MINE-CLEANING SEVICESScope of Work INTRODUCTION:The scope covers all the work required for the supply of a cleaning service to Palabora Copper premises to be carried out Monday to Friday;Normal Hours (Time: 06h30 till 15h30)Shifts Hours Morning Shift - 06h30 till 15h30Afternoon Shift – 15h30 till 23h30Night Shift – 23h30 till 07h0012 hour Shift night - 18h00 till 06h0012 Hours shift day- 06h00 till 18h00 After hours, week-ends and public holidays are to be invoiced separately from the contract.General Areas covered under the contract:Processing ConcentratorSmelterRefineryVermiculite Business Offices (Including the Plant)Vermiculite Business Bag HouseAuto MillsFinanceFinance Offices Human Resources Human Resources OfficesMiningMining OfficesPalabora Underground MineSurvey & Geological Department OfficesCorporate AffairsPension OfficesGrowth Underground Pre-fabricated Offices Growth OfficesAsset ManagementAsset Management OfficesMain Gate & Security Offices and AblutionsSalvage YardSHEQ ClinicLSE Wash BaySales and MarketingSales and Marketing OfficesScope of Work:Commercial & Industrial Cleaning:?Offices and associated infrastructure, including ablutions and kitchens?Clinic and associated infrastructure?Window Cleaning?Carpet & Upholstery Cleaning?Cleaning of change houses and associated infrastructure. Change house facilities shall be deep cleaned twice per month or more regular as the situation requires. ?Car wash at the LSE & MEM Workshops?Week-ends cleaning at Refinery Change Houses and Lunch Rooms?Week-ends cleaning at Smelter Change Houses and Lunch Rooms?Week-ends cleaning at Vermiculite Change Houses and Lunch Rooms?Vermiculite Business Bag House maintenance?Cleaning services: Underground Mobile Equipment?Cleaning services: Underground Offices and Ablution?In conjunction with Springbok ( Laundry Supplier) receiving and issuing of overalls at Palabora Underground Mine Change House, Open pit, Refinery and Smelter for laundry purpose.?Cleaning services: Washing of dishes in kitchens Mine Wide?Adhock cleaning on request and with an order (does not form part of the contract, but prices are offered at the same rates as the main contract)Facility Conditions:The condition of each facility must however always be kept to Palabora Copper's Safety, Health and hygiene Standards. In addition, the specific cleaning requirements stipulated below for the various Divisions and Departments will apply.Any accumulation of dust and mud outside the Main Change Houses will be hosed down when required. (the use of fire hoses not allowed feeding from fire system)The sludge drains at the Crusher Maintenance Office and the Main Change House shall be cleaned at least once per month.Cleaning of offices is at least once per week, or regularly as and when requiredChange houses, toilets, ablution and kitchens to be cleaned once per day. Facilities that service shift workers shall be cleaned once per shift.Palabora Underground Change House to be cleaned once per shift.Cleaning of the Main Stores shall include the Timber, Lime Stores as well as the No. 1 Shed.SPECIAL CONDITIONS:The supplier will be responsible for all necessary precautions required to protect his employees from normal expected exposure such as dusts, greases, solvents and oils encountered in a mining environment.Palabora will provide storage space for cleaning equipment as well as site offices. These store rooms and offices are to be maintained to ISO 9001 and 14001 standards. Random inspections will be held by Palabora employees to ensure standards are maintained.Supplier personnel will be required to wear acceptable, identifiable clothing in a clean and hygienic condition, of a type, colour and marking to be agreed on.As senior personnel use certain offices, the supplier will be expected to abide by the normal standards of confidentiality. In some areas, supervision will be necessary whilst cleaning is being undertaken.The Palabora Occupational Hygiene Section Committee will subject all offices and facilities to random inspection. The supplier will be expected to rectify any below standard work within a period of 24 hours at its own cost.The contractor will nominate a Contract Manager who will be responsible for handling complaints. All complaints regarding below standard work will be handled and rectified within 24 hours.Under no circumstances will female cleaners be allowed in the men’s change house and no male cleaner will be allowed in the female change houses. Transport for supplier employees will be the responsibility of and at the contractors cost.Special permission must be obtained for work that needs to be executed on week-ends.The supplier shall submit a list of all the work, which he plans to perform by a sub-contractor and indicate the sub-contractor to be engaged for the work. Said subcontractor shall reach and apply to all PC standards.The supplier must submit an "Organization Chart" complete with manpower resources to perform the work in the time required.The supplier shall establish an office within the Greater Phalaborwa area at which human resources management issues will be handled, including industrial action.The supplier’s employees shall not be allowed to picket or carry out any industrial action on Palabora Copper premises or anywhere near the property.The supplier shall be held responsible for any loss of overalls and shall reimburse Palabora Copper within 24 hours of discovering the loss upon determination of actual loss being caused by the supplier's employees.The supplier shall be responsible for expenses incurred on induction, medical, and any other training required by its employees.Training and awareness in terms of waste separation system: The responsibility for the separation of waste i.e. paper from domestic waste and tins for recycling lies with all employees of the successful supplier. The successful supplier should ensure that all employees undergo environmental awareness training (1 hour) to ensure that waste management/separation takes place in accordance with the Palabora standards on waste management E7... Non-Mineral Waste Management - [MS10-E7-PWP-169] and E7...Recycling - Paper, Glass and Tin - [MS10-E7-POP-179]Special skills training on Bag Removal will be required for cleaners working at the Vermiculite Business Bag House Maintenance; training will be conducted by the end-user.Special skills training on cleaners working on the LSE & MEM workshops will be required:MEM Workshop (Truck & Dozer Shop), the cleaner will undergo: Induction, Hira training, Forklift license training.LSE Workshop (Garage), the cleaner will undergo: Induction, Hira training, LMV license training.The successful bidder shall be required by law to pay employees not less than the minimum gazetted wages for domestic cleaners. Domestic cleaning employees will not be allowed to work overtime and normal time above the Sectorial Guidelines without the required Department of Labour written approval. Daily time sheets must be kept and signed as per PC standard and submitted with monthly invoicesPalabora reserves the right to randomly audit the supplier payroll.The supplier shall ensure that there is control on employees in as far as attendance, presence and actual performing of the job on the property is concerned. Employee attendance register or any other form of control mechanism shall be randomly inspected by Palabora.In case of an industrial action taking place, the supplier shall bear all cost associated with bringing cleaning sanity to Palabora, while resolving the industrial action matters.Cleaning materials and equipment:PC Supply:The following consumables are normally being held in stock, will be supplied by Palabora Copper:Paper products (toilet paper, paper towels, and kitchen towels)Black refuse bagsLiquid hand washing soapReinol hand cleanerFlight hand cleanerThe supplier shall issue these products to all areas as and when needed, ensuring that reasonable stock levels are maintained so that they don’t run out of stock. The supplier will supply Palabora with a monthly reconciliation of the consumption of all consumables in the various areas.
