1. Purpose: This LOI is published to provide information and guidance for the Area 9 West Leadership Academy (LA) to instructors, cadets, and parents.

2. Mission: The purpose of LA is to train cadets to function in leadership roles at their respective high school units. This is accomplished through the Naval Education and Training approved classroom curriculum, written test, hands-on leadership exercises, advanced drill training, team building, goal setting, and inspections.

A. Instructors, chaperones, and cadets are required to be thoroughly familiar with this LOI, and applicable portions of reference (a) through (d).

3. Discussion/General Information: Enclosures (1) through (7) provides pertinent information for instructors, cadets, parents, and chaperones. Please ensure prospective cadets, parents and chaperones receive applicable portions of this LOI.

A. The AREA 9 West LA will be conducted at Ft Bliss, TX from June 24-28, 2019.

B. Monday, June 24th is check-in will be at Ft Bliss between 0800 and 0900. Exact location of the check-in will be provided as soon as classroom facility is secured with Ft. Bliss. All schools are required to deliver their cadets to the check-in location.

C. The uniform for check-in will be your own prescribed unit PT attire. Upon arrival at check-in location all cadets will be given a general Navy Knowledge exam.

D. Graduation will be at 1100 Friday, June 28 at Sage Hall in Ft Bliss.

E. Cadets sent should represent the very best of next year’s unit leaders. They must be able to model for and train new & more junior cadets the leadership tenets they have learned while at LA. They should set the example in attitude, performance, and appearance. For this reason, the selected cadets should easily pass the NJROTC PRT and not have any restrictive medical disabilities that would prevent them from participating in all physical activity required in this five-day training evolution.

F. Company distribution: The target enrollment number is 80 cadets, which will be evenly distributed into 4 platoons. The company will be co-ed, affording all cadets the opportunity to practice leadership of young men and women. Berthing WILL NOT be co-ed. Separate berthing will be provided, males with males, and females with females.

G. Standard Release Form, NJROTC Health Screening Questionnaire, Cadet Data Card, Cadet Statement of Agreement and Fees must be completed for each cadet, brought to the check-in site. If any of these items are not completed correctly and turned-in during check-in the cadet will not be eligible to participate in Leadership Academy. Ensure all medical conditions and medications cadets are currently taking are listed. Each participating cadet must be certified by their SNSI as physically qualified to participate in the school’s physical education program and be able to pass the incoming PT. In addition, individual arrangements should be made at each high school prior to departure, for health and accident insurance to cover the cadets during training. SCREEN YOUR CADETS CAREFULLY to ensure that you do not nominate someone who may have medical or physical fitness problem which will prevent him or her from participating in completing the entire week’s events.

ENSURE THE MEDICAL/ACCIDENT INSURANCE DATA ON THE STANDARD RELEASE FORM are complete. “GEICO” or “BLUE CROSS” is not enough! The company name plus policy/ ID number or telephone conformation number is required. Additionally the address of the insurance company is required. If this requested information is not received, or if the information indicates the cadet is not fit for training, or the insurance data is lacking, he/she will not be accepted. When screening the NJROTC cadet Standard Release Form, pay particular attention to case where the cadet is taking medication that may limit participation.

(1) A PRT Test will be given during the LA. Those cadets who fail to pass the PRT will be allowed to complete LA but will not be awarded the Silver Leadership Cord. SNSI’s can then work with the cadet back at their school to pass the PRT and be awarded the Silver Leadership Cord at the SNSI’s discretion.

(2) All cadets successfully completing the academic, physical and practical portions of LA will be awarded the Silver Leadership Cord. Evaluations, personnel/barracks inspection grades, and team grades will determine honor graduate status.

H. This is not an Area Nine sanctioned event, this is strictly a Area 9 High School event, administered by AREA 9 SNSI/NSI’s in their role as employees of the school.

I. All escorts (military and civilian) will be berthed at barracks assigned at Ft. Bliss unless outside arrangements are made by your unit.

J. Questions or problems that arise prior to the LA starting date should be addressed to your respective cadets’ unit instructors.

K. Questions or problems that may arise during LA can be addressed by contacting your respective cadet’s Senior Naval Science Instructor or Naval Science Instructor(s)

M. All Senior Naval Science Instructors and Naval Science Instructors that have cadets in the LA are expected to assist in this event. DO NOT DROP YOUR CADETS AND DEPART!

4. SAFETY: This LA will follow Operation Risk Management procedures. There is nothing more important during the LA than the safety, health, and welfare of the cadets. All participants of the LA will adhere to the following:

A. When engaged in physical activity, cadets will carry or have water immediately accessible to them at all times. Remain vigilant to the signs of the heat stress in every cadet. Ensure each cadet is dressed appropriately for their planned activities.

B. There will be a First Aid/ CPR qualified staff member present during each event requiring physical activity.

C. LA will follow the Fort Bliss heat warning system.

D. As instructors/escorts/chaperones remain always alert to hazards and potential unsafe conditions. Always keep in mind what may happen while cadets are engaged in any activity and look for ways to make that activity safe.

E. You will be briefed on medical facilities available during LA, please pay particular attention to the details and procedures on what to do in case of an accident or medical emergency. Should a medical emergency arise, the instructor/escort/chaperone shall take action in accordance with enclosures (11) through (13). If immediate medical attention is required, the injured cadet will be transported to William Beaumont Army Medical Center. If non-emergent attention is required, the cadet will be taken to a civilian medical facility, as appropriate, in the event cadet is not a military dependent.

F. Health Insurance and Physical Fitness. Individual arrangements should be made at each high school prior to departure, for health and accident insurance to cover the cadets during their training. Screen your cadets carefully and ensure that you do not bring or send someone who may have a medical or physical problem, which would prevent them from participating (no cadets will be accepted with asthmatic or heart conditions). Ensure the medical and dental accident insurance data on the Standard release form is updated. It is most imperative that Instructors have a copy of the insurance information. Safety and well-being of all cadets is paramount.

G. All cadets should have a lesson in Training Time Out (TTO) from their SNSI/NSI prior to arrival. TTO will be the first topic presented to cadets upon arrival at Ft Bliss. We will ensure all cadets understand ANYONE can stop training during LA for any health or safety concern.

H. All instructors/escorts/chaperones will be briefed regarding individuals at high risk for a medical problem during LA and what action(s) should be part of a planned response.

I. Operational Risk Management Assessment worksheets will be filled out for each activity. Training on ORM and these sheets will occur at the initial instructor/chaperone/escort meeting on the first day of LA.

5. LA is physically and mentally demanding but ultimately a positive and rewarding experience. Those cadets who come well prepared will receive a tremendous benefit from this program. It is the responsibilities of the SNSI/NSI to ensure ONLY top candidates attend LA. This is an important event for those cadets assuming leadership positions next year. The LA mission can only be accomplished by all of us working together. I thank all of you in advance, as appropriate, for your participation, cooperation and assistance.

INSTRUCTORS’ INFORMATION SHEET

1. General. All NJROTC cadets should be advised, the training at Leadership Academy is demanding and challenging with very little free time. The cadets you send should be your very best all around leaders whose participation will make their unit proud. Classes consist of subjects on physical fitness, practical leadership, advanced military drill, self-awareness/self discipline goal setting, team building and company challenges, academic challenges, knock out drill, and orienteering.

2. Cadet selection. Selected cadets must be eligible to hold a leadership position in their unit. This means they must:

A. Be physically able to lead the company in drill and marching movements.

B. Have no disciplinary problems.

C. Be in good standing with their NJROTC Unit

D. Be motivated and want to attend.

E. Be willing to accept military style leadership and be proficient at drill.

F. Have completed Basic Leadership Training (BLT).

G. Have passed the PRT in the last six weeks prior to attending Leadership Academy.

3. Grooming. Upon ARRIVAL at the LA site, male cadets will have NJROTC regulation haircuts, and female cadets will not be wearing make-up. Proper grooming standards will play a large part in the Academy training. SNSI/NSI’s are NOT AUTHORIZED NOR ALLOWED to administer haircuts to cadets as part of the LA. Ensure proper grooming standards PRIOR to arrival.

4. Uniform and Equipment. See enclosure (4). In addition, there is to be no rank insignia or ribbons worn during the training portion of LA. Ribbons and rank will be worn with the Navy Service Uniform for pictures and graduation. All cadets should have two-fouled anchor devices and two NJROTC Bars. Appendix 2 of the Cadet Guidebook lists of uniform and equipment required by each cadet. RANK/RATE WILL BE WORN ON GRADUATION DAY.

A. Cadets who do not have a complete sea bag will lose points.

Contraband will be confiscated and the cadet sent home.

5. There are a few rules that are unavoidable: Advise cadets they will be immediately sent home if caught using tobacco products, possessing drugs, alcoholic beverages, weapons or fraternizing, participating in or demonstrating (including drawing) any gang signs, symbols or activities. Under these circumstances camp fee’s paid will not be refunded.

6. The PRT test will be conducted on the morning of the second full day of training.

7. Ensure Sword is engraved with units name and belt fits properly. Required IAW enclosure (5).

8. Instructors are reminded that their specific unit NJROTC cadets are not active duty military members. The typical cadet, just 14-17 years of age, must be properly supervised and safeguarded at all times particularly during training events such as this LA. The exercise of due care, expected of a prudent person, is required anytime cadets are conducting training. NJROTC cadets should never be intentionally exposed to high risk training evolutions. If a potentially dangerous situation arises, instructors will take immediate corrective action or suspend the training until appropriate corrective action can be determined and implemented.

9. Cost. Cost for LA will be $100.00 per cadet. The cost will cover meals, lodging, certificates and transportation during the LA. Please pay with cash upon arrival at check-in. A school, unit check, or money order will be acceptable. Checks and money orders should be made payable to Gadsden High School.

Money will not be refunded for cadets who drop after the commencement of LA.

PARENT INFORMATION SHEET

1. General. Congratulations! Your son/daughter has demonstrated above average aptitude and leadership in the NJROTC program and has been selected to attend the prestigious Leadership Academy (LA). The purpose of LA is to prepare select NJROTC cadets to assume leadership roles in their respective units. This program is mentally and physically challenging with very little free time available. Classes consist of subjects on physical fitness, practical leadership, advanced military drill, self-awareness/self discipline, goal setting, team building and other leadership related subjects.

2. Cadet selection. In addition to demonstrated leadership potential a cadet must:

A. Have no disciplinary problems.

B. Be motivated and want to attend.

C. Be willing to accept military style leadership and be proficient at drill.

D. Have completed Basic Leadership Training (BLT) /Prerequisite for Leadership Academy.

E. Have passed the PRT in the last six weeks prior to attending LA.

F. Safety is paramount. Occasionally, cadets have medical conditions which limit participation. Medical waivers will only be entertained based on a doctor’s recommendation. A doctor’s evaluation and recommendation must accompany all waiver requests. When filling out the Standard Release Form and Health Questionnaire, please list all your cadet’s medical conditions and medications including over the counter drugs. Cadets sent to LA with conditions or medications not listed on their Standard Release Form will be immediately sent home at the parents/guardian’s expense and camp fees will not be refunded.

(Rank/rate insignia and ribbons/medals may be worn ONLY for the graduation exercise, otherwise, they are NOT allowed during any training phase of LA.).

5. Forms: Complete the Cadet Data Form and return it to the NJROTC Unit at your son/daughter’s school. Cadets reporting to LA without these forms will be returned home.

A. Cost for this event will be $100.00 per cadet. The cost will cover meals, lodging, certificates, trophies medals, and transportation. This is a non-refundable fee so make sure your son/daughter can attend and has passed the Physical Readiness Test. Keep in mind that we have to pay for services we contract for whether an individual shows up or not.

6. There are a few rules that absolutely cannot be broken: Advise prospective cadets they will be immediately sent home if caught smoking, using or possessing drugs, weapons or fraternizing, participating in or demonstrating (including drawing) any gang sign, symbols or activities.

7. The PRT test will be conducted on the morning of the second full day of training. For failures, the concerned SNSI/NSI WILL BE NOTIFIED FOR TRANSPORTATION HOME. CADETS CANNOT STAY AT THE ACADEMY.

8. Parents/guardians are encouraged to attend Cadet Graduation at 11:00 a.m. Friday, June 28, 2019 at Sage Hall in Ft Bliss. Graduation is a special event for your child and we highly encourage you to participate.

There are no second chances in these cases. No I-Pods, headphones, games, cell phones, or other similar devices will be allowed at LA. All cell phones and pagers will be collected and returned at graduation.

3. Grooming. As a future leader, you should be thoroughly familiar with expected grooming standards. Cadets arriving improperly groomed will be given the choice to go to a military barber for a haircut, or be sent home at your expense, with no camp fees refunded.

LEADERSHIP ACADEMY INSTRUCTOR BRIEFING

1. The LA schedule will be provided via a separate email. Please check the schedule and volunteer where you feel most comfortable.

2. My intent is to have the cadets run the academy. They will inspect each other and provide constructive direction to each other. We are there to assist them in learning and becoming better persons so they can go back to their units and lead their peers.

3. Instructors please be on time to the places indicated on the schedule.

4. Please provide constructive inputs as required daily and at the end of the LA so we can incorporate for next year’s event.

5. INSPECTIONS:

A. Inspection grades are important. Cadets are in competition for honor cadet award. Be fair and consistent.

B. Turn in your totaled grade sheets ASAP after inspection for computer entry.

C. INSTRUCTOR PERSONAL APPEARANCE: Set the example.

D. All the cadets will have the opportunity to present, inspect and record an event.

E. When inspecting ask questions and provide guidance.

7. STAFF WATCHES:

A. Duty officers bunk room should be off limits to cadets. This is a space to keep personal and LA confidential material from the cadets.

B. Cadet calls should be allowed only if absolutely necessary, such as to notify parents of arrival or departure.

C. Prescription medicines are to be kept in the office and cadets enter at the appropriate time to be administered their medicine.

8. GRADUATION UNIFORM:

A. Instructors USN: Khaki or Navy Service Uniform / USMC: Summer Service Charlies. (civilian clothing is not appropriate for graduation)

B. Cadets: Navy Service Uniform, Garrison cover with rank, rate, JROTC bar, name tag, and ribbons only. No medals or shoulder cords.

Operational Risk Management (ORM) is the process of dealing with risk associated with NJROTC training activities, which includes risk assessment, risk decision making, and implementation of effective risk controls. The goal of our ORM Program is to optimize our training opportunities by managing risk to accomplish the mission with minimal to no injuries.

ORM Terminology

- Hazard: A condition with the potential to cause personal injury or death, property damage, or mission degradation.

- Risk: An expression of possible loss in terms of severity and probability.

- Severity: The worst credible consequence which can occur as a result of a hazard.

- Probability: The likelihood that a hazard will result in a mishap or loss.

- Risk Assessment: The process of detecting hazards and assessing associated risks.

Step 1 - Identify Hazards

• Conduct an Operational Analysis

o List major steps of the operation

• Conduct a Preliminary Hazard Analysis

Step 2 - Assess Hazards

Determine degree of risk for each hazard in terms of severity and probability.

Risk Assessment Matrix

When conducting a risk assessment, we factor in the severity of the hazard with the probability of occurrence, and then arrive at a risk assessment code to determine the risk level for our decision-making.

Hazard Severity Categories

Category I: Hazard may cause death, loss of facility/asset or result in grave damage to school and/or NETC interests.

Category II: Hazard may cause severe injury, illness, property damage, damage to school and/or NETC interests or degradation to efficient use of assets.

Category III: Hazard may cause minor injury, illness, property damage, damage to school and/or NETC interests or degradation to efficient use of assets.

Category IV: Hazard presents a minimal threat to personnel safety or health, property, school and/or NETC interests or efficient use of assets.

Mishap Probability Categories

Category A: Likely to occur immediately or within a short period of time. Expected to occur frequently to an individual or continuously to a group.

Category B: Probably will occur in time. Expected to occur several times to an individual frequently to a group.

Category C: May occur in time. Can reasonably be expected to occur some time to an individual or several times to a group.

Category D: Unlikely to occur

Step 3 – Make Risk Decisions

• Prioritize risk and select internal controls to reduce risk

o Internal controls must out weight risk

Step 4 – Implement Controls

• When risks are reduced to acceptable levels, implement the appropriate control measures
