Stover operates Louisburg Family Practice and Pain Management, a local medical office and claims to operate a charitable medical clinic. Stover became a licensed doctor in the State of North Carolina almost 39 years ago, and by 1983, he completed a residency with Duke University. During this time, he and his wife purchased a home at 307 N. Main Street, Louisburg, NC, a spacious home that is part of the National Register of Historic Places, as an early home of Edwin Wiley Fuller and his parents, who were slave owners through the Civil War. His mother, Anna, detailed their life during the time in a diary from which excerpts were used to grant the historic status. While the registration was granted in 1978, a few years before the Stovers purchased the home, it is likely that they were informed of the home’s significance and that slaves once worked in and around the property until they were liberated by Union Troops in May 1865.Through his businesses, Stover owns several parcels and an airplane. On most occasions, property taxes were paid in a timely fashion, however, in 2017 and 2019, interest for late payments were accrued and totaled about $100. Stover also ran afoul of the annual reporting compliance with the Secretary of State’s office for the filing tied to Skyhawk Enterprises. In 2010, the Secretary of State’s office dissolved the business, after they failed to file for nine months. He petitioned to reinstate the business a few months later. The plane owned by Stover, a single-engine Cessna was involved in a hard landing, resulting in substantial damage 29 years before he purchased it. According to the NTSB report, an oil gasket was not replaced properly resulting in engine failure. The then 60-year-old pilot was not injured.While Stover was not named in many legal cases tied to his personal actions, he was the subject of several lawsuits in state and federal courts tied to his service as an oversight doctor for the State of North Carolina’s Department of Corrections. Next to none of the inmates/patients who served as plaintiffs in the suits are considered sympathetic figures, as they were incarcerated at the time, but in at least one federal case, they determined that his actions resulted in an inmate needing his ear amputated and requiring radiation (for deciding that skin-cancer removal was not necessary). Other cases included a delay for nearly a year for an MRI that later diagnosed a TB infection that necessitated removal of a part of a man’s spine, and a delay in a colonoscopy to diagnose Crohn’s Disease that led to increased ulcers and infection in an inmate’s intestines. A civil suit for malpractice by a patient of Stover’s medical practice was dismissed for lack of action by the plaintiff.In recent years, the charitable clinic operated by Stover filed e-postcards indicating less than $50,000 in revenue/expenditures, negating traditional 990 filing requirements. The business, however, was subject to an IRS lien in 2018 valued at more than $57,000. According to the filing, the charity failed to file quarterly and annual reports between 2012 and 2014. From the information we received, the lien remains active.As a candidate, Stover only reported raising $285 through February 2020 (as recent as his committee reported). An audit by the State Board of Elections found that his 2019 Year-end filing was incomplete, and while he was not assessed a penalty, he was required to file an amended form. Fuller’s parents were slave owners, although the number of people working for them is unknown. Anna Long Thomas Fuller maintained a detailed diary during the Civil War and described Union Troops descending on Louisburg. Their presence led to excitement among the enslaved, who were leaving their masters. At the time of her writing, their slaves had not left:The town is full of Yankee soldiers, riding and walking up and down every street, and coming into our Yards and Kitchens. This morning the Cavalry entered about ten o’clock and have been coming all day. I must say for them, they have behaved very orderly, so far. Their tents are pitched in the College and Male Academy groves. A Gen. Wood has made his Head Quarters in Mr. Noble’s front yard – have stretched their tents a, and have their wagons and horses there, and while I am writing a band of music is discoursing national Airs. Would that I could describe my feelings, but I have not the power. The reality is upon us, that we are a subjected people. Two very large US flags are unfurled, and waving in the breeze. The Negroes seem wild with excitement; they expect now to be free, and never more do any work, but poor deluded creatures, they are sadly mistaken. Portions of Anna Fuller’s diary were included in the Barbours application to the National Registry. According to the National Transportation Safety Board’s analysis, improper maintenance and servicing led to engine failure and a hard landing. The 60-year-old pilot was not injured after taking off in Samson, AL and headed to Griffin, GA. The incident in Eufaula, AL showed that an oil filter gasket wasn’t properly replaced after oil change.
