MIDSHIPMAN COUNSELING

1400. GENERAL. A fundamental goal of each midshipman is the realization of his/her maximum potential. Consequently, part of each NROTC staff officer's role is to foster this development. In addition, the University provides specialists who assist students with a variety of problems from academics to physical conditioning and weight control. The NROTC Instructor/Counselor is a source of information on the Navy and Marine Corps professional development and personal growth. The job of the NROTC Instructor/Counselor is involvement with the midshipman needing help, assisting him in evaluating his status and goals, and in developing reasonable alternatives and plans of action to solve the problems or concerns. A secondary benefit is the opportunity for each midshipman to learn about some elements of counseling so that his early assignment as a junior officer will be enhanced by the possession of improved communication skills.

1401. ASSIGNMENT OF MIDSHIPMEN TO NROTC INSTRUCTOR/COUNSELORS. Midshipmen will usually be counseled throughout the school year by the officer instructing their Naval Science course. All Marine Option midshipmen and MECEPs will be counseled by the Marine Officer Instructor. NROTC Instructor/Counselors will coordinate with the midshipman's University advisor regarding areas of joint NROTC Unit and University concern and interest. Students may request a change in Counselor at any time by making the desire known to the Unit Executive Officer. Requests for changes in Counselor will not reflect in a negative manner on either the Counselor or midshipman involved.

1402. MIDSHIPMAN COUNSELING APPOINTMENTS. At the beginning of each semester, Instructor/Counselors will promulgate times available for counseling appointments. Midshipmen will sign up for an appointment no later than the end of the first week of classes. Appointment times may be changed by mutual agreement between the student and the counselor. Counseling schedules shall comply with the following:

a. Once every month for:

(1) All freshman

(2) All new sophomore students

(3) All sophomores, juniors and seniors whose cumulative GPA is below 2.5.

b. At least twice a semester for all other students (more counseling may be required depending on requirements of individual students).

c. To assist in developing financial management skills and assure financial solvency, all students are required to submit a monthly budget to their counselor during the Fall semester of each academic year. Forms are provided in the Unit Admin office. This frequency may be increased by the individual counselor as required.

d. Freshman students are required to submit a weekly grade tracker and study hour sheets to their advisor. Forms will be provided by the Unit Admin office.

1403. MIDSHIPMAN MENTOR PROGRAM. All new students will be assigned a mentor who is in their corresponding NROTC program (i.e. MIDN, MECEP, or STA-21). Mentors are essentially peer counselors who are able to discuss problems, answer questions, and inform and guide on numerous facets of University and NROTC matters. This program is designed to assist new members in a successful transition into both college and military life. To emphasize the importance and usefulness of the Chain of Command, it will be an integral part of the implementation of this program. The program is implemented as follows:

a. Assignment. Mentorship program is governed under NROTCUAINST 1600.13. For members arriving in the Fall this assignment will take place prior to orientation. To build small unit leadership and assure accountability, the assignment of a mentor is delegated to Squad Leaders and Platoon Sergeants. The new member will then be assigned to the mentor’s squad or platoon for the coming semester to ensure frequent contact and proper support is being offered. Whenever possible the mentorship program should start prior to or during orientation. If this is not possible due to orientation manning, then an interim mentor may be assigned during orientation. In the event that the Battalion Training Officer is unavailable to assign mentors, the Orientation Operations Officer will make the initial assignments. Mentorship assignment will follow the following ordered criteria:

(1) NROTC program (i.e. MIDN, MECEP, STA-21, etc…)

(2) Academic pursuit (major, area of study)

(3) Other considerations (i.e. marital status, family make-up, life experiences, etc…)

b. Mentorship Tasks. The mentor will:

(1) Initiate contact with the new member and at a minimum discuss primary issues as outlined in the mentorship checklist. (The checklist and other program forms will be provided by the Battalion Training Officer.)

(2) Maintain close contact with the new members as directed by the Battalion Training Officer.

(3) Provide additional training and guidance as required or beneficial to the new member.

(4) Provide updates to the Battalion Training Officer through the Battalion enlisted staff regarding the status of the mentorship program.

c. Follow-up. The Battalion Training Officer will ensure that the mentorship program is being properly implemented. To accomplish this the Battalion enlisted staff will be used. The following follow-up procedure will be used:

(1) Initial contact reports from all mentors will be received.

(2) Midterm progress reports from all of the mentors will be received.

(3) Conduct informal midterm interviews with some of the new members. The interview will focus on how the new members perceive the effectiveness of the mentorship program.

(4) At the end of the semester conduct a survey of all new members. The survey will be used to ascertain the effectiveness and to develop the program. Surveys will be maintained on file for three years.

1404. MIDSHIPMAN BATTALION PERFORMANCE COUNSELING. Twice each semester, once mid-term and once prior to finals, the Midshipmen, MECEP’s and Officer Candidates of the NROTC shall receive formal counseling from their Battalion chain-of-command. Further instruction can be referenced through NROTCUAINST 1601.9. This counseling shall utilize the NROTC Brag Sheet (NROTCUA Form 1611/4 and the Evaluation Report and Counseling Record (CNET-GEN Form 1610/4) as described in Chapter 10 of this manual. To assist in accurate reporting, seniors should utilize the Report of Conduct form (NROTCUA Form 1610/1). This form should be used to document both formal and informal counseling. A copy should be maintained by the counselee, his immediate supervisor, and the counselor. Counseling should stress strengths and superior performances as well as weaknesses and deficiencies. These forms should then be used as references for semester aptitude evaluations.

1405. COUNSELING BY THE UNIT COMMANDING OFFICER AND/OR EXECUTIVE OFFICER. The Commanding Officer and Executive Officer are available to talk with any student. Appointments may be made through the Administrative Office. In addition, the Commanding Officer will confer individually with all 1/C Midshipmen and will assist them in completing the Duty Preference/Recommendation Form. All midshipmen who have incurred a monetary or enlisted service obligation and are disenrolled from the Program for any reason will meet with the Unit Commanding Officer or Executive Officer prior to disenrollment.
