CONTEXT AND SCOPE

Role of PORTFOLIO/Section/Unit

The Traffic and Operations Portfolio (TOPS) is responsible for the provision of a variety of proactive and reactive specialist traffic support services to the regions, the development of state-wide traffic management and road safety strategies and the coordination of quality crime prevention and operational support services.

The State Traffic Coordination and Enforcement Division provides a range of specialist traffic policing services to maximise effective traffic management and road safety in Western Australia. The core activities are to provide specialist support and advice regarding incident investigation, alcohol and drug detection, and assist in the development of partnerships to enhance the gathering and dissemination of traffic intelligence. The Division is also responsible for coordinating major road safety campaigns and initiatives throughout the state.

The Traffic Escort Section is responsible for ensuring that all oversize loads that require a police escort are moved throughout the state with safety and with as little inconvenience to motorists as possible. The Traffic Escort Section arranges all bookings and conducts police escorts for oversize loads (i.e. over 5.5 metres wide, over 4.3 metres high and over 30 metres long) during the hours between sunrise and sunset. Police escorts are also conducted to ensure that no damage is caused to property and all regulations relating to oversize loads are complied with.

Role of the position (including key relationships)

The major role of the position is to provide a police traffic escort for oversize loads and ensure compliance with the movement permit and relevant regulations. The position is required to conduct traffic escorts in an efficient and effective manner in order to cause minimal disruption to the normal traffic flow.

Within the Agency the incumbent has regular contact with the Officer in Charge (Traffic Escort Section), the Vehicle Investigation Unit and District personnel conducting “outstation” police traffic escorts of oversize loads. WAPOL State Traffic Coordination & Enforcement Division management, Police Districts & Officers

External to the Agency the position liaises, corresponds and interacts with Main Roads WA, MRWA Heavy Vehicle Operations, the heavy haulage industry, Department of Planning and Infrastructure, Western Power the Transport Forum, personnel in the Transport Industry requiring Police traffic escorts.

Decision making role

The parameters within which the incumbent operates are established through regulations and the standard operating procedures of the Traffic Escort Section, as they apply to the escort of oversize loads and the requirements that ensure the safety of the motoring public.

The position is also required to determine compliance of loads with regulations/permits issued and provide information where necessary as a witness should a need for prosecution eventuate.
