Corson County Commission Proceedings



The Corson County Board of County Commissioners met in the Commissioner Room of the Courthouse on March 12, 2019. Chairman Stephen Keller called the meeting to order at 9:00 a.m. with Shawn Hinsz, Darren Bauer and Jacob Nehl present. Edward Schock was absent. Also, in attendance was States Attorney Eric Bogue.

Approve Minutes

All voted in favor of a motion by Nehl, seconded by Hinsz, to approve the minutes of the February 5, 2019 meeting.

Approve Agenda

All voted in favor of a motion by Bauer, seconded by Nehl to approve the agenda as posted.

School Land Lease Auction

Auditor, Tammy Bertolotto, informed the commission that the School Land Lease Auction will be held on March 29, 2019 at 2:30 p.m. MT in the Commissioner Room of the Courthouse.

Snow Removal

Auditor informed Commission that she hired a couple individuals to assist with snow removal at the courthouse. Following discussion, all voted in favor of a motion by Hinsz, seconded by Bauer to pay individuals $15 per hour for assisting with snow removal.

Highway Report

Highway Superintendent, Benny Joe Schell discussed blade repairs, snow removal, and road conditions. No action taken.

Bridge Reinspection Program Resolution

Nehl made a motion, seconded by Bauer to adopt the following resolution:

BRIDGE REINSPECTION

PROGRAM RESOLUTION

FOR USE WITH SDDOT RETAINER CONTRACTS

WHEREAS, Title 23, Section 151, United States Code and Title 23, Part 650, Subpart C, Code of Federal Regulations, requires initial inspection of all bridges and reinspection at intervals not to exceed two years with the exception of reinforced concrete box culverts that meet specific criteria. These culverts are reinspected at intervals not to exceed four years.

THEREFORE, Corson County is desirous of participating in the Bridge Inspection Program using Bridge Replacement funds.

The County requests SDDOT to hire Brosz Engineering, Inc. (Consulting Engineers) for the inspection work. SDDOT will secure federal approvals, make payments to the Consulting Engineer for inspection services rendered, and bill the County for 20% of the cost. The County will be responsible for the required 20% matching funds.

Culvert Bids

All voted in favor of a motion by Hinsz, seconded by Nehl, to purchase culverts from TrueNorth Steel Company off the Beadle County Bid.

Court Appointed Attorney Liens

All voted in favor of a motion by Bauer, seconded by Nehl to write off court appointed attorney lien for the following deceased individual: Guy Fiddler in the amount of $396.04.

Executive Session

All voted in favor of a motion by Hinsz, seconded by Nehl to enter into executive session at 9:53 a.m. to discuss personnel. Chairman Keller declared out at 10:02 a.m. No action taken.

Emergency Management

Emergency Manager Mike Varilek met with the commission to discuss withdrawing from the State Local Agreement. Following discussion, all voted in favor of a motion by Bauer, seconded by Hinsz to withdraw from the State Local Agreement. Mike will present a work plan for Corson County at the next meeting.

Good Friday/Easter Monday

All voted in favor of a motion by Hinsz, seconded by Nehl, to grant eight hours of administrative leave for full time employees on April 19th, Good Friday and eight hours of administrative leave for full time employees on April 22nd, Easter Monday as proclaimed by the Governor of South Dakota.

Courthouse Foundation Repair Bid

Discussion was held on the courthouse foundation repair quote received from Blackburn Basements. Due to the quote being over $50,000 consensus was to advertise for bids for the foundation repair. States Attorney Bogue will draft up the advertisement.

Director of Equalization

Assessor Amy Schriock informed the commission that the County and Consolidated Boards of Equalization will open on April 9th. The commission will hold the Special Equalization Board Meeting on Wednesday, April 10th at 1:00 p.m. MT.

Travel Authorization

Consensus was to allow Assessor Amy Schriock to attend the Assessors Conference in Deadwood on May 20-25.
