The post-Vietnam War carrier deployment record of 290 days, has now been broken!

Lincoln departed Norfolk, Va., for a deployment and homeport change on April 1. Her deployment was extended due to problems with her relief, the USS Harry Truman.

Lincoln's deployment has included operations in U.S. 6th Fleet, U.S. 5th Fleet, U.S. 7th Fleet, and U.S. 3rd Fleet.

16-year-mark cap removed from

GI-Bill transferability policy

WASHINGTON - Sailors who are serving beyond 16 years and meet service-commitment eligibility criteria now retain the option to transfer GI Bill benefits to dependents as outlined in NAVADMIN 006/20 announced Jan. 10.

This change is based on recently revised rules signed into effect in the Fiscal Year 2020 National Defense Authorization Act (NDAA) that removes the 16 years of service cap for transferability across all services.

Service members with over 16 years must still be able to commit to four more years of service on active duty or in the selected reserve to be able to transfer the benefits.

Members who will still be ineligible for the Transfer of Education Benefits (TEB):

? Enlisted members within four years of the high year tenure gate

for their current pay grade.

? Officers within 4 years of statutory limit for their current rank.

? Members in a limited duty status or undergoing medical or physical evaluation board processing and found not fit for duty.

All Sailors applying or reapplying for TEB who have not previously completed the online self-service Statement of Understanding must first complete it at the MyNavy Education website at . mil/webta/home.html#nbb.

Once members complete the Statement of Understanding, they will receive a link to go to MilConnect to submit their benefits transfer request.

USS Carl Vinson to change homeport back to San Diego after completion of maintenance

SAN DIEGO ? The U.S. Navy announced today that the Nimitz-class aircraft carrier USS Carl Vinson (CVN 70) will administratively shift its homeport to San Diego, on August 1, 2020.

The ship, which left San Diego in January 2019, will return after the completion of a docking-

planned incremental availability (DPIA) at the Puget Sound Naval Shipyard in Bremerton, Wash.

Carl Vinson, commissioned in 1982, completed its most recent deployment in April 2018.

The carrier was based at NAS North Island from October 2009 until it left for Washington in July 2018. The 38-year-old

carrier - the third oldest in the fleet - entered dry dock in the Puget Sound area last February for planned repairs and modernization.

USS Carl Vinson was commissioned in 1082. In 2011, the body of Osama bin Laden was buried at sea from Vinson's deck. The ship's deck also hosted the first NCAA basketball game on an aircraft carrier that same year.

The game was played between North Carolina and Michigan State.

During its first deployment after returning to San Diego, Carl Vinson will reportedly be the first carrier to be equipped with the Navy's version of the F-35 Lighting II stealth jets.

According to a U.S. Naval Institute report, "Strike Fighter

Squadron (VFA 147), the Navy's first operational F-35C squadron, is training at NAS Lemoore, Calif., and expected to embark on Vinson.

Vinson is expected to also deploy with CMV-22 Osprey tiltrotor aircraft in 2021, to use as the carrier onboard delivery aircraft - a first for a Navy aircraft carrier. The Navy is phasing out its old COD, the C-2A Greyhound,

which first became operational in 1965.

Navy smashes FY19 retention benchmarks, guns for even higher retention for FY20

WASHINGTON - The Navy exceeded retention benchmarks for Fiscal Year 2019, reflecting Sailors' desires to remain in service despite a strong national economy, according to data released Jan. 8.

Sailors in their first ten years of service - Zones A and B - decided to stick around at reenlistment rates of 64 percent and 72 percent respectively, well above the benchmarks. Zone C, those in the 10-14 year windows, also met benchmarks, reenlisting at rates of 85 percent.

The data is taken from the Navy Retention Monitoring System, as part of the ongoing Retention Excellence Award (REA) criteria.

"We are building the Navy the nation needs," said Vice Adm. John Nowell, chief of naval personnel. "These retention numbers signify that Sailors want to stay Navy. By retaining our best and brightest, we reduce

recruiting and training costs and ultimately make us a better warfighting force."

Interaction between USS Farragut

and Russian Navy ship

ARABIAN SEA - On Thursday, Jan. 9, while conducting routine operations in the North Arabian Sea, USS Farragut (DDG 99) was aggressively approached by a Russian Navy ship.

Farragut sounded five short blasts, the international maritime signal for danger of a collision, and requested the Russian ship alter course in accordance with international rules of the road. The Russian ship initially refused but ultimately altered course and the two ships opened distance from one another.

While the Russian ship took action, the initial delay in complying with international rules while it was making an aggressive approach increased the risk of collision.

The U.S. Navy continues to remain vigilant and is trained to act in a professional manner. The Navy continues to encourage vessels from all nations to operate in accordance with internationally recognized maritime laws, standards, and norms.

Congress overrules Pentagon plan to limit service members' G.I. Bill benefits transfer to dependents

Service members with more than 16 years in the military may continue to transfer their G.I. Bill education benefits to their dependents, according to a Navy Personnel Command directive issued Jan. 10.

Congress in the 2020 National Defense Authorization Act killed a plan by the Defense Department to do away with an upper limit for transferring those benefits. However, service members still must have a minimum of six years in the military to transfer their college tuition assistance benefits to a family member. They also must commit to another four years on active duty or in the Selected Reserve.

The Pentagon proposed the 16-year cap, which was scheduled to take effect Sunday, but Congress specifically prohibited the measure in the authorization act, according to the Navy directive. The policy's cancellation applies to all service branches.

Hyten: U.S. service members are America's great power edge

The Defense Department's people will ultimately be the difference between the United States and any potential adversary, and Air Force Gen. John Hyten wants to ensure they have all the support they need.

The new vice chairman of the Joint Chiefs of Staff will use his position to highlight the role people play in all aspects of the department. "I want to make sure that we maintain a focus on our

people," he said in his first interview in his new position.

"And because of where we're positioned as a joint staff, our job is almost always policy and military advice, recommendations, structure, making the department run - and it's really easy to forget that it's people that make everything happen," he said.

"So, I'm going to make sure we make a focus of all the people issues that are out there," he

Navy announces institution of SWO leather jacket

WASHINGTON - Surface Warfare Officer (SWO) qualified officers can now stand bridge watches in a soon-to-be issued leather jacket per NAVADMIN 004/20 released Jan. 9.

The institution of the SWO leather jacket - similar to the aviation bomber jacket - is meant to build esprit de corps and reflect a symbol of the tactical warfighter expertise that come with earning a SWO pin.

"The Surface Warfare community has a long-standing history of excellence, and a uniquely identifiable item is one way to signify the outstanding achievement and professionalism of our Surface Warfare Officers," said Vice Adm. Richard Brown, commander, Naval Surface Forces. "Those who wear the jacket will be easily identified as a part of a long lineage of professional ship drivers and maritime warfighters.

Wear and eligibility instructions were published in NAVADMIN 004/20 complementing the newly released OPNAVINST 10126.5, Management and Control of the Surface Warfare Officer Leather Jacket, which outlines issuance and management procedures for this new uniform item. The SWO leather jacket will be organizational clothing and only available through the naval supply system.

Active, Reserve and Full Time Support (FTS) officers with designators 1110, 1115, 1117 who have earned the SWO qualification are authorized to wear the jacket. SWOs with designator 1113 are authorized to wear the SWO leather jacket if issued while on active duty or during reserve support assignments.

Officers who earn a surface warfare qualification and are issued a SWO leather jacket while serving in designators 1110, 1115, and 1117 and who transfer to other designators are authorized to continue wearing the SWO leather jacket. Officers who transferred from designators 1110, 1115, and 1117 prior to the date of this instruction won't be issued a SWO leather jacket.

Personnel qualified to wear the SWO leather jacket may retain their jacket when separating or retiring from the Naval Service under honorable conditions. However, they aren't authorized any subsequent issues or replacement issues after retirement or separation.

The SWO leather jacket availability for issue and wear is planned to start this summer as part of a phased issuance that will continue through 2021. Additional details on the phasing and eligibility for first issue will be promulgated by COMNAVSURFOR.

Ask Rusty - Will foreign earnings count

toward my U.S. Social Security?

Dear Rusty: I.m looking for advice on how our recent decision to take up work in the United Kingdom will affect our U.S. Social Security benefits. I want to understand whether we need to be prepared for a loss in future Social Security benefits, in comparison to what we'd get by continuing to work in the U.S. Signed: Working Abroad

Dear Working Abroad: I'll start by noting that the U.S. and the U.K. have a bilateral "totalization" agreement which helps those who have worked in both countries qualify for Social Security benefits in the other, but this relates only to you earning enough credits to be eligible for benefits. Your foreign earned income won't be included when computing your U.S. Social Security benefits.

Under the "totalization agreement if, from your work in the U.S., you have earned only 30 credits toward the 40 needed to qualify for U.S. Social Security benefits, and you went to work in the U.K. and earned 10 credits toward the U.K.'s eligibility requirement, those 10 U.K. credits would be added to your 30 U.S. credits to give you the 40 needed to be eligible for U.S. Social Security benefits. However, your U.S. Social Security benefit when it is claimed would be based upon your U.S. earned income only and would not include your U.K. earned income.

To determine your U.S. benefit amount, Social Security uses the highest-earning 35 years of your U.S. earned income during which SS FICA payroll taxes were withheld from your earnings. Your lifetime U.S. earnings are adjusted for inflation and the highest earning 35 years are used to arrive at your "average indexed monthly earnings" (AIME). Your AIME is then used to determine your "primary insurance amount" (PIA), which is the benefit you are due at your full retirement age. If you don't have a full 35 years of U.S. earnings because you spent a number of years working in the U.K., Social Security will put in enough zeros to make 35 years. Those zeros in your earnings record will reduce your U.S. Social Security benefit amount.

So, by comparison, if you were to remain in the U.S. and continue working (and contributing to SS) here, your eventual Social Security benefits will be higher, because your U.S. earnings will count toward your AIME, and will eliminate some or all of any zero years in the 35 used to compute your benefit. Conversely, your earnings from working in the U.K. will not count toward your U.S. Social Security earnings history (won't be included in your AIME), meaning you'll show zeros in your U.S. earnings record for the years you worked in the U.K, and thus your U.S. SS benefit will be lower than if you instead continued to work in the U.S. Of course, if you already have at least 35 years of U.S. earnings you will not have zeros in your work history, but your U.K. earnings still will not count toward your U.S. Social Security benefit and will not eliminate any lower-earning years in your 35-year U.S. work history.

Veterans Health Administration Central Office gets realignment

Redesign should improve care for vets

WASHINGTON - Department of Veterans Affairs announced Jan. 1, the redesign of the Veterans Health Administration Central Office (VHACO) as part of its modernization efforts.

The new structure reflects leading health care industry practices and addresses clinical integration through the joint leadership of a chief medical officer and expanded chief nursing officer role.

This model strengthens and expands the role of nursing to leverage skills of clinicians and non-clinicians. VHACO will also create integrated clinical communities across the enterprise to help personnel better identify and share leading practices, drive continuous improvement and support a consistent Veteran experience.

The new structure clarifies office roles and streamlines responsibilities to eliminate fragmentation, overlap and duplication. It also allows VHA to be more agile and respond

to changes and make decisions more quickly. This positions VHA to better support Veterans Integrated Service Networks and facilities directly serving Veterans. VHACO staff includes the approximately 20,000 staff located throughout the country that provide operational support to VA Medical Centers. The proposed change in structure will not result in a reduction or termination of staff.

"These improvements will promote efficiency, effectiveness and accountability as VA modernizes its health system to address Veterans' 21st century health care needs," said VA Secretary Robert Wilkie. "The reformation will ensure VHA programs, staff and resources are best aligned to advance VHA's transformation into an integrated high reliability health care organization."

The redesign addresses concerns raised in the Government Accountability Office (GAO) 2019 High Risk List and recent external assessments from GAO, Commission on Care and the Independent Assessment regarding the need for improved account-

ability, integration of the organizational structure, and clearer definition of roles. The changes will emphasize and support

VA's top priorities including, improving patient safety and quality, enrollment and delivery of Women's Health.
