National Hall of Leadership Program Summary



Program Overview

To help local councils discover and obtain value from the stories of how Scouting empowered Scouts and Scouters in their communities to make important and meaningful differences in the lives of others, a 100th Anniversary National Hall of Leadership has been established. This is a one-time opportunity, only during the 100th Anniversary, to honor and recognize Scouts, leaders and any living person who has served as a Scouting volunteer for the extraordinary difference they have made in the lives of others through their leadership.

The objective is to create a Hall of Leadership that is representative of Scouting’s leadership diversity in programs, gender, ethnicity, and age

• Submissions will be made through the national 100th Anniversary web site with local council administrative access to the stories submitted for their council.

• Councils will be provided:

• Easy to use promotional materials to help create awareness of, and generate submissions to,

the National Hall of Leadership.

• National promotion of the Hall of Leadership via press releases and other media outreach.

• Guidance for promotion, use of the stories submitted in council events/meetings/publications, creation of a Council 100th Anniversary Hall of Leadership (if desired), judging of council entries for nomination to the National Hall of Leadership.

Purpose for Councils

• The National Hall of Leadership is a program with the potential for opening new doorways to the community to cultivate donors and participation.

• The program offers the opportunity to attract the attention of top leadership in the community to participate in the judging process.

• By engaging new community partners, this program opens the door for new membership and units.

• It provides an electronic database of stories from individuals of how the service of youth and adult leaders in your council made especially meaningful and significant differences in the lives of others.

• Through the use of these inspirational stories, this program is great for promotion of Scouting.

• This program is also designed to identify and acknowledge the significant difference scouting and scouting leaders have made to the quality of life in the communities of your council.

• It opens the opportunity to create a local council 100th Anniversary Hall of Leadership that can continue beyond the anniversary year.

• Opportunities also exist for selection of one or more locally nominated individuals in the National

Hall of Leadership.

Recognition

• Awards will be available to recognize both nominees and those selected to the National Hall.

• The nomination web site will permit individuals making a nomination to honor their nominee by immediately sharing the story with them electronically or by printing and mailing it as an attractively designed document.

• Nominee patches and certificates will also be available for local councils to use in honoring their nominees.

• Those selected for the National Hall of Leadership will be honored with national recognition commemorating their extraordinary leadership and modeling of Scouting virtues in the service

of others.

Qualifications

• To be nominated for the National Hall of Leadership, the nominee must be a living Scout or

Scouting volunteer who may/may not be officially registered with the BSA.

• They also must have served as an active Scout or Scouting volunteer within Scouting for at least

one year.

• A nominee may be young or old – there is no age limit for nominees.

• In keeping with the “Year of the Volunteer” theme within the BSA strategic plan, all adult nominees must have served, or be currently serving, as a Scouting volunteer.

• All youth nominees must be a registered member of the BSA.

Nomination Submissions

• Nominations will be submitted on a BSA 100th Anniversary National Hall of Leadership page of

the national 100th Anniversary web site.

• The on-line submission form will provide the nominator a drop-down list to select the local council

in which their nominee performed the extraordinary service as a Scouting leader. This will place

that nomination in the database accessible to the selected council.

• You will be able to submit nominations for the National Hall of Leadership program online at a

Web site that will be available in February 2009.

Judging

• Each of the 302 BSA councils and the national council are eligible to select up to 12 (no more than 12) top nominations for inductees to the National Hall of Leadership. Councils can then feature one honoree per month during the 2010 celebration year.

• Those nominations are forwarded by councils online to a national judging committee for the final

tier of judging.

• A national committee of judges receives and evaluates each nomination to the National Hall of Leadership. Judging is based on how well each nomination does a great job of storytelling and “brings to life” their nominee’s qualities as a leader based on the following criteria:

• Devoting themselves to servicing the needs of Scouts, fellow leaders and other volunteers.

• Displaying extraordinary leadership and modeling of Scouting virtues in the service of others.

• Focusing on meeting the needs of those they lead.

• Developing Scouts and fellow leaders to bring out the best in them.

• Listening and building a sense of community.

• The national judging panel reviews and selects/organizes the finalists based on the following categories to ensure fair representation among BSA units across the country in making the final selections for the National Hall of Leadership:

• If all councils choose to participate, the final roster in the National Hall of Leadership may be as

high as 303, assuming one inductee from each council from across the United States and the national council will be represented in this 100th Anniversary place of honor.

• Judge Selection/Council level — Each Council appoints volunteers to form a committee of judges to help evaluate nominations, including important community individuals not currently involved in Scouting. Each Council should allow for enough judges to handle the number of nominations received, based on the size of the council. (A possible rule of thumb to consider is no more than

50 nominations per judge).

• Judge Selection/National level — BSA’s National Office appoints a distinguished Blue Ribbon Committee of individuals that epitomize leadership for judging final inductees into the National

Hall of Leadership. Driving this committee will be a nationally recognized figure known for their leadership capabilities.

Proposed Timetable

August 3-6, 2008 Provide update on full Hall of Leadership program to National Leadership

Training Conference in Nashville, TN

February 8, 2009 Start date for nominations to be submitted to councils, coinciding with the

99th anniversary of Scouting.

August 31, 2009 Stop date for nominations to councils. Council judging begins.

October 31, 2009 Stop date for council judging, electronic delivery of semi-finalists to BSA National Office for initial screening and elimination round (reducing entry pool from 12 entries per council to 3).

November 21, 2009 Preliminary screening ends. Deliver pool of the maximum possible total of

909 finalists (3 per council) to national judging committee. National finalist judging begins.

December 31, 2009 Stop date for national judging. Results delivered to BSA. Recipients are

notified and invitations are prepared for induction event(s).

January, 2010 Preparations continue for honoring Hall of Leadership inductees in February

as part of 100th Anniversary Celebration.

February 8, 2010 Inductees to National Hall of Leadership are announced as part of 100th Anniversary event

May, 2010 BSA honors inductees to Hall of Leadership during National Annual Meeting

as part of 100th Anniversary festivities.
