (Note - passes will not be accepted for football). This does not include music concerts, drama productions, and tournaments. The gate prices for all High School athletic events will be $6.00 for adults and $4.00 for students (1-12). Kindergarten students have free admission. The gate price for all JH and Elementary athletic events will be $3.00 for adults and $2.00 for students (1-12). Board members and their spouses, and staff members' spouses will be charged $15.00 for an activity pass and will be honored at all athletic events except for football, special events and tournaments. Senior Citizens, age 62 and over, may pay the student gate rate or purchase an adult pass for $65. This pass will be good for all athletic events, except football and tournaments.Coyote Pass.......$ 35.00 (student)$ 65.00 (adult)HOT LUNCH MEAL PAYMENT POLICYThe school will be requiring money to be put into each child’s lunch account BEFORE it is used instead of billing at the end of each month for the amount that was charged.You can set up an account with E-Funds at to make these payments. Thank you for your assistance and cooperation.Applications for free and reduced-priced meals can be done on the form sent with the fall registration packets or online at Benefit PlanElgin/New Leipzig Public School District No. 49 or No 18 will not carry hospitalization or accident benefit fund coverage for any of the students enrolled, and it does not assume any financial responsibility for medical or hospital claims for any students injured in any activity directly or indirectly connected with the school.Library and Classroom BooksA. Mutilated, Lost and Damaged Books - theft and mutilation of school materials are state offenses and subject to financial and disciplinary penalties. A lost or damaged library book should be reported to the circulation desk immediately. Other texts should be reported to student’s classroom teacher. A reported lost book is searched for in the library or classroom. If not located, a bill will be sent for the cost of the lost book. In case of a damaged book, a bill will be sent for the cost of repair or rebinding.All fines must be cleared by the end of the quarter.B. Loan Periods - when you borrow books be sure you understand the exact regulations governing their use. Books may be checked out for a period of two weeks.Shelving of Books - whenever you pick up a book from an open shelf to read in a school library, reshelf it exactly where you obtained it. Book ClubsBook club order forms will be sent home for you to look through. Do not feel you must buy a book each time. Please send the money and the book order, with your child's name on it, back to the school in an envelope. If you need to write a check, please make it payable to Scholastics.Building and Grounds PoliciesBicyclesStudents riding bicycles to school must leave them in the bike racks and are not permitted to ride bikes during the day. Play it safe and lock the bicycle to the rack. Students should follow bicycle safety rules when riding to or from school, taking extreme caution during heavy traffic before and after school. Use of Gum, Candy, Etc.There is a fresh fruit and fresh vegetable snack provided daily for all students. The use of gum, candy, sunflower seeds, etc., are not permitted. Cough drops may be used when a student has a bad cold or sore throat. The cough drops may be used only with permission of the teacher in your class. Be sure to ask each one of your teachers.Leaving the BuildingStudents are not to leave school premises until dismissal time at the end of the regular school day. If you find it necessary to leave the building for any reason during school hours, a student must obtain permission at the office. Students leaving the building during school time must have written permission & sign out at the office when they leave and return. Requests for errands must be held to a minimum. LyceumsOccasionally there will be lyceum programs for the students either of an educational or entertaining nature. These programs are at no cost to the students and the students are expected to act in an appropriate manner.Lost and FoundIf a book or some other personal item is lost, report it to the elementary office immediately. Students who find items are asked to bring them to the elementary office and these items will be put in the school's lost and found. All unclaimed items will be disposed of at the end of the year.Fire and Tornado DrillsFire and tornado drills will be held as weather permits. Students and teachers shall proceed to the designated exits as shown on the procedure maps in each room for fire drills. The building should be evacuated quickly, but do not run or panic. The first people to the exit doors shall hold the doors open for all others and then join the others away from the building. The fire alarm system will be used for fire drills.For Tornado drills, students and teachers shall proceed to the designated areas, and hunch down and cover the head until the all-clear signal is given. Field TripsField trips are another important part of our program. At the beginning of the year you will receive a permission slip for any field trips your student may take as part of their schooling. When field trips are planned a note will be sent home outlining the itinerary, contact information, any possible costs, and purpose. If you do not support your student going along on a particular field trip you may provide the school a written note stating that permission is not granted for this particular field trip.SIGNATURE SLIPSMany clubs send information to pass out to parents to look through. This information is to come back to school with your signature and the club will send free class gifts to our room. This information often asks you to join a club.You are under no obligation to join. Please sign your name and return the slips for a free class gift. Please read all notices sent home. Return necessary supplies promptly. PetsNo pets of any kind are to be brought to school without permission from the Administration and proof of Rabies vaccination. Animals that are specifically trained service are welcomed in the building. Proof may be requested that an animal is a service animal.Picking Up Pupils After SchoolPlease arrange to pick up pupils in the parking lot or behind the school to avoid the hazard of double parking in front of the school. Students are reminded to walk to the nearest crosswalk to cross the street. For safety reasons walking between buses is not allowed at any time.Changing Pick-Ups or Drop-OffsStudents must ride and be dropped off at their normally scheduled bus stop unless permission is specifically granted by a parent or guardian either by a signed note or verbal communication with the parent or guardian. If a note is not provided or verbal permission is not given specifically by a parent or guardian the student will be placed on their regular route for their regular drop off location. This includes being picked-up by someone who is not a parent or guardian of the child.Morning Arrival TimePatron should be aware that the elementary doors will remain locked until 7:50 AM. Students arriving before that time must enter the school through the High School entrance and must remain in the entrance or gymnasium in the high school until 7:50 unless otherwise authorized by their teacher. Breakfast is available in the high school gymnasium for those families wishing to participate in that program.School VisitationsSome children like to bring friends who may be visiting at their home. This has not been a problem, and when it has occurred teachers have managed well. Please make prior arrangements by calling the teacher or principal concerning such visits.Parents are always welcome to visit the school and are urged to do so. As a courtesy, you must inform the teacher ahead of time. When arriving stop and register at the principal's office.Performance Drop-OffsFrom time to time the school may offer a program that occurs after such, such as a music concert. Children should be dropped off no sooner than 20 minutes before the schedule time of the performance unless otherwise specified by the teacher providing supervision. Children dropped off before such time will be turned away until the appropriate arrival MUNICATION POLCIESMessages During SchoolStudents will be discouraged from sending or taking communications (telephone, cell phone, etc.) except in cases of emergency. Students will not be called out of class to answer take messages except in case of emergency. A message will be taken at the main office and passed on to the student. Arrangements regarding birthday parties, sleepover’s, or activities w/friends after school needs to be taken care of outside of school hours.Cell Phone UsageStudents are not allowed to use cell phones during school hours at the Elgin/New Leipzig Elementary except for the following situations. Phones are to be powered down or silenced and in the school bags during the school day. Phones are not to be carried in pockets or any other place on the body.Cell phones may be used in the office with permission of office staff and the classroom teacher.Each teacher will determine their cell phone policy and if they can/will be used in their individual classrooms. Cell phone use in the classroom will be for educational purposes only.The school is not responsible for lost, stolen or broken technology. Students concerned about this are encouraged to leave their technology at home.Devices will be collected by any staff member if a student violates this policy. When a device is taken from a student – 1st Offense – Loss of cell phone for the school day. It can be retrieved from the principal at the end of the day by the student. 2nd Offense – The student will bring their phone to the office each day upon arrival for one week and may pick it up at the end of each day. The parents will be notified. 3rd Offense – Repeat the 2nd Offense and a parent/guardian must claim the device at the end of the duration to meet with the principal. Further consequences may by applied to the student. Closing of SchoolWhenever it appears there may be a school closing or school may be dismissed early or start late due to bad weather, the (Black Board Connect #5) will be used as well as listen to KFYR radio Bismarck and KFYR-TV (Channel 5). Announcements will also be posted on the school puter/Internet UsageInternet access is a privilege, not a right. Students are responsible for good behavior on school computer networks just as they are in a classroom or a school hallway. General school rules for behavior and communications apply. The network and internet access is provided for students to conduct research and communicate with others. Access to network services and the Internet will be provided to students who agree to act in a considerate and responsible manner.Before using the network or internet, students and their parents will be required to sign a copy of the complete Acceptable Use Policy at the beginning of each school term. Students violating this policy will have their access taken away for an extended period of time, according to the Internet Acceptable Use Policy. Additional disciplinary action may be taken in line with existing practice regarding inappropriate language or behavior. This information will be also on our schools' web site at gcs.k12.nd.us.HEALTH POLICIESPlease inform the teacher of any health conditions that might have an effect on your child's learning or physical activity.If it is necessary for a student to take medicine at school, the parent must send a note explaining the condition and the procedure for taking the medication.In-school health screenings are conducted each fall by the public health service, checking pupils in various grades for vision, and curvature of the spine. ImmunizationsState law requires that proof of immunization for certain illnesses be filed in the records of each student. If an epidemic is declared by the State Health Department, all students who are not immunized for that disease will not be able to attend municable Diseases Including Head LiceAny child having any contagious or infectious diseases shall receive a phone call home and encouraged to seek medical attention. The school shall request documentation, so that any absences are recorded as being for medical reasons. Our joint efforts in teaching safety will make our community a safe place for our children.PLAYGROUNDParents should be aware that the school grounds are not supervised by anyone before 8:20 am or after 3:20pm.COUNSELING POLICYStudents may receive counseling services for the following reasons: they are part of group counseling, they are receiving classroom counseling, referral by the teacher or other qualified educational staff, parent referral, self-referrals, and by a referral from a friend. Parents can contact the counselor by phone or request a face-to-face meeting if they have any concerns about their child or the counseling services provided.In performing the duties of a counselor, the guidelines of the American School Counselor Association Code of Ethics and Standards of Practice will always be upheld.??In accordance with this, all information shared with the counselor is considered confidential, however, in performing the duties of a counselor there are specific times when confidentiality may be broken in the interest of safety.??Some examples include if a student poses a danger to themselves or others, if there is a disclosure of abuse (emotional, physical, etc), or if there is a disclosure of neglect.It is the goal of the Elgin/New Leipzig Public School to foster the social and emotional health needs of our students in conjunction with their parents in order to best meet their needs.DRESS AND GROOMING CODEThe Board of Education of the Elgin/New Leipzig Public School has adopted the following policy with respect to the dress and grooming of students. The Board accepts the responsibility for maintaining a school environment conducive to the learning process and will not permit extremes of dress or grooming to distract from this environment. The Board recognizes that there are positive benefits to individuals and the school, which occurs from a neat, clean and well-groomed student body.The Board believes that the major responsibility for proper dress and grooming rests with the parents and students themselves. We seek your cooperation in providing a desirable learning environment at the Elgin/New Leipzig Public School.Students and parents should use good judgment as to the kind of shorts and the weather conditions when contemplating the wearing of shorts. When children arrive at school in the morning, it is often chilly. It would be appropriate for children to come to school wearing long pants, socks, & jackets. Shorts may be packed in backpacks and students will be allowed to change clothing when the temperature is conducive to summer attire.In addition to the policy established by the Board of Education of the Elgin/New Leipzig Public School, the wearing of boots along with other proper outer wear, cap, gloves, etc. will be required during the times of inclement weather. Clothing properly marked for identification will aid against mix-up and loss.Shorts/ ClothingShorts may be no higher than mid-thigh. Shorts may only be worn when weather appropriate.No Bandanas of any kind are allowed to be worn in any fashion or on any part of the body.Students will not be permitted to write on themselves or on others. Any unnecessary markings on one's body are deemed inappropriate and the student will be asked to remove them. Transparent or semitransparent fabrics are prohibitedAutographed items of apparel and decorative patches are not to be excessive. Apparel will not display alcohol or tobacco products, and be vulgar or profane in either language or position.Frayed or torn clothing is unacceptable.Dresses, culottes, and skirts must be of proper length (use good judgment).Exposed bra straps or cleavage are not allowed and are prohibited. No caps, hats, plumber's pants or doo rags to be worn during regular school hours.The value of Education should be respected. A student may be either sent home to change or asked to wear a cover-up shirt if these rules are not followed.Physical Education DressAll students will participate in physical education and will furnish their own gym shoes, which will be required to be worn in the gym. Shoes should be of the type which are white soles non-marking on the floor. Gym shoes will not be worn outside in daily wear. ATTENDANCE POLICIESRegular school attendance is essential if a student is to gain the maximum benefits offered by this school. If a student is absent more than 20 days, the student may not receive credit for the years’ work and/or advance to the next grade. The only exceptions to this will be cases of prolonged illness or dire extenuating circumstances which would make school impossible. If this is the case, the student and the parents may appear before the School Board at the regular or special session and give their reasons as to why the student was absent for more than 20 days. If the reasons, in the opinion of the Board, were not sufficient to warrant the absences, the student would not receive credit for the year's work and/or advance to the next grade. ABSENCESWhen a student must be absent from school, parents are asked to inform the school in advance or as soon as possible. Telephone calls should be made between 7:30 and 9:00 AM. A student will be considered absent when the student is missing from school for any day or part of a day. To avoid being counted absent for a half day, a student must be in school by 10:00 a.m. and not leave school before 2:00 p.m. All participants in co-curricular activities must be in attendance ALL day, to be eligible for participation or practice that day. Exceptions may be made for medical appointments or other emergencies. These must be cleared through the building principal. Attendance will be recorded by all teachers in the morning and afternoon.Making up WorkStudents are allowed two days to complete work for the first day missed and one day thereafter for each day missed. EXAMPLE: If a student is absent on Monday, all work must be completed by the beginning of class on Thursday. This does not apply to work previously assigned. Work previously assigned is due upon return. Tests previously assigned are to be taken upon return as well, with no waiting period. A grade of “Zero” or a reduction in points may be recorded for assignments, which do not meet these time lines.TARDINESSIf for unforeseeable reasons a student must be tardy, parents/guardians should send an excuse slip stating the reason or call the school for the late arrival. Action may be necessary if tardiness continues.Dropping Elective CoursesIt is always encouraged that a student participating in an elective subject (such as band) complete the program for that school year. If circumstances arise where it is deemed in the child’s best interest to drop an elective course then that desire must be placed in writing using the school’s drop form by the parent or guardian. This written request needs to be given to the instructor of the elective course. The instructor will then pass this written request on to the principal. This request needs to occur in the first 2 weeks of a new semester or it will be denied automatically. Dropping electives at semester break is discouraged but can be done within 2 weeks of starting a new semester. Requests to drop a course at the semester break will be discouraged by ENL teaching and administrative staff. It is not a strict step by step process as behavior issues vary and it would be impossible to write a process that is appropriate for handling all situations. Behavior problems that are a consistent and persistent issue may be referred to the MTSS process for an individual plan to address the behavior. Student plans do not supersede district policies.Verbal Warning – teach and practice expectationNote home – practice expectationDetention and/or Conference with parentDisciplinary referral to administration (fill out form)DetentionStudents who are given detention by an instructor or an administrator are expected to make up that time with the instructor or administrator. The student must make arrangements to make up the detention within two (2) days of the date that detention was given. Failure to do this can be cause for in-school suspension. Detention will be held after school hours and will have priority over extra-curricular activities. Disciplinary actions requiring an administrative referral are subject to the “Code of Conduct” policy.Serious Student MisconductCertain types of offenses are more extreme and will warrant an immediate administrative referral. All violations of this policy will be documented and put on file for a minimum of the remainder of the year and possibly for the duration of their schooling at ENL. Any action that jeopardizes the physical safety of students or staff (resulting or potentially resulting in physical injury) will be subject to immediate suspension of a minimum of 1 day. Multiple violations of this policy may result in expulsion under this policy. This does not prevent the school from seeking immediate expulsion under other policies or legal regulations. All violations of this policy will be reported to parents verbally and in writing. This list is not all inclusive, any action that seriously jeopardizes the mission or philosophy of the school is subject to disciplinary action under this policy.Rule 1 – Disruption of the schoolAny action taken by a student that hampers the ability of the teacher to conduct their class and interferes with the learning environment of the classroom or the school is strictly prohibited. For the purposes of this policy behaviors that prevents a teacher from continuing to provide instruction, substantially obstructs the operation of the school, or prevents access to services is applicable to this rule.Rule 2 – Damage, Destruction, or Theft of PropertyAny action taken that causes or attempts to cause damage to property is considered serious student misconduct. The theft or attempted theft of property is also serious misconduct. Violations of this policy may be subject to fiscal restitution and may be referred to the authorities if the theft is applicable to legal actions. Restitution may take the place of suspensions under this rule. Rule 3 – Assault or Physical AbuseA student shall not cause or intend to cause physical injury or harm on school grounds during school or at a school function. If applicable authorities will be contacted. Any violation of rule 3 is grounds for immediate suspension for a minimum of one day. If physical injury is a result of such actions at least 1 day of the suspension will be out of school. Physical injury may include such things as bruising, abrasions, and cuts. Other types of physically aggressive behavior may be addressed via classroom policy or less severe consequences.Rule 4 – Repeated School ViolationsRepeated violations of the school’s mission or philosophy that persist after contact with parents are subject to a serious student misconduct violation under this rule. Failure to comply repeatedly to directions by ENL staff is subject to disciplinary action under this rule. Repeated Serious Misconduct ViolationsAll violations of this policy will result in a minimum of a half of day of in-school suspension, a referral to counseling, and parent contact. Additional violations will result in longer suspensions. If three serious misconduct violations have occurred out-of-school suspension will be required. If five misconduct violations have occurred expulsion will be considered. This does not mean 3 or 5 violations of misconduct are required for out-of-school suspension or expulsion. DUE PROCESSElgin/New Leipzig School policies and rules will be enforced by the staff and administration. Severity of punishment will be at the discretion of school officials. No student can be arbitrarily suspended from school, either in-school or out-of-school. The basic due process elements for long-term suspensions (5 or more days) or expulsions are:Due Process Procedure Student must be notified by school staff orally or in writing of the allegations at hand.School officials will provide evidence to support allegations.Student will be allowed to respond to allegations.Accuracy of allegations will be determined by school staff and decision rendered.Disciplinary notice given6. Can be grieved following the “Chain of Command” policy. The school board does reserve the right to deny the review of grievances.Student conduct severe enough to be considered for expulsion will be handled in accordance with NDCC15.1-19-09PASSENGER REGULATIONS FOR BUS STUDENTSThe school board has the authority and duty to establish rules for children riding a school bus. Failure to follow these rules or school behavior polices are both subject to disciplinary action outline by the school’s behavior policies and can result in the suspension or revoking of riding privileges. Also see policies “Picking Up Pupils After School” and “Changing Pick-Ups or Drop-Offs.” Also see board policy FHCB-R for more details.Children being transported are under the authority of the bus driver.Children shall be on time for the bus both morning and evening. Buses will wait no longer than 5 minutes for a student to get on the bus. If tardiness is frequent the driver may depart after 3 minutes.The children shall inform the driver when they do not plan to ride the bus in the morning or in the evening.Children shall walk on the left side of the highway facing oncoming traffic.If a child must cross the highway to get on the bus, they must remain off the road until the bus comes to a stop and the driver signals him to cross. They shall walk far enough in front of the bus so that they can see the driver at all times. The student shall then walk in front of the bus and stop in line with the front left fender until the driver signals him to cross.Students will remain off the highway or street until the entrance door is opened during pick-ups and drop-offsWhen a bus is approaching, children shall remain a safe distance from the bus until it has stopped and the door has been opened. They will then enter the bus in an orderly manner.Children may select their seats or they may be assigned by the driver, but when such selection is made, they cannot be changed without the consent of the driver. They must remain in their seat until the bus stops at a loading zone.Books and packages shall not be placed in the aisle.Children shall remain seated while the bus is in motion and not sit with their feet or legs in the aisle.Students must keep all arms and legs in the bus while it is in motionWhen the bus is coming to a railroad track, passengers must be quiet until the bus has crossed the track.All operations of the bus are to be handled by the bus driver (i.e. the door, stop arm, etc.)Children shall not scatter litter in the bus or along the highwayThe emergency exit doors shall not be used except in cases of emergency or for the purpose of conducting drills.Children shall not carry on unnecessary conversation with the driver when the bus is in motion.GRADING POLICIESREPORT AND GRADING SYSTEMLetter grades of A, B, C, D and F will be given in grades 1-6 for language arts subjects, mathematics, science-health, music, physical education, and social studies. A mastery scale may be used in other subjects (E – exceeds mastery, M – mastered, A – approaching mastery, D – developing, in relation to grade level expectations). Grade K will use E, M, A, D for grading all subject areas. Parents/guardians are asked to arrange to pick up the first nine weeks report card at the parent-teacher conference. Progress reports will be available via PowerSchool. An alert will be sent out when mid-term grades are ready to check. A physical copy can be made upon request. Contact the main office to set up a login and password if you do not have a login and password. In addition to grades, the report card will record the number of days absent and times tardy during the nine-week period. Daily grades may be lowered when assigned work is: 1) late-not turned in at the appointed time; or 2) incomplete-part of the assignment is not complete for whatever reason. Students are responsible for completing the assigned work at the appointed time. Grades may reflect pupil’s abilities to be responsible in this manner. If this type of grade lowering behavior continues, the teacher will contact the student’s parents to discuss ways to get the student to turn their work in completed and on time.Incomplete or Failing Work PolicyStudents who are failing due to outstanding homework will be required to stay after school to make up that missing work. If assignments are in excess of 2 weeks outstanding a student may still be required to stay after even if they possess a passing grade. Students with failing grades for a 2 week or greater period may also be requested to arrange for extra time after school to receive assistance or additional instruction.STUDENT CHEATINGA student found cheating on an examination will receive a zero on the test or other assignment. If cheating occurs a second time the student will receive a zero and a meeting will be arranged with the parents before the student is allowed back into class. Notification of the cheating will be given to the parents each time.RETENTION POLICY – Elgin/New Leipzig Public SchoolIt is important a pupil be successful in his or her school experience so, among other reasons, that his feelings of worth, successfulness, and achievement are enhanced along with attitudes of school and work. To help provide for a pupil's success in the classroom, various instructional techniques and programs are used such as grouping within the curriculum areas, modifying the instructional program, basic skills instruction, Special Education instruction, and individual instruction conducted by the classroom aide and teacher. When these instructional programs do not provide for the pupil's success in meeting the goals of the instructional program for that grade, then retention in that grade has to become a consideration. It is hoped that the consensus for retaining a pupil can be reached jointly by parents, teacher, and principal; however, the school maintains the right to retain any students who do not meet the goals of that grade in grades K - 6.Some criteria considered in retention of a pupil are:a. Pupil's performance b. Pupil's abilities c. Independence in doing workd. Responsibility in getting work donee. Attitude toward schoolworkf. Rate at which work is doneg. Amount of work, which can be doneh. Potential for success at the next gradei. School attendanceDecision to retain students in grades K-6 shall be made by a team of the child’s teachers, principal, and parents. An indication that retention is a possibility will be sent prior to the last reporting period. A face to face meeting will occur between the parents, teacher, and principal where the progress of the child is discussed and the potential that a recommendation for retention may be made. Students that have an Individual Education Plan will be promoted or retained according to the goals set within their “Individualized Educational Program” or IEP. Any decision to promote or retain a student on an IEP will be made at an IEP meeting.Students in fourth to the sixth grade must maintain at least a 75% overall average in their core academic classes (math, English, science, and social studies). If this is not the case the district will have the final decision in whether or not to promote a student.Students in the elementary grades K-3 will have promotion indicated on their final report card. If the recommendation of the school is not to promote, a retention form will be sent to the parents and promotion will not be indicated on the final report card. This indication will not be made on the final reporting term of students with IEP’s since the determination will be made at an IEP meeting. There will be two cases in which the final decision to retain or promote a student will be made solely by the school. The first case would be for students who are chronically absent and not proficient in grade level expectations. Students gone more than 20 times in a school year would be considered chronically absent and will receive several notifications regarding attendance. If attendance remains a concern, in particular if additional programming or recommendations by the school are not followed, the final decision will rest with the school as to whether or not retention is in the best interest of the child.The second case will be for students who are performing more than 1 grade level below their current academic grade on multiple standardized measures in both language arts and mathematics. If these learning concerns are not the result of a learning disability and the student is shown to be a good candidate for retention, the final decision for retention will rest with the school. SPECIAL SERVICESSpeech Therapy and Learning Disabilities classes will be offered to students needing these services. Other Special Education services (OT, PT) are usually provided from within the Southwest Special Education Unit.Elgin/New Leipzig Public School’s Bullying Policy A safe and civil environment is needed for students to learn and attain high academic standards and to promote healthy human relationships. Bullying, like other violent or disruptive behavior, is conduct that interferes with students' ability to learn and teachers' ability to educate students in a safe environment. ENLPS (Elgin/New Leipzig Public School) is committed to positive interactions and understanding that these 'bullying behaviors' are not acceptable. Additionally ENLPS will monitor and promote the best of cultures between our students, faculty, parents, and community as our first level of action. It is the school districts' intent to prevent bullying and to take action to investigate, respond, remediate, and discipline those acts of bullying which have not been successfully prevented. The purpose of this policy is to assist the Elgin/New Leipzig Public School in its goal of preventing and responding to acts of bullying, intimidation, violence, and other similar disruptive behavior. GENERAL STATEMENT OF POLICY A. An act of bullying, by either an individual student or a group of students, is expressly prohibited on school district property or at school-related functions, including school buses. This policy applies not only to students who directly engage in an act of bullying but also to students who, by their indirect behavior, condone or support another student's act of bullying. This policy also applies to any student whose conduct at any time or in any place constitutes bullying that interferes with or obstructs the mission or operations of the school district or the safety or welfare of the student, other students, or employees. B. No teacher, administrator, volunteer, contractor, or other employee of the school district shall permit, condone, or tolerate bullying. C. Apparent permission or consent by a student being bullied does not lessen the prohibitions contained in this policy. D. Retaliation against a victim, good faith reporter, or a witness of bullying is prohibited.E. False accusations or reports of bullying against another student are prohibited. F. A person who engages in an act of bullying, reprisal, or false reporting of bullying or permits, condones, or tolerates bullying shall be subject to discipline for that act in accordance with school district's policies and procedures. The school district may take into account the following factors: 1. The developmental and maturity levels of the parties involved; 2. The levels of harm, surrounding circumstances, and nature of the behavior; 3. Past incidences or past or continuing patterns of behavior; 4. The relationship between the parties involved; and 5. The context in which the alleged incidents occurred. Consequences for students who commit prohibited acts of bullying may range from positive behavioral interventions up to and including suspension and/or expulsion. Consequences for employees who permit, condone, or tolerate bullying or engage in an act of reprisal or intentional false reporting of bullying may result in disciplinary action up to and including termination or discharge. Consequences for other individuals engaging in prohibited acts of bullying may include, but not be limited to, exclusion from school district property and events and/or termination of services and/or contracts. G. Elgin/New Leipzig Public School will act to investigate all complaints of bullying and will discipline or take appropriate action against any student, teacher, administrator, volunteer, contractor, or other employee of the school district who is found to have violated this policy. DEFINITIONS For purposes of this policy, the definitions included in this section apply. "Bullying" means any physical, written or verbal expression (including the use of electronic technologies) or pattern that is intended to cause or does cause distress to one or more students. This also may interfere with another student or students' educational benefits, opportunities, or performance. The definition includes three important components: * Bullying is aggressive behavior that involved unwanted negative actions * Bullying involves a pattern of behavior repeated overtime * Bullying involves an imbalance of power or strength REPORTING PROCEDURE Any person who believes he or she has been the victim of bullying or any person with knowledge or belief of conduct that may constitute bullying shall report the alleged acts immediately to the appropriate school district officials (teachers, administrators, coaches/advisors and other employees). A student may report bullying anonymously, but action may not be taken against an alleged perpetrator based solely on an anonymous report. A teacher, school administrator(s), volunteer, contractor, or other school employee shall be particularly alert to possible situations, circumstances, or events that might include bullying. Any such person who receives a report of, observes, or has other knowledge or belief of conduct that may constitute bullying shall inform the building principal. Elgin/New Leipzig Public School will respect the privacy of the complainant(s), the individual(s) against whom the complaint is filed, and the witnesses as much as possible, consistent with the school district's obligation to investigate, take appropriate action, and comply with any legal disclosure obligations. DOCUMENTATION AND RETENTIONThe District shall develop a form to report alleged violations of this policy. The form should be completed by school staff when they:Initiate a report of an alleged violation of this policy: orReceive an oral report of an alleged violation of this policy. The form should be completed by an administrator when she/he:Initiates a report of an alleged violation of this policy; orReceives an oral report of an alleged violation of this policy. All written reports of an alleged violation of this policy received by the District shall be forwarded to the appropriate school administrator for investigation and retention. Report forms and all other documentation related to an investigation of an alleged violation of this policy shall be retained by the District for six years after a student turns 18 or graduates from high school, whichever is later. If a student does not graduate from the District, such reports and investigation material shall be retained for six years after the student turns 18. Investigations shall be completed within 60 days unless the administrator documents good cause for extending this deadline. Such documentation should be sent to victim and alleged perpetrator during the investigation.SCHOOL DISTRICT ACTIONUpon receipt of a complaint or report of bullying, the Elgin/New Leipzig Public School shall undertake or authorize an investigation by school district officials or a third party designated by the school district. Upon completion of the investigation, the school district will take appropriate action. Such action may include, but is not limited to warning, suspension, restriction/exclusion, expulsion, transfer, remediation, termination, or discharge. Bullying violations may be handled by the student's classroom teacher or by a school official with disciplinary authority when the student is not under the supervision of a classroom teacher. If the teacher/school official did not witness the bullying behavior, s/he will investigate to determine if the student was in violation of conduct standards. In addition, teachers/school officials with disciplinary authority are authorized to respond to violations by invoking one or more of the following options, such as, but not limited to: Teach/Reteach the appropriate behavior;- Contact the student's parents; - Develop a behavior adjustment plan (i.e., fix-it plan, apology plan, and restitution plan); - Hold a conference with the student's parent/guardian; - Restrict or withdraw student privileges; Continued or major violations around bullying conduct: Such offenses shall be reported to the building administrator(s). A teacher or school official referring a student to the building administrator(s) as a result of a potential violation shall complete a report of bullying or harassment (if deemed appropriate) for the principal to review. The administrator(s) shall conduct further investigation as deemed necessary and shall include his/her findings on the report. This report may be placed in the student's educational record at the administrator's discretion in accordance with applicable policy and law. If a violation is substantiated, the administrator(s) is authorized to respond by following the school’s discipline policy.ReprisalElgin/New Leipzig Public Schools will discipline or take appropriate action against any student, teacher, administrator, volunteer, contractor, or other employee of the school district who retaliates against any person who makes a good faith report of alleged bullying or participates in an investigation, a proceeding or hearing relating to such bullying. As such it is designed to promote chemical health and protect students in the school environment by imposing consequences for misbehavior as well as educating, deterring, and preventing abuse of chemicals. It is also designed to serve as a guide for faculty and staff in implementing intervention procedures for students. EducationThis District will teach about drugs and alcohol in an age appropriate developmentally based education and prevention program. Referral for treatment when needed should be a constructive and not a punitive action. We recognize that chemical addiction is a treatable disease.Prohibited ActivitiesThe use of illicit drugs and the unlawful possession and use of alcohol is wrong and harmful. The unlawful possession, use, or distribution of illicit drugs and alcohol by students in the school building, on school grounds, or as part of any of its activities, or while representing the school at any other place is prohibited.Therefore it shall be against school policy for any student:1. To sell, deliver, or give, or attempt to sell, deliver, or give to any person any illicit drugs or alcohol while in the school building, on school grounds, or as part of any school activities, or while representing the school at any other place.2. To possess, procure, purchase, or receive, or attempt to possess, procure, purchase or receive any illicit drugs or alcohol while in the school building, on school grounds, or as part of any school activities, or while representing the school at any other place. A student will be determined to be “in possession” when the substance is found in any of the following locations including but not limited to on the student's person, in the student's locker, in a vehicle ridden in or driven onto the school grounds, in a handbag or duffel bag, or when he/she owns it completely or partially.3. To be under the influence of alcohol or illicit drugs (legal intoxication not required) or to use or consume or attempt to use or consume alcohol or illicit drugs. This policy applies to any student who is on school property, who is in attendance at school, or at a school sponsored activity, or whose conduct at any time or in any place interferes with or obstructs the missions or operations of the School District or the safety or welfare of students or employees.Prohibited Substances 1. Alcohol or any alcoholic beverage, cigarettes, e-cigarettes, vapor devices or other tobacco products.2. Any illicit drugs including but not limited to marijuana, any narcotic drug, any hallucinogen, any stimulant, or any depressant.3. Any glue or aerosol paint or any other chemical substances that can be abused for inhalation.4. Any prescription or non-prescription drug, medicine, vitamin, or other chemical including, but not limited to aspirin, other pain relievers, stimulants, diet pills, multiple or other type vitamins, pep pills, “no-doze” pills, cough medicines and syrups, cold medications, laxatives, stomach or digestive remedies, depressants, and sleeping pills not taken in accordance with the authorized use policy.Sanctions (Penalties)1. When a student is suspected of possible alcohol or other drug use, the reporting staff member will contact the school counselor or principal for assistance. The student will be informed of available help and encouraged to seek assistance. The staff member will write an anecdotal report of the incident.2. When a student contacts a staff member in regard to alcohol or other drug use of another student the staff member may ask assistance from the counselor or principal. The student who contacts the staff member will be asked to encourage the student with the problem to seek assistance from the counselor. The staff member will write an anecdotal report of the incident.3. When a student voluntarily informs a staff member about personal alcohol or other drug use and asks for assistance, the staff member may request advice from the counselor. The principal will be notified. Parents may be notified if there is clear and imminent danger to that student or other students or personnel. The student will be encouraged to seek further assistance from the counselor. The staff member will write an anecdotal report of this incident.4. When a student has an alcohol or other drug related medical emergency, the principal will be summoned immediately. The student's parent or guardian will be notified and the student will be transported to a medical facility. The principal will investigate the incident. This investigation may include a search of the student, his/her locker, and other possessions. The police may be notified. The student will be referred to the counselor. The principal will write an anecdotal report of this incident.5. When a student possesses drug related paraphernalia, including but not limited to cigarette wrappers, syringes, roach clips, but there is no evidence of use, the principal will be summoned. The paraphernalia will be confiscated and turned over to the authorities. The student, his/her locker, and other possessions will be searched. If any illegal substance is found it will be confiscated and turned over to the authorities. The student's parents or guardian will be notified. The student will be required to meet with the counselor or the principal. The staff member will write an anecdotal report of the incident. This will be considered a serious misconduct violation.6. When a student is found to be in possession of, using, or under the influence of alcohol or other drugs the principal will be summoned. The student, his/her locker, and other possessions will be searched. Any found substances will be turned over to the authorities. The student's parents or guardian will be notified and requested to come to the school as soon as possible. An informal hearing will be held. One to five days in or out of school suspension will be given to the student. The staff members will write an anecdotal report of the incident. It may also result in an added recommendation for expulsion requesting that return after expulsion require assessment by and compliance with the recommendations of a licensed drug and alcohol facility at the expense of the student.7. When a student is found to be in possession of, using, or is under the influence of alcohol or other drugs at a school related activity on or off school property the chaperone will contact the group advisor or principal. The student and his/her possessions will be searched. Any illegal substance found will be confiscated and turned over to the authorities. The student and his/her possessions will be searched. The student, his/her locker, and possessions will be searched and any illegal substances found will be confiscated and turned over to the authorities. The student's parents/guardian will be requested to come to the principal's office immediately. An informal meeting will be held. A one to five day in or out of school suspension will be given to the student. A recommendation for expulsion may be made to the school board requesting that return following expulsion require assessment by and compliance with the recommendations of a licensed drug and alcohol facility at the expense of the student. An anecdotal report of the incident will be made by the staff member.9. The possession, distribution, or use of narcotic drugs including but not limited to cocaine, heroin, LSD, will result in expulsion and referral for prosecution.Any situation not covered in these sanctions will be dealt with on an individual basis. A disciplinary sanction may include the completion of a rehabilitation program. This policy includes e-cigarettes and vapor devices. This excludes any FDA- approved nicotine replacement therapy.?USE AND POSSESSION PROHIBITIONSStudents:Possession and/or use of tobacco products by students on district property, in district vehicles and at school-sponsored events (whether on or off district property) is prohibited at all times.?Staff/Visitors:The use of tobacco products by all school employees and visitors on district property, in district vehicles and at school-sponsored events (whether on or off district property) is prohibited. These are free cessation services provided to citizens of North Dakota.Carrying WeaponsThe possession and/or use of a weapon by a student is detrimental to the welfare and safety of the students and school personnel within the district. No student will knowingly possess, handle, carry, or transmit any weapon or dangerous instrument in any school building, on school grounds, in any school vehicle or at any school sponsored activity. Such weapons include but are not limited to any knife, razor, ice pick, explosive smoke bomb, incendiary device, gun, (including pellet gun), slingshot, bludgeon, brass knuckles or artificial knuckles of any kind, or any object that can reasonably be considered a weapon or dangerous instrument.Violation of this policy will result in disciplinary action. All weapons will be confiscated and may be turned over to the student's parents or to law enforcement officials at the discretion of the administration. Bringing a firearm, as defined in 18 U.S.C. 921, to school will require that proceedings for the expulsion of the student involved for a minimum of one year be initiated immediately by the principal. The Superintendent may recommend a modification of the expulsion on a case-by-case basis. You will also receive information regarding the names and qualifications of the paraprofessionals at our school.REPORTING TRAINING VIOLATIONS AND PROCEDURESNDHSAA Section XII: The use or possession of tobacco, alcohol/controlled substance as defined by North Dakota Law is prohibited. Any extra-curricular participant who is in the violation of the foregoing shall be suspended from participation in interscholastic contests or activities for a minimum period of nine consecutive weeks for the first offense and a period of eighteen consecutive weeks for any subsequent offense. Following this procedure, the investigation shall begin concerning the alleged violationNDHSAA Board PolicySuggested Procedures When a Violation is ReportedThe school administrator (Supt. or Principal) shall immediately investigate an alleged violation of the alcohol, tobacco, and controlled substance rule, that is made known to the administrator and if the administrator finds probable cause to believe that this rule has been violated he shall give the student notice as provided below.The period of suspension shall begin from the date and time of notification is given to the student by the school administrator. (Refer to Article XIV, Section XII of the NDHSAA Administrator’s handbook for enforcing this policy).The eligibility rule applies to all extra-curricular activities involving competition between schools and those situations where a representative or delegation is attending a conference, convention, rally, or meeting. Participants must be in school the full day of an extra-curricular activity in order to participate. If the event is on Saturday, students must be in school on Friday. The only exception to this will be in the case of a doctor or dental appointment or in case of a family tragedy. This must be cleared at the office ahead of time. All members of any school organization representing the school in any competition or public performance are included under the eligibility rules. Violators of the above rules will not be allowed to represent the school in any public event. Steps to take for public concerns about Athletic/Activity programs.Chain of command in regards to athletic or co-curricular programsBoard of EducationSuperintendentBuilding Principal / Activity DirectorHead Coach/Director/AdvisorStep OneIndividuals with concerns must first address their concerns with the coach or advisor of the activity. This should be done no sooner than the day after an activity. Individuals should contact the coach or advisor and set up an appointment.Step TwoIf the concern relates to an athletic or activity program and if the concern cannot be resolved between the individual(s) and the coach/advisor, then the individual(s) with the concern shall contact the activities director / principal to request a review of the situation. Upon receipt of the request, the activity director / principal shall proceed by involving all parties to resolve the concern as the activities director / principal deem appropriate. After review, the activity director / principal shall (in writing) inform all parties involved of their decision.Step ThreeIf a satisfactory solution is not reached between parties in the steps above, either party may make a written request for review to the superintendent. The written request for review shall state the specific concerns and must document that step one and two were followed. The superintendent shall review the previous work and written decision, along with making his/her own investigation if deemed appropriate. The superintendent shall issue a written decision to all parties involved.Step FourIf a satisfactory solution is not reached after a review and decision by the superintendent, any of the parties now involved may make written request for review to the School Board. The written request for review shall state the specific concerns and must document that steps one, two, and three have been followed. The School Board shall issue a written decision regarding the matter to all parties involved no later than 15 days following the request for review. The decision of the School Board shall be final.If the Activity Director, Administrator, or a School Board member is approached by an individual(s) with a concern about any activity program, the individual(s) shall be informed of the procedures in this policy and shall be advised to contact the appropriate coach/advisor.B. Participant ObligationsThe policies stated in this plan have been set forth by the Elgin/New Leipzig Public School for each interscholastic activity. These policies are not to punish any student but are made to increase the prestige of the students who are representing the school. These policies shall be enforced by the coaches, directors, and advisors or each activity.C. Participant ObjectivesThe Objectives which we hope each participant in each sport or activity will gain by participating are:1. to develop an appreciation for the sport and/or activity.2. to condition the participants to meet the demands of the event.3. to formulate desirable health habits.4. to teach basic skills.5. to develop skills and abilities to the greatest possible capacity.6. to attain the knowledge of rules, techniques and methods.7. to expose participants to a variety of social situations, which will enable them to develop sportsmanship, team cooperation, group loyalty, courtesy, and self-control.8. to stimulate the desire to uphold scholastic standards.9. to present interesting performances.10. to represent the school in a wholesome manner.D. Bus Travel (Extra-Curricular Activities)1. All participants must ride the bus to and from the games/events unless the coach allows parents to sign out their child to take them home.2. Any exceptions must be pre-approved, A DAY IN ADVANCE, by the principal and the head coach and be accompanied with a note from their parents.3. For the exceptions, the participants must be picked up by their parents ONLY. A sign out sheet will be provided by each coach/advisor for each activity.4. Participants riding with other participant parents must have note from their parents, and a note from the driving parents. This must be pre-approved a day in advance by the principal.5. Situations involving grandparents must have a note from parents and other participants will not be allowed to ride.6. No other situation will be allowed. Under no circumstances will individuals be allowed to return home with unauthorized persons.7. Participants in the Grant County/Flasher "Storm" football and track cooperative must ride the bus that is provided by the school to all and from practices and games. Any exceptions must be pre-approved A DAY IN ADVANCE by the principal. The exceptions should be under rare circumstances.E. Public Relations1. News Articles - All Coaches, Directors, and Advisors are highly encouraged to submit news articles and other publicity concerning their teams, participants, and events.2. Parent and Community Relations - We encourage all coaches and advisors to keep the parents of your participants involved and up to date with important information. A lot of time is spent with their children and the parents would like to get to know the coaches and advisors that are working with their children. Many problems and concerns can be averted if the coach/parent relationship is positive.F. Sportsmanship - Who is Responsible?The NDHSAA and Elgin/New Leipzig Public School’s vision for sportsmanship is built on expectations. It calls on the school community - school board members, administrators, teachers, coaches, students, parents, and directors of music, drama, speech, and debate - to strive for sportsmanship in everything they do while teaching the values of dignity, equity, fairness and respect.G. Attendance - Extra-Curricular ActivitiesAny student involved in extra-curricular activities in grades 4 & 5 & 6 must attend the whole day of school in order to be eligible to participate in an extra-curricular activity on any given day, including regular practice. In the event of an emergency, each case will be handled on an individual basis by the principal. Students who are absent from school for an entire day will not be allowed to participate in any co-curricular activity on that same day. Students are required to attend a full day of school in order to participate in a co-curricular activity on the same day. Only approved medical appointments (partial day only) or provisional excuses (partial day only) are exception to this rule.Any student who has been suspended (in-school or out-of-school) may not participate in any school activity during the period of suspension and, if suspended during the season, the student will sit out a minimum of one game/event.H. Practice and Open GymsAll participants are required to attend all practices unless previously excused by both the coach and the athletic director. Discipline action for missing practice will be left up to the discretion of the coach. It is hoped that parents realize that team practices are essential in order to have a successful program and that not all excuses can be accepted and excused.Practices cannot be held on Sundays, except when a team is participating in Monday games. An example of this would be regional or district tournaments in basketball. No practices will be held during Parent/Teacher Conferences. Open gyms are just that, open gyms! They are not mandatory for athletes to attend. They are intended for students to get together to have something to do, such as an informal game of basketball or volleyball.I. Eligibility (Determination and Applicability)Eligibility Grades - taken every week for all students in grades 4 & 5 & 6, those with one "F" in any class, will be ruled ineligible for one week. Any student with less than a “C-” Average when checked every week will be declared ineligible for one week. The student will remain ineligible for the entire week. Eligibility will run on quarters and will start over at the beginning of each quarter. An eligibility notice will be mailed home to parents on a weekly basis if the student is determined to be ineligible. Students are not allowed to utilize school transportation for extracurricular activities while ineligible. Each student in grades K-6 has access to their grades, attendance and other pertinent information via Power School on the Internet, therefore, are responsible to track their individual progress in each of their classes. J. Wednesday Night ActivitiesWednesday has been set aside as "Church Night". We will continue to cooperate in scheduling as few events as possible on that night, thus allowing full opportunity for the churches to carry on their programs without conflict with school activities. All students must leave school property by 6:00 p.m. on Wednesday nights. This night has been traditionally set aside for youth church activities. Students are to be excused from practice early if the student / parent requests early dismissal from the coach for church reasons.K. Curfew for ParticipantsCoaches/advisors will set a curfew for students who are participating in any school activity. Violation of the curfew will result in disciplinary action at the discretion of the coach/advisor. This includes athletes, cheerleaders, statisticians, student managers, and any student involved in any extra-curricular activity.Exceptions will be left to the discretion of the coach and administration. Previous notification is required.L. CitizenshipWe at Elgin/New Leipzig Public School feel that our students are receiving an opportunity that many students would like to have but are not able to take advantage of. Therefore, we feel that he/she should be willing to conduct himself/herself in a manner which reflects good attitude, school citizenship and sportsmanship. Actions which involve poor citizenship could result in a suspension from activities. Poor citizenship will include, but is not limited to the following: Vandalism, false fire alarms, bomb scares, abusive language, indecent exposure, fighting, severe misconduct and harassment of other individuals.M. AccidentsElgin/New Leipzig Public School will not carry hospitalization or accident benefit fund coverage for any of the students enrolled, and it does not assume any financial responsibility for medical or hospital claims for any students injured in any activity directly or indirectly connected with the school.N. Activity Suspension Policy1. The use or possession of tobacco, alcohol, or any controlled substance as defined by North Dakota Law is prohibited. Any student who is in violation of the foregoing shall be suspended from participation in interscholastic contests or activities for a minimum period of (9) nine consecutive weeks for the first offense and a period of (18) eighteen consecutive weeks for any subsequent offense. The period of suspension shall begin from the date and time notification is given to the student by the school administrator and will be served consecutively. This policy includes the summer months. If a student was to participate in any school activities over the summer months and has been suspended, that student will not be able to participate in those activities. Individual camps and team camps are not school sponsored summer activities, therefore, are not affected by the above suspension policy.2. The School Administrator (Superintendent or Principal) shall immediately investigate any alleged violation of the alcohol, tobacco and controlled substance rule, that is made known to the administrator and if the administrator finds probable cause to believe that this rule has been violated he shall give the student notice as provided below.3. The period of suspension shall begin from the date and time notification is given to the student by the school administrator. The student shall have the right to a hearing within three school days after such notification. During the period between notification and hearing, the suspension may be deferred for good cause shown. HOWEVER, IF THE SUSPENSION IS NOT IMPOSED AND THE STUDENT IS FOUND TO BE IN VIOLATION OF THE ALCOHOL, TOBACCO, AND CONTROLLED SUBSTANCE RULE ANY INTERSCHOLASTIC CONTESTS OR ACTIVITIES PARTICIPATED IN BY THAT STUDENT AFTER THE INITIAL HEARING WILL BE FORFEITED AND THE SUSPENSION WILL START FROM THE DATE THAT GUILT WAS ESTABLISHED.Such hearing shall be on notice and conducted by a school administrator. The student shall have the right to be present at the hearing and offer such testimony and other evidence the student deems material. Such student shall also have the right to confront and question the person or persons who complained of such student's violation of this NDHSAA rule. If the student is not satisfied by the ruling of the hearing officer, such student shall have the right to have the ruling reviewed by the local Board of Education. (Refer to Article XIV, Section XII of the NDHSAA Administrator's handbook for enforcing this policy).4. Public Performances- when a student is found to be in violation of a rule of the NDHSAA, that said student will be ineligible to take part in any school related public performances while under suspension for the violation.O. Code of Conduct PolicyStudent participation in co-curricular activities is a privilege and not a right. We at Elgin/New Leipzig Public School encourage our students to become involved in the many various activities and athletics offered to our students. If you choose to participate in the Elgin/New Leipzig Public School sponsored events and activities, you must also accept the duty to become a model of character, integrity and sportsmanship. This code of conduct applies to all student participants involved in interscholastic athletics and activities. Suspension from one to nine weeks for actions, which involve inappropriate behavior or poor citizenship, will be administered to students who violate this policy. Inappropriate behavior and poor citizenship will include, but not limited to the following: vandalism, theft, assault, false fire alarms, bomb scares, abusive language, bullying/harassment, indecent exposure, fighting, detentions/suspensions, disrespect to teachers, coaches and adults and severe prolonged misconduct in the classroom or on bus trips. Length of suspension for violation of this code will be determined by the Principal/Athletic Director and Coach of the activity in which the student is involved. If the student is involved in multiple activities, each coach/advisor will be involved in the decision.P. Out of town/Overnight trips - Bag ChecksOut of town trips shall be scheduled to provide a high level of competition for competitive activities in athletic or academic areas.All students involved in an overnight school trip, shall be subject to a search of their luggage, bags, purses, and coats, as a condition of participation in the overnight trip and the related school activity, prior to and any time during the trip. The search should be conducted in private, if possible, by a school employee or chaperone, of the same gender as the student, with another school employee or chaperone present as a witness, if possible. Strip searches shall not be conducted.Q. Snow Days - NO ActivitiesWhen school is dismissed early due to inclement weather, no practices or other extra-curricular activities will be held and all students will return to their homes or their designated storm homes. This includes the city students and refers to "open gyms" also.R. Use of Weight room1. Permission must be obtained from the administration or coaches before using the weight room at any time.2. The individual who gives permission and agrees to supervise is personally liable for the health and safety of that student(s).3. Use of weight room must be supervised.4. There will be no use of the weight room during school hours except for use during class.S. Supervisors Code of EthicsThe goal of all supervisors of students shall be to provide for participating students in their activity, the opportunity to develop physical and mental skills, a knowledge and understanding of the activity, the principles of sportsmanship and a sense of worth and competence.Exemplify the highest moral character, behavior and leadership.Respect the integrity and personality of the individual student.Abide by the rules in letter and in spirit.Demonstrate a mastery of a continuing interest in proper supervision through professional improvement.Encourage a respect for all students and their values.Promote ethical relationships.Fulfill responsibilities to provide health services and an environment free of safety hazards.Encourage the highest standards of conduct and scholastic achievement among all students/participants.Seek to establish good health habits, including the establishment of sound training rules.Strive to develop in each participant the qualities of leadership, initiative and good judgment.Sportsmanship and Interscholastic Athletics/Activities Policy Acceptance.This Policy has been read and understood by each of the undersigned individuals.As a student, I accept this policy and will adhere to the rules stated within.
