Old Business

Goat BZA Variance request status – Andy

A formal letter was sent to the City of Carmel on position of board (attached) regarding livestock on property. Encouraged homeowners to write individual letter of position through email blast. Included email address to city contact. Letters due by November 13. November 23 zoning board meeting. BZA can overrule neighborhood covenants and restrictions.

Financial Report and initial FY2016 Budget Review – Dave

Will need to have 5% increase of membership dues (up to $365) because of loan to pay for emergency dam repair. Project requests need to be sent to Dave by December 1. Have reviewed last three years to date. Action: Dave will send projections out by November 16 for directors’ consideration.

New Clubhouse Rental Agreement vote [slightly revised language] – Dave

Vote to be delayed. Loosened cleaning requirements. Action: Andy will make minor changes and send out for final review for vote.

Pool Deck cement repair - Ross and Tim

Membership Fee Collection Timeline – Dave for Randy

On October 30th Dave sent out 10 cert. letters and two more regular mail. Haven’t heard from anyone. Have until 13th until file a lien. Certified mail helps with documentation that homeowner received notice. Hamilton Co. sends notice of liens. No more issue with listing address as unpaid in Acorn. Whitaker house has liens, went to sheriff sale. Proceeds from sheriff sale first goes to pay taxes. Neighborhood down on list for receiving payment so don’t usually receive funds. If payment is made is WHA obligated to release lien? Title process is probably best avenue for collecting on liens. WHA has to pay to have a lien. Action: Randy and Dave looking for real estate attorney to try to find out what is best process to move forward with fee collection. Lien expires after 5 years if don’t refile. As officer of board, if Dave says property is clear, any past liens are not enforced. Can recoup attorney fees if have to press for payment.

Bridge Project

Hamilton County presented information on bridge over Carmel Creek on Lakeshore Dr. East. Bridge torn out after school out in May. Three to four months to complete. Currently has 14 ton capacity will make it 20. Has a 50 year life expectancy but in 15 years they have seen problems with similar bridges other areas. Will put sidewalks on both sides. Action: Will put it on the annual meeting agenda.

New Business

Tennis- Melinda

Nets were down on November 14. Two more trees need to come down. Action: Jeff will need to get cost estimate.

Clubhouse Managers

Sweets will put up holiday decorations.

Pool/Clubhouse

The deck was cut and waterline was repaired. The line was tested before concrete replaced. Action: Tim will put antifreeze in fill line by Thanksgiving. Basement is dry, no water coming from pool. Three cracks are in foundation of clubhouse that will need to be addressed. Minor repairs should be done so water won’t get in. A 6X6 post in the pump room is not anchored. There are two meter boxes outside by ramp going up to pool that have been pried away from clubhouse. The structure behind the boxes should be protected. Tim has an estimate for fixing the box. Will also get an estimate to replace light in front of clubhouse as well.

Dear Maggie,

This letter hereby serves as the Woodlands Homeowners Association (WHA) Board of Directors position on above subject matter. It is the position of the WHA to uphold the existing definition and inherent requirements necessary to comply with Carmel Zoning Ordinance Chapter 3.07 FARM and therein require any and all applicable WHA properties and members conform and adhere to. The WHA therefore seeks and asks that the Carmel BZA Committee deny the variance request outlined in Docket No. 15100008 V Miniature Goats, Briar Creek, seeking the approval to have farm animals on less-than three (3) acres.

Thank you in advance for considering our position in supporting the unaltered FARM definition and inherent requirements described in Carmel Zoning Ordinance Chapter 3.07. We feel this is the most beneficial position to take for our long-standing neighborhood and community.
