Purpose.

To provide the 4th quarter, CY 2009 update of current Marine

Corps doctrinal and associated pUblications .

Background

a . Reference (a) designates the Deputy Commandant for Combat Development

and Integration (DC CD&I) as the Commandantrs executive agent for the

development, review, maintenance, and publication of Marine Corps Service

doctrine, and for Marine Corps participation in naval, joint, and

multinational doctrine development.

Further , it assigns responsibilities and

identifies relationships among the various Marine Corps organizations

involved in the doctrine development process. Reference (a) also grants

authority to the DC CD&I to assign selected Marine Corps organizations as

doctrine proponents.

Proponency entails the assignment of responsibility for

the preparation, review, and periodic maintenance of a doctrinal publication

by selected agencies from the Marine Corps supporting establishment.

Proponency assignments are reviewed annually and updated in Marine Corps

Bulletin 5603 series.

Enclosures (1) through (3) provide the status of

doctrinal publications within the Marine Corps Doctrinal Publications Program

to include Service, multi-Service, joint, multinational, and associated

publications .

b. Marine Corps Doctrinal Publications Architecture. The Marine Corps

publication hierarchy is comprised of Marine Corps Service doctrinal

publications, dual-designated publications, and multi-Service publications.

(1) Marine Corps Service Doctrine

(a) Marine Corps Service doctrine consists of publications

created to describe the warfighting doctrine and tactics, techniques, and

procedures (TTP) of the Marine Corps. Doctrine provides the fundamental

principles by which our forces guide their actions in support of national

objectives. TTP provide the detailed description of how our forces perform

assigned tasks.

The Marine Corps doctrinal publications designation and

numbering method is established by reference (a). There are a few remaining

publication designations of Fleet Marine Force Manuals (FMFMs), Fleet Marine

Force Reference Publications (FMFRPs), and Operational Handbooks (OHs) that

are being phased out as publications are reviewed and rewritten. Marine

Corps doctrinal publications are designated as one of the following:

1. Marine Corps Doctrinal Publication (MCDP). MCDPs are

higher order doctrinal pUblications that contain the fundamental and enduring

beliefs of warfighting (Capstone publications - MCDP 1, 1-1, 1-2, and 1-3)

and the guiding doctrine for the conduct of major warfighting activities

(Keystone publications - MCDP 1-0, 2, 3, 4, 5, and 6) .

2. Marine Corps Warfighting Publication (MCWP). MCWPs have

a narrower focus that details TTP used in the prosecution of war or other

assigned tasks.

3. Marine Corps Reference Publication (MCRP). MCRPs contain

general reference material that is more specific/detailed than the MCWPs.

MCRPs are given the same number as the parent MCWP with an alpha designator

added to the number.

4. Marine Corps Interim Publication (MCIP). The overall

purpose of an MClP is to rapidly disseminate new TTPs, based on findings from

lessons learned, training, and experimentation. MClPs will expire after 2

years (or earlier, if superseded by a new or revised MCWP or MCRP). The 2year period is intended to allow for in-depth validation and may be

incorporated into MCRPs/MCWPs during their scheduled review cycle.

(b) Review of Existing Publications. Each Service doctrinal

publication is reviewed periodically. When a review is initiated, a request

for feedback message will be promulgated by DC CDI soliciting comments from

Marine Forces; Headquarters, US Marine Corps; and other appropriate

organizations. Comments on any doctrinal publication, however, are welcome

at any time. Normally, MCWPs and MCRPs are reviewed every 4 years, MCDPs are

reviewed every 8 years.

(2) Dual-Designated; Multi-Service; and Air, Land, Sea Application

(ALSA) Center Publications

(a) Each military Service is authorized to use other Services'

doctrinal publications and to effect necessary modifications to align each

with their own mission, roles, and functions.

These publications, identified

as dual-designated or multi-Service publications, contain TTP to which two or

more of the Services have subscribed. They are ratified by and bear the

designation of each participating military Service. Dual-designated or

multi-Service publications ratified by the Marine Corps are designated as

MCWPs, MCRPs, or MCIPs, as appropriate, and have the same authority and

status as other Marine Corps warfighting or reference publications.

(b) The ALSA Center is chartered by the four Services' doctrine

commands and tasked to rapidly develop publications that fill

interoperability voids between Services, joint forces, and staffs.

In most

cases, these publications take on the form of multi-Service TTP and address

operational details often not included in our joint publications. Once

signed by DC CD&I or designated representative (Director, Capabilities

Development Directorate) ALSA publications are given an appropriate MCWP or

MCRP designator and placed within the Marine Corps publication hierarchy. As

with non-ALSA dual-designated publications., these multi-Service TTP have the

same authority and status as our other Marine Corps doctrinal publications.

Although developed by the ALSA Center, ALSA publications must be

approved/signed by the individual Service doctrine commands.

(3) Publication Status. The current MCDPs, MCWPs, MCRPs, and MCIPs

are listed in enclosure (1) (publication developmental status and cyclic

review information is also included). All FMFMs, FMFRPs, and OHs listed

remain in effect until superseded. Enclosure (2) lists new publications

under development. Enclosure (3) lists publications canceled due to

replacement, supersession, or obsolescence during calendar year 2009.

(4) Publications Availability and Procedural Guidance.

Publications

can be obtained in either paper copy or electronic form.

Procedural guidance

for distribution and maintenance of doctrinal publications can be found on

the USMC doctrine web page at .

c. Naval Doctrine Publications. These publications provide the

fundamental concepts that govern the employment of naval forces at all

levels.

They form the seamless fusion of Navy and Marine Corps doctrine and

form the naval characteristic of joint operations. They are signed by the

Commandant of the Marine Corps and the Chief of Naval Operations and are part

of the Marine Corps publication hierarchy.

d.

Other Doctrinal Publications

(1) Joint Publications. These are doctrinal manuals developed and

promulgated as a distinct family of publications by the Joint Chiefs of Staff

per references (b) and (c). Joint publications and joint TTPs provide

guidelines for the coordinated employment of forces of two or more Military

Departments conducting a joint operation.

(2) Ratified Allied Publications. Ratified allied publications

contain doctrine and TTP to which North Atlantic Treaty Organization (NATO)

member nations have subscribed. When ratified by the United States, these

publications are the senior doctrinal guide for forces conducting NATO

operations. Additional information on these publications is contained in

reference (d). Reference (e) provides information regarding standard NATO

agreements.

(3) Joint Munitions Effectiveness Manuals (JMEMs).

JMEMs provide indepth descriptions of specific weapons system characteristics and

effectiveness.

JMEMs are reference documents detailing friendly weapon

system capabilities and limitations, and are primarily used for weaponeering.

JMEMs are designated as FMFRPs or MCRPs but are not posted on the doctrine

hierarchy.

Current JMEM publications are published annually per reference

(f) .

(4) Other Service Publications. The Army, Navy, and Air Force have

produced a large number of publications detailing TTPs for the many aspects

of warfighting. Though not Marine Corps doctrine, these publications provide

a wealth of information and can be referenced to supplement Marine Corps TTP.

3. Action.

Recommendations for new doctrinal publications or modifications

to existing publications should be submitted through the universal Need

Statement (UNS) process. The UNS submission process is delineated in

reference (g).

The UNS recommendation for modifications to existing

publications should include the following information:
