Dear Parent:

We provide regular updates to you about your student’s academic progress by sending home a report card. Once a year, we provide you with updates on our school’s achievements through the North Carolina School Report Card. This Report Card includes important information about school and student performance, class sizes, attendance, school safety, instructional resources, and teacher quality. There also is information about how our school measured against federal participation targets and the number of suspensions and expulsions in our school.

For the third year, each school has received a letter grade to describe its performance. These school performance grades are comprised of student achievement (80 percent) and growth (20 percent). Report data is available for our school district and for the state’s education system as a whole.

Our school’s full Report Card can be found on the NC School Report Cards’ website at src. Our school district’s report also is available on the Report Card website. School Report Cards are provided for regular public schools, charter schools, and alternative schools that were open during the 2015-16 school year.

As a part of the 2015-16 budget bill, the N.C. General Assembly made some changes to the definition of “low-performing school” and has given some specific guidance and direction to these schools. I am writing to let you know that Philo-Hill Magnet Academy has been designated as a low-performing school by the N.C. State Board of Education. As defined in G.S. 115C-105.37: “The State Board of Education shall design and implement a procedure to identify low-performing schools on an annual basis. Low-performing schools are those that receive a school performance grade of D or F and a school growth score of ‘met expected growth’ or ‘not met expected growth’ as defined by G.S. 115C-83.15.”

Philo-Hill Magnet Academy received a performance grade of “F” and “no school growth status” and, as a low-performing school, is required to develop an improvement plan that specifically addresses how the school will improve both the school performance grade and school growth score. The plan will also include how the superintendent and other central office administrators in the district will work with us and monitor the progress of our school.

In addition, Philo- has been identified as a Priority School by DPI. Priority Schools are identified as a result of the achievement level of the “all students” group in terms of proficiency (reading/math) over a number of years or, for secondary schools, having a graduation rate less than 60% over a number of years.

Priority Schools are required to implement interventions aligned with the following federal “Turnaround Principles”:

• Strong leadership

• Effective teachers and improved instruction

• Expanded learning time

• Strengthened instructional program

• Use of data

• School safety and discipline

• Family and community engagement

The numbers only tell part of the story. At Philo-Hill Magnet Academy, we are proud of the following special activities that are underway.

• Align partnerships that are positively impacting PHMA!

• Improve the facility and campus in which your child will learn and grow!

• Aligned district support personnel, programs, and initiatives!

State and local education leaders are committed to providing parents with more information about schools. Well-informed parents who participate in their children’s education and school enhance the learning environment for students and educators alike. In addition, the federal Elementary and Secondary Education Act (ESEA) requires schools to issue Report Cards.
