MR. William J. McNally

FEMA National Preparedness Directorate

Department of Homeland Security

Mr. William J. McNally joined the Department of Homeland Security in May of 2006 as Director, DHS Exercise Division responsible for oversight management of the Department’s National Exercise Program. In his current position he provides policy and integration to the Technical Hazards Division. Just prior to joining DHS Mr. McNally spent three years as program manager responsible for providing contract support to DHS in the planning, designing, and conduct of the TOPOFF 2 and TOPOFF 3 series of national exercises; the Congressionally mandated national level exercise series.

Mr. McNally is a retired U.S. Navy SEAL Captain with more than twenty-six years of service in Naval Special Warfare. His assignments included numerous operational positions of leadership with U.S. Navy Underwater Demolition Teams, U.S. Navy SEAL Teams, and U.S. Special Operations Commands. He served as an exchange officer with Commando Hubert - French Navy, Senior U.S. Naval Advisor to El Salvador, and Commanding Officer of SEAL Team THREE. His last two active duty assignments were in the Pentagon where he served in a policy position as Deputy Director, Combating Terrorism, Office of the Assistant Secretary of Defense (Special Operations/Low Intensity Conflict) and an operational position as an Action Officer and Branch Chief with the Counterterrorism and Counterproliferation Branches of the Joint Staff, J-3 Operations Directorate, Special Operations Division.

Upon retirement from active naval service Mr. McNally joined the Oak Ridge Institute for Science and Education (ORISE) as program manager for a Department of Energy National Security Program, providing oversight management of a training and readiness program supporting the Department’s emergency response efforts in the field of weapon of mass destruction counter-terrorism/counter-proliferation crisis and consequence management. He was responsible for the technical management of a counter-terrorism weapon of mass destruction exercise program that supported the evaluation of the Department’s emergency response assets and provided interagency coordination of operational concepts in the coordination and execution of interagency counter-terrorism/counter-proliferation exercises and operations.

Mr. McNally brings thirty-eight years of insightful training and exercise experience to the Department of Homeland Security. For the past sixteen years he has been actively engaged in the development of national combating terrorism and weapons of mass destruction plans, policies and procedures.

Mr. McNally earned his bachelor’s degree (BA) in Political Science from St. Joseph’s College, IN and a Master of Business Administration (MBA) from Southern Illinois University, Edwardsville, IL.
