MOTIONby Mr. Pinou, seconded by Mr. Holub and carried unanimously to approve the minutes from the September 5, 2018 Public Work Session and the September 12, 2018 Regular Session.RECOGNITION OF OUTSTANDING ACHIEVEMENTThe Board congratulated Aidan Coyne, Patrick Heavey, Aidan Padala, and Chloe Rogers who have been nominated as a Semifinalist in the 2019 National Merit Scholarship Program.? Ten high school seniors qualified as National Merit Scholarship Commended Students. Congratulations were offered to Abigail Brita, Donald Byrne, Christian Durante, Zoe Heath, Christian McGannon, Alexandra Michael, Elsie Schaubeck, Charles Tynan, Madeline Walsh, and Garret Zander. Since 2009, the high school has had 103 Commended Students recognized by the National Merit Scholarship Program.Each year, the Adelphi University Prize for Leadership is awarded to high school juniors in recognition of their exemplary academic achievement and community service. This year’s winners are Theresa Hughes, Michaela Keating, Alexandra Larocca, Aidan Padala, Aidan Pfaff, John Protano, Emily Quinn, Chloe Rogers, and Timothy Schmitt. Each year the?Long Island Scholar Artist?program, sponsored by the Long Island Arts Alliance, recognizes students who excel academically and in the areas of either music, visual arts, dance, theater, or media arts.?The following students have been selected as Award of Merit recipients as part of the Long Island Scholar Artist Program: Alexandra Stefanik for Visual Arts and Amanda Melkonian for Media Arts.PRESENTATION BY STRATFORD SCHOOLStratford School’s Principal Eileen Vota and Social Worker Michelle Vincent presented the community with information about Mindfulness. Students participated in the presentation by showing the benefits of practicing mindfulness meditation and learning to pay attention to their own current experiences.SENATOR HANNONMrs. Heineman announced Senator Hannon’s arrival to the meeting and thanked him for his support in securing funds for the District. SCHOOL BOARD RECOGNITIONIn honor of School Board Recognition Week, Dr. Sinha thanked the Board for their service to the District. Our Board members are volunteer leaders who govern our school district through formulating school district policies, adhering to State and Federal Education Law, our school finance, and much, much more. This requires them to spend many hours in this volunteer role. Their commitment and civic responsibility make local control of public schools in our community possible. Dr. Sinha presented each Board Member with certificates of appreciation.AUDIT REPORTDavid Tellier, of Nawrocki Smith, LLP, reported on their annual fiscal report of June 30, 2018. All items are clean and within all allowable limits. The General Fund has good financial position. The District is fiscally sound with no material weaknesses or significant deficits in internal control. No current or prior year recommendations. Mr. Tellier commended the Business Office and the District on a wonderful team and the wonderful job they do.CONSTRUCTION REPORTGary Schiede, of BBS Architects, and Gary Gonzalez of Park East Construction reported on the progress of capital projects throughout the District.TREASURER’S REPORTMs. DiCapua presented the Treasurer’s Report of August 2018 indicating a beginning of the month cash balance of $30,413,013; receipts of $2,029,924; disbursements of $4,744,962; and a closing balance of $27,697,975. REPORTS BY THE BOARD OF EDUCATIONMr. Holub reported that the Audit Committee met with Nawrocki Smith. The meeting went well. The Committee has seen the report, and seconds the comments made of the Business Office and Ms. DiCapua; they are an asset to the District. The District is in excellent financial health. The Audit Committee is very supportive of the Business Office.Ms. Granville reported she is serving on the Legislative Affairs Committee and a meeting will take place next week on October 29th. She is looking forward to working with Senator Hannon. Ms. Granville thanked Robert Martin who wrote a letter to Newsday stating that schools should not be used as polling places and advocating for our children to keep them safe.Mr. Cassaro reported he serves on the Policy Committee. The policies being read tonight have no significant changes and have been reviewed by Counsel.Mrs. Heineman asked Administration to be sure the financial statements are posted on the District’s website. She informed the community that three of the four labor agreements have been negotiated. The Board is currently in negotiations with CSEA whose contract was up in June 2018. Mrs. Heineman directed the Administration to be sure all contracts are posted on the District’s website. Once CSEA negotiations are complete the contract should be posted as well. SUPERINTENDENT’S REPORTSpirit week across our schools was wonderful. Our K-12 students were encouraged to show their school spirit during the week with a wide variety of school activities culminating with Homecoming on Saturday, October 20th. Robert Martin served as our Grand Marshall. Bill Holub, Stefanie Granville and Angela Heineman were also there along with many people from our District. A great deal of planning went into Homecoming and Spirit Week. Dr. Sinha thanked the High School Administration, Ms. Cerrone and all the staff and parents who made the day possible. The High School Band, Cheerleaders, Kickline, and clubs marched in the Parade and performed at halftime; Band students worked with Stewart and Stratford students for the 1st Annual Marching Band Day.Unity Day is tomorrow districtwide – there will be observances in all school buildings. Students and adults are encouraged to wear orange.Dr. Sinha asked Ms. DiCapua to give an update on projects the District is working on to ensure school safety.The District will be hiring teacher substitutes who may not have teacher certification. NYSED permits hiring up to 40 days per year. Dr. Appiarius shared the hiring and training process.A meeting was held earlier this month with representatives from the LIRR’s Third Track Project. The project will expand the LIRR by adding a third track between Floral Park and Hicksville. Tentative construction dates that will affect us will begin approximately in April 2019 and end sometime after April 2021. Bus/walker and driving routes for students and staff, primarily on the northwest side of Garden City, where the tracks currently cross roadways, will be affected. Student safety during construction was shared at the meeting. Third Track representatives and Mr. DiFrancisco assured us that our safety concerns will be considered and planned for. Our next meeting will be in December.Friends of STEAM hosted “Women in STEM” last week at our public library. All high school and middle school students were invited to build awareness of STEM careers for women. The three featured speakers shared their experiences on education, career, and how they pushed beyond gender stereotypes. Our PTA coordinated a screening of the documentary film Angst. The film was a virtual reality experience that explored anxiety, its causes, effects and what we can do about it. Angst featured canid interviews with kids and young adults who suffer, or have suffered, from anxiety and what they learned about it. The film includes discussions with mental health experts, as well as help, resources, and tools. After the film, a panel discussion was held with the film producer and the psychologist from the film, along with our High School psychologist and social worker. It was well attended.Many grants are on the Agenda for the evening. Dr. Sinha thanked the Friends of Football, Friends of Music, PTA, SEPTA, Girl Scouts, TMA of Garden City, and the Reiger Family for their generous donations that will have a direct impact on our students. Ms. D’Antonio questioned if a non-certified teacher substitute can be assigned 40 days total in a single assignment. The Administration responded that the assignment would be daily, not for an extended period of time.Dr. Lynch asked if there are any budget drivers the Administration sees going down the pike? The Administration responded “nothing out of the ordinary.”Ms. Debrich reported she loves Fundations and asked if it will follow with two cohorts up to third grade. Dr. Cannone reported that the intention was for grades K and 1 and the District is looking at how it is rolling out.
