CALL TO ORDER – CLOSED SESSION

The Board meeting of October 21, 2008, was called to order by President Dorothy Beaubien at 5:10 p.m. at 1400 E. Janss Road, Thousand Oaks, CA. Mrs. Beaubien asked if there were any public speakers for the Closed Session agenda items; there were none. The Board adjourned into Closed Session at 5:11 p.m., where the following items were discussed:

CALL TO ORDER

OPENING PROVISIONS

Mrs. Beaubien called the meeting to order at 6:06 p.m., requested a moment of silence for those affected by the Metrolink tragedy, led the Pledge of Allegiance and read the procedural announcements.

Present were Board members Dorothy Beaubien, Dolores Didio, Mike Dunn, Pat Phelps, and Dr. Timothy Stephens. Administration: Mario V. Contini, Superintendent, Jo-Ann Yoos, Assistant Superintendent, Personnel Services, and Janet Cosaro, Assistant Superintendent, Instructional Services. Robert Iezza, Director, Elementary Education, Carol Boyan, Director, Curriculum, and Marina Mihalevsky, Director, Classified Personnel, were also present.

Approval of Agenda

Mrs. Didio moved to approve the agenda, seconded by Dr. Stephens. Motion carried 5-0.

Recognition

The principals introduced the students who achieved National Merit Semifinalists status—Newbury Park High School: Naveen Balan, Aaron Flynn, Sean Huxley, Elena Light, Kelly London, Jenny Qiu, Andrew Wygle; Thousand Oaks High School: Annalise Bender Brown, Denis Lin, Stephen Marsh, Thomas Ritch, Shirley Xian Zhang; Westlake High School: Jennifer Fang, Leo Hei, Jessica Kuecks, Svetlana Lyalina, Max Miletich, Tim Pang, Lynne Qiu, Thomas Wong, Carol Yu

Comments from the Public

Five speakers spoke expressed their desire for the EARTHS magnet school to be a K-8.

ACTION ITEMS - GENERAL

Board of Education

A. Board Policy Revision Process (Series 3000) Second Reading

Mrs. Didio moved to approve the Board requested proposed revisions to Board Policy 3320, 3515.4 and Administrative Regulation 3541.1 (attached) within Series 3000, seconded by Mrs. Phelps. Motion carried 5-0.

Instructional Services

B. Public Hearing: Approval of State Testing Apportionment Information Waiver

Mrs. Beaubien opened the Public Hearing at 7:42 p.m.; there were no speakers. Mrs. Beaubien closed the Public Hearing at 7:43 p.m.

Approval of State Testing Apportionment Information Waiver

Mrs. Phelps moved to approve the State Testing Apportionment Information Report Waiver, seconded by Mrs. Didio. Motion carried 5-0.

C. Approval of 6-12 Career Technical Education (CTE) Courses of Study

Mr. Dunn moved to approve the 6-12 CTE courses of study created by District teachers, seconded by Mrs. Phelps. Motion carried 5-0.

Business Services

D. Potential Attendance Area Revisions for Students Residing Within the Current Attendance Area of Manzanita Elementary School

Mrs. Phelps moved to approve elementary and middle school boundaries within the current attendance area of Manzanita Elementary School, as in Scenario 1, seconded by Mrs. Didio. Motion carried 4-1 (with Mr. Dunn voting nay).

E. Resolution #08/09-08: Approving the District’s Surplus Property Advisory Committee’s Recommendations that the Meadows and University School Sites (The “Sites”) be Designated as District Surplus Property

Mrs. Didio moved to approve Resolution #08/09-08, as submitted, seconded by Phelps. Motion carried 5-0.

B. Potential Financial Impact of MATES Charter School. Dr. Baarstad presented a report regarding the negative impact of the MATES Charter on the School District. Two parents spoke about their concerns about the District’s financial reports regarding the negative financial impact of MATES charter on the school district.

ADJOURNMENT

President Beaubien adjourned the Open Session at 7:35 p.m. The Board will reconvene on MONDAY, NOVEMBER 3, 2008, at 5:00 p.m. for Closed Session; 6:00 p.m. for Open Session at the CVUSD South Building Board Room, 1400 E. Janss Road, Thousand Oaks.
