Welcome, Call to Order, IntroductionsTony Faris, Data Delivery and Management Work Group (DDMWG) Co-Chair, called the meeting to order at 11:02 a.m. March 4, 2020. A quorum was present to conduct business. A list of attendees is attached as Exhibit A. Mr. Faris asked attendees to introduce themselves. Review WECC Antitrust PolicySteve Ashbaker, Reliability Initiatives Director, read aloud the WECC Antitrust Policy statement. The meeting agenda included a link to the posted policy.Approve AgendaMr. Faris introduced the proposed meeting agenda.By consensus, the DDMWG approved the agenda.Review and Approve Previous Meeting MinutesMr. Faris introduced the minutes from the February 5, 2020, meeting.By consensus, the DDMWG approved the February 5, 2020, minutes. Review of Previous Action ItemsMarie Morris, Administrative Assistant, reviewed action items carried over from the February 5, 2020, meeting of the DDMWG. Action items that are not closed and will be carried forward can be found here.February SPDQ Report and Discussion of Future SPDQ ReportingMr. Faris asked where the groups in the process of having the Reliability Coordinators (RC) take over the SPDQ reports. The DDMWG discussed the data, SPDQ reports, and how the RCs will be sharing data between each other. The DDMWG discussed the data sharing and where each is being shared. The DDMWG discussed the Harris Network and how the Phasor Data Concentrator (PDC) works with the network. The DDMWG discussed Critical Infrastructure Protection (CIP) compliance and how entities maintain compliance, but entities are only responsible for their own data and cannot force other entities to comply. The DDMWG discussed adding a topic to a future meeting to discuss the CIP compliance and data networks. The DDMWG discussed having a more detailed call to discuss the CIP compliance and having Cody Parker set up a meeting with the RCs to discuss this topic. The DDMWG discussed how the standard is done by each organization and for example SPP sharing data with CAISO but it could violate the CIP compliance attachment. The DDMWG discussed adding to the agenda each month an update on this CIP compliance project but that there isn’t time to get into the topic at this meeting. The DDMWG discussed the value of having the RCs taking over these reports rather than just having one person report out since they will have a larger look at the system than just Bonneville Power Administration (BPA). Update on PMU RegistryMr. Faris updated the DDMWG on the phasor measurement unit (PMU) registry and which organizations have reached out and validated their data. Mr. Faris said that he needs the entities to respond and check over their PMU registry data. Mr. Faris said he will post the registry document after it is complete to the DDMWG team site. Discussion of Offline Data Sharing FormatMr. Faris presented on the offline data sharing format and the background of being assigned the task of selecting a current format. Mr. Faris presented that three main formats being used by the entities and the differences between them. The DDMWG discussed the COMTRADE Schema and how it works with the data file. The DDMWG discussed the pros and cons of each format. The DDMWG discussed that the format needs to export and import from multiple sources. The DDMWG discussed using COMTRADE and having a tool that everyone can use versus the CSV format. The DDMWG discussed having Mr. Faris and Dan Brancaccio update the DDMWG with a format suggestion at the next meeting.
