I. Call to Order

Following the welcome, Pledge of Allegiance, and introductions, President Thomas W. Campbell called the meeting of the West Virginia Board of Education (WVBE) to order at 1:10 p.m. on March 14, 2018, in Capitol Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.

The following members were present: President Campbell, Vice President David G. Perry, Jeffrey D. Flanagan, Miller L. Hall, F. Scott Rotruck (via telephone), Debra K. Sullivan, Francis S. Vitale, Joseph A. Wallace, and James S. Wilson, and ex officio Steven L. Paine, State Superintendent of Schools. Members absent were ex officios Paul L. Hill, Chancellor, West Virginia Higher Education Policy Commission, and Sarah Armstrong Tucker, Chancellor, West Virginia Council for Community and Technical College Education.

II. Remarks from the Chairs of House and Senate Education

Delegate Paul Espinosa (R-Jefferson, 66), Chair of House Education, addressed the Board regarding the recent legislative session and extended appreciation to the Board and WVDE staff for their support and assistance.

III. Delegations

Dr. Mickey Blackwell (distributed information), Executive Director, West Virginia Association of Elementary/Middle School Principals, addressed the Board regarding the work stoppage and proposed a Read Across West Virginia Day. (Copy appended to Official Minutes, Attachment J.)

IV. Approval of Agenda

President Campbell requested that item XIII. National Education Association Rankings and Estimates: Rankings of the States 2016 and Estimates of School Statistics 2017 be taken up following item IX. Superintendent Report and called for a motion to approve the adjusted agenda. Mr. Perry moved, and Mr. Hall seconded, that the adjusted agenda be approved. Upon the call for the question the motion was carried unanimously.

V. Beyond Standards and Testing: Human Interaction and

Learning Beyond the Classroom

Ms. Patricia Homberg, Executive Director, WVDE Office of Special Education, provided an overview of Project AWARE (Advancing Wellness and Resilience Education) which was followed by the viewing of a video spotlighting Berkeley County's Project AWARE.

VI. Thoughts from the Field

Ms. Jackie Payne, State Coordinator, West Virginia Project AWARE, Marshall University, and Ms. Joni Greenberg, Project Manager, Berkeley County Project AWARE, and Ms. Christi Heaton, Academic Coordinator, Berkeley County Schools, provided in-depth information regarding Project AWARE. Ms. Payne was requested to provide statistical information regarding the project to members.

VII. Consent Agenda

Mr. Perry moved, and Mrs. Sullivan seconded, that the Consent Agenda be approved. Upon the call for the question the Consent Agenda was unanimously approved. (Copies appended to Official Minutes, Attachments A through I.)

• Approved February 14, 21, and 27, 2018 minutes (Attachment A)

• Received West Virginia Department of Education (WVDE) personnel matters (Attachment B)

• Approved Harrison County Schools’ request for a waiver of Policy 2510, Section 5.4, Adolescent Education Programming, related to high school mathematics (Attachment C)

• Approved Employment of Substitute Teachers in Areas of Critical Need and Shortage policies for Harrison County Schools and the WVDE Office of Diversion and Transition Programs (Attachment D)

• Received notice of Employment of Substitute Teachers in Areas of Critical Need and Shortage Affidavits from Kanawha, Taylor, McDowell, Logan, Tyler, Boone, Preston, Greenbrier, and Wyoming County Schools

• Approved the Monroe County Board of Education's request for an amendment to its current 2010-2020 CEFP to include the addition of a safe school entry and the cleaning and sealing of the masonry block at James Monroe High School (Attachment E)

• Approved the Morgan County Board of Education's request for an amendment to its current 2010-2020 CEFP to include the replacement of the existing metal roof at Berkeley Springs High School in Building C, the gymnasium (Attachment F)

• Approved Concord University's revised Special Education Multi-categorical (excluding Autism) K-6 and 5-Adult programs of study leading to educator licensure (Attachment G)

• Approved an amendment to the West Virginia Licensure Testing Directory (Attachment H).

VIII. Superintendent Report

Superintendent Paine requested Dr. Kathy D'Antoni (distributed information), Associate State Superintendent, Division of Technical Education and Governor's Economic Initiatives, introduce Office of Career and Technical Education and Office of Diversion and Transition Programs staff. President Campbell called for a break at 2:44 p.m.

X. Call to Order

President Campbell called the meeting back to order at 3:03 p.m.

XI. Superintendent Report (Continued)

Mr. Timothy Conzett, Senior Administrator, WVDE Office of Data Management and Information Systems, introduced students from Marshall University's Faculty Mentorship Intern Program responsible for the development of West Virginia's school calendar web application. Mr. Jeffrey Samples (Teays Valley), Mr. Adam Roberts (St. Albans), Mr. Robert Guam (South Africa), and Mr. Aleksandr Aksenov (Russia); Dr. Wook-Sung Yoo, Division Chair/Professor, Weisberg Division of Computer Science, Marshall University College of Information, Technology and Engineering, also addressed the Board. Ms. Teresa Hammond, Assistant Director, WVDE Office of Early and Elementary Learning, and Mr. Samples, provided an overview (PowerPoint attached) of the school calendar. XII. National Education Association Rankings and Estimates:

Rankings of the States 2016 and Estimates of School Statistics 2017

President Campbell introduced Mr. Stephen G. Roberts, President, and Mr. Brian Dayton (distributed information), Communications Manager, West Virginia Chamber of Commerce, who spoke to the value of education and provided highlights on education spending and comparison statistics. Discussion ensued regarding the statistical comparison. It was suggested that West Virginia Secretary of Commerce Thrasher, be invited to speak at a future meeting. XIII. PEIA Funding, Premiums and Coverage

President Campbell announced that Mr. Ted Cheatham, Director of PEIA, will provide information at the April meeting and requested Mr. Terry Harless, Chief Financial Officer, WVDE Office of Finance and Administration, provide a brief overview of PEIA statistics.

XIV. Superintendent Report (Continued)

Superintendent Paine addressed the Board regarding: a two day summer event (Honoring the Teaching Profession) that will be held in partnership with the at-large education community to celebrate and honor the teaching profession; a future meeting with students regarding school violence, prevention, and social/emotional learning; distributed legislative and calendar updates; and distributed a document entitled, Findings and Supports from Annual Review of Mathematics. XV. WVBE Updates

Mr. Vitale stated that he recently visited several food banks and organizations and issued his appreciation to everyone who fed West Virginia's children during the work stoppage. Mr. Hall stated that cooks in Raleigh County went to schools and provided meals for students whose parents transported them to the school. Mr. Perry commended Mr. Blackwell regarding his support of H.B. 4402 (relating to the prevention of sexual abuse of children). Mrs. Sullivan requested that the Board endorse Mr. Blackwell's request for Read Across West Virginia Day. It was the consensus of the Board that Read Across West Virginia Day be endorsed and promoted. Mr. Vitale requested lessons learned during the work stoppage be memorialized.

XVI. WVBE Personnel Matters and Update in

Keller vs. West Virginia Board of Education, et al.

Executive Session

Mr. Perry moved that the Board enter into Executive Session as provided in W. Va. Code §6-9A-4(b)(2)(A) [personnel exception] and/or §6-9A-4 [matters involving attorney-client privilege per Peters v. County Commission, 205 W. Va. 481 (1999)]. Mr. Hall seconded the motion and upon the call for the question the motion was carried unanimously. After a brief break the Board moved into executive session at 4:58 p.m. Mrs. Sullivan and Mr. Rotruck departed the meeting at the conclusion of the executive session.

XVII. Return from Executive Session

President Campbell announced that the Board had returned from executive session at 5:22 p.m. with no action taken and called for a motion to approve the Board's personnel attachment. Mr. Perry moved, and Mr. Vitale seconded, that the Board's personnel attachment be approved. Upon the call for the question the motion was carried unanimously. Mr. Wallace was absent for this vote. XVIII. Items for Future Meetings

Members are to provide items for consideration for placement on a future agenda to President Campbell.

XIX. Future Meetings

The next regular meeting of the WVBE will be held April 11, 2018, in Charleston, West Virginia. The meeting will continue on April 12, 2018, if the agenda is not completed on April 11, 2018.

XX. Adjourn

President Campbell called for a motion to adjourn. Mr. Perry moved, and Mr. Flanagan seconded, that the meeting be adjourned. Upon the call for the question the motion was unanimously carried. Mr. Wallace returned to the meeting. The meeting was adjourned at 5:23 p.m.
